Install Backflow Preventers

RFIs

1. Will the DM shops remove the metal ceiling panels connecting B250 and B251 at the Kennel Facility to facilitate access to piping?

Government Response: Contractor will remove and replace paneling as necessary IAW SOW para 1.1.a.

2. At B3208, Chapel, there appears to be asbestos containing wall sheeting in the east

Mechanical Room. Is there an ACM Survey Report available to indicate the presence of Asbestos?

Government Response: Yes, asbestos reports have been added as an attachment.

3. It appears that the existing BP requires a second BP. Can this separate BP Assembly be sized for 2"?

Government Response: If referring to B3208, yes. BP Assembly must be sized to match the same size as existing pipe because in the event of an emergency, the demand must be there.

4. Some of the facilities have Scada style meters that appear to be abandoned. Can we remove/return the meter assemblies to the Govt. during installation of new (LFRP) BP assemblies?

Government Response: All equipment and assemblies that are removed, must restored to their original state IAW SOW para 1.1.c.

5. Can DM provide technical drawings/illustrations of the anticipated (LFRP) BP assemblies representative of 2" to 4" pipe size assemblies? The front and rear clearances would be helpful as well.

Government Response: Contractor to propose BP location for least cost while meeting DCG clearances. (AFI-32-1067 (2015))

6. The existing Domestic Water Riser in B4816 has two filter units in line as a part of the

Riser. Are these two filter units to be re-implemented into the new (LFRP) BP assemblies?

Government Response: All equipment and assemblies that are removed, must restored to their original state IAW SOW para 1.1.c.

7. Some of the facilities will require BPs on the exterior. Are the expanded metal cages required as part of the new assemblies in addition to the concrete pads and insulation blankets?

Government Response: Refer to the DCG para 6.3.1. and AFI32-1067. Enclosures should be installed to secure exterior BPs serving critical / highrisk facilities. Those that do not serve high risk facilities shall be provided with secure lock and chain to prevent tampering. Buildings considered critical / High risk have been identified in SOW para 1.1.b: 74, 130, 400, 1540, 4809, 4816, 4820, 4844.

8. Some of the facilities have copper to galvanized connections both above ground and underground. Please provide transition lengths, spacing, special instructions or types used/preferred by the DM Plumbing Shop.

Government Response: Use Dielectric unions. There are no special instructions, however, all work performed must follow Chapter 6 of the Uniform Plumbing Code. Approved plumbing materials are listed in para 6.3 of the DCG.

9. Will any of the buildings have to be done on off hours, nights or weekends?

Government Response: Yes, buildings 74, 400, 401, 4816. IAW SOW para 1.1.b. All buildings will require coordination with CE beforehand so users will be aware of the outage.

10. What is the maximum amount of time the water service can be shut down without 30+ day notice?

Government Response: All Outages will require an outage request which is typically a 21 day notice IAW SOW para 1.3.a

11. Please clarify what building will require pads and cages.

Government Response: In accordance with AFI 32-1067 states enclosures are is required for BPs serving critical /high-risk facilities. See SOW para 1.1.b.

Buildings considered critical / High risk:

74, 130, 400, 1540, 4809, 4816, 4820, 4844.

14.12. Tthe units mounted close to the building will they require cages?

Government Response: Refer to the DCG para 6.3.1. and AFI32-1067. Enclosures should be installed to secure exterior BPs serving critical/high-risk facilities. Others shall be provided with secure lock and chain to prevent tampering. Buildings considered critical High risk have been identified in SOW para 1.1.b: 74, 130, 400, 1540, 4809, 4816, 4820, 4844.

15.13. Are Watts 009 Type backflows approved?

Government Response: All backflows shall meet requirements of para 6.3 of the DCG.

Additionally, the AF Form 3000s will be utilized to obtain government approval of Material Submittals IAW SOW para 1.4.b.

16.14. Is a valve required in front of the strainers for strainer servicing?

Government Response: Yes. See SOW para 1.1.a.

17.15. Do you want a blow down valve on the strainers?

Government Response: Yes. See SOW para 1.1.a.

18.16. Will the government supply the type of underground piping for each building?

Government Response: The government will provide supply line info as attachments to the solicitation. As-builds can be provided as requested. If the type of piping is not identified in these attachments, the information may not be available.

19.17. Is any additional electrical grounding required on new piping?

Government Response: No

20.18.

This is in the design guide is this valve required? Can this be installed prior to the wye strainer?

Government Response: Yes this is required per the Design Guide para 6.3.1. Yes, it can be installed prior to the wye strainer.

21.19. “5.5. Readily Accessible. A device that is readily accessible is one that is located to within 1 to 5 feet above the floor or grade to provide access with adequate clearance for testing, maintenance, and repair. In addition, devices should be installed at least 1 foot from the back wall, have at least 1 foot above for maintenance, and have a minimum of 2 feet clearance on the side of the valve on which the test cocks are located. If a new or existing device is located higher than 5 feet above the grade or floor, a permanent platform or structure shall be provided for safely inspecting, testing, and maintaining the device” Above is from the AFI32-1066. After walking a few of the buildings I am not sure this is possible. Will this be enforced?

Government Response: Yes, please follow this requirement. Please locate outside if space is an issue. AFI 32-1067 supersedes AFI 32-1066.
