Questions for Davis Monthan AFB Equipment Storage, Solicitation FA487720R0011 Schedule – 179 days (Solicitation form 1442) or 209 (Attachment 3 Design Requirements)? Both these schedules would be too tight for design, approval and construction.
GOVT. RESPONSE: A period of 209 days is adequate for completion of this project, given a 65% Design Approval for construction NTP.
We note in the solicitation block 14 is checked as the performance period is “negotiable”; does this mean that we can propose a different schedule with our bid submission?
GOVT. RESPONSE: Yes. Reasonable project schedules will be considered with justification.
Can we get a copy of the base DCG?
GOVT. RESPONSE: Yes. The Davis-Monthan Design Compatibility Guidelines will be forwarded with this document.
Can we get a better description of the user’s requirements, i.e. all storage racks on interior, any admin spaces, HVAC requirements, number of rollup egress doors, lightening protection, windows (or not), gravel parking, etc. (from the limited project description it looks like there is no personnel admin requirements in the building, no drywall required)?
GOVT. RESPONSE:
· No administration spaces will be constructed
· According to the Specification document 01011, Section 1.11.1.1, “The storage facility will be used for safe boat, forklift, or double stack ISU storage, plus fire safety of 3 feet.” Contractor proposals shall take these requirements into consideration for overall design.
· Lightning protection should be provided according to local, state and federal standards, codes, UFC’s and related documents.
· The scope of work for this project does not include parking areas. However, there is a requirement for pedestrian sidewalks and a driveway leading to the facility.
· This is an open-sided structure, therefore no roll-up doors will be needed.
· Windows are not required, however, lighting guidelines are to be followed for an open-sided storage facility.
Is there a missing project description document?
GOVT. RESPONSE: No.
What is the expected occupancy?
GOVT. REPONSE: This is a storage facility. Maximum occupancy shall be determined by the contractor to allow for storage and retrieval operations.
Is there a fire sprinkler requirement?
GOVT. RESPONSE: A fire suppression sprinkler system is required in accordance with UFC 3-600-01 FIRE PROTECTION ENGINEERING FOR FACILITIES, Para. 4-44 Warehouse & Storage Facilities.
Is there a fire line already installed to the building pad? If not, please provide info on what (and where) we can connect to.
GOVT RESPONSE: No services have been connected to this site pad.
Is there a water line connected to the building? If not, please provide info on what (and where) we can connect to.
GOVT RESPONSE: No services have been connected to this site pad.
For roll-up doors what is the minimum door access height and width? Do you require more than one door?
GOVT RESPONSE: No roll-up doors will be used for this facility.
Can you define “minimum height”? Is it the minimum clear height under the haunch of the rigid frame rafter beam, or is it the eave height?
GOVT RESPONSE: The term “minimum height” is not defined with the project Specifications document. Any heights, measurements, or related specifications shall adhere to the project requirements documentation, as well and any local, state, and federal specifications, codes, and related requirements documentation.
ISU Storage is understood, but ISU standard containers come in many sizes and dimensions;
a. Is there a standard size the base uses?
GOVT RESPONSE: The RQS has different sizes of ISUs (generally ISU 90s and 60s) to store but generally they are no taller than eight (8) feet. The number of storage types and locations are not important as units will be moved around depending on the amount of vehicles and boats within the storage facility.
b. Is there a limited number of specific storage type containers we should design for?

c. Number of storage positions?
GOVT RESPONSE: See answer to 12.b, above.
d. Are there any unique rack system requirements for the ISU Storage? i.e. manufacturer, type, preferred versus generic?
GOVT RESPONSE: No specified manufacturer is required. Rack systems requirements shall meet the standards stated within the specifications documentation. Additional design specifications are to be determined by the contractor Design A/E, in accordance with the Federal Acquisition Regulations (FAR).
e. Are we to price the purchase and install of the rack systems that may be required?
GOVT RESPONSE: Yes.
Is there any requirement for an interior bridge crane for client storage handling?
f. If there is, what is the maximum hook-height for the crane? And weight capacity?
GOVT RESPONSE: No crane is to be installed.
Is it our choice to provide either a masonry-walled, or steel only building, or a combination of both for aesthetics for the base in this industrial area? If so, is there a minimum block height, and which sides of the building split block be required? Please provide as much of your requirements as possible.
GOVT RESPONSE: The facility shall be a steel-framed, open-walled building. No hard walls will be installed.
Please confirm you only require a Pre-Engineered Metal Building (PEMB). There are some contradicting references to structural steel too.
GOVT RESPONSE: This is a design build project. A complete building design which meets project specifications is required. A PEMB is not acceptable.
Item 1.6.5.8 calls for the roof to be installed over rigid insulation, for continuous insulation barrier. Metal buildings typically get blanket insulation (R13 or R19), with the option of additional batt insulation retrofitted between the purlins for an additional R19. Would this be an acceptable means of insulation?
GOVT RESPONSE: No insulation will be necessary.
Item 1.6.5.14 calls for the painting of all exposed structure, including the roof deck. Metal buildings come with a 20-year warranties baked on enamel paint. Painting over this paint will not last long and will void the 20-year warranty. Is the factory baked on enamel an acceptable finish?
GOVT RESPONSE: Yes. Do not void a 20-year warranty. However, panel coloring matching adjacent building rooves shall be selected.
Item 1.6.6.3a calls for 26 GA PBR Galvalume roof panels. From our knowledge, no roofs on this base are galvalume and are all painted. Are we to design 26 GA PBR baked on enamel (20 year warranty) or Galvalume?
GOVT RESPONSE: Roof paneling which meets the requirements set forth in codes and specifications, within applicable laws, is adequate.
Section 6.9.9.5.4 requires a 6inch thick capillary water barrier under all interior slabs-on-grade; considering the lack of water table in this geographic area, is this requirement firm and required for bidding?
GOVT RESPONSE: This requirement is firm.
Item 1.6.3.1 of the Design Requirements mentions walks, parking lots, utility poles, transformers, valves, manholes and landscaping.
g. What are the site project boundaries and approximate project acreage?
GOVT RESPONSE: The project area should be determined by meeting the design requirements. The Northwest boundary is Phoenix Street. The Northeast boundary is Yuma Street. No construction shall infringe on an surrounding facilities.
h. Can we get a project site map?
GOVT RESPONSE: Per Specification, Section 01011, Subpart 3.1, “A survey of the site shall not be provided by the Government. The Contractor shall generate/contract a current site survey which shall include the topography of the site, surface features of the site (including but not limited to, walks, parking lots, utility poles, transformers, valves, manholes, landscaping, etc.) and underground utilities.”
i. What is the user vehicle occupancy for parking requirements? Any exterior storage or forklift parking?
GOVT RESPONSE: There should be adequate space in the driveway area to the facility for temporary parking of vehicles which will be transporting materials. This shall include (in general) a forklift used to transport ISU containers, and similar sized equipment.
j. How would the USAF VA generally like the site to be laid out? i.e. road access direction into the site, avoiding relocating any underground IT conduits/cabling, building closer to one street than the other, etc.
GOVT RESPONSE: The primary facility entrance shall be located on the East side of the site with entrance from Yuma Street. This shall be a drive-thru facility, with a second driveway leading out to Phoenix Street. Adequate room for a vehicle to maneuver a large (14-foot-tall boat) into the facility shall be provided. Additional design specifications are to be determined by the contractor and design A/E in order to meet user requirements of the facility.
k. Are the energy conservation passive design requirements regarding the site layout of greater value in the layout than the user’s desires?
GOVT RESPONSE: Energy conservation and passive design shall conform to local, state, and federal specifications, codes, and related requirements documentation. User requirements shall be met while conforming to applicable documentation.
Item 5.6 mentions built in cabinets; does the client need cabinets in the non-admin space, and any admin spaces required? If so, what volume of cabinet storage required?
GOVT RESPONSE: No cabinets will be installed.
Are we correct that the design requirements for 1.6.7 Mechanical, 1.6.8 Plumbing, and 1.6.9 Fire Protection are to be interpreted as there are NO requirements in this new construction? If there is any, what are the design standards we need to refer to?
GOVT RESPONSE: Regarding plumbing, a water line shall be installed such that users can provide water to clean and wash down vehicles and equipment. This shall include a drain with an oil/water separator which meets local, state, and federal environmental guidelines.
Regarding Mechanical and Fire Protection, as stated in the Specifications Document, Section 01011, Subsection 2.2:
“The Davis Monthan AFB Design Compatibility Guidelines, this RFP, base guide specifications (if available), and all applicable codes, laws, and guidance, whether included in this RFP or not, will govern all design and construction of this project and the Contractor shall include all code and base DCG requirements in his bid.”
That said, a fire protection sprinkler system will be required according to UFC 03-600-01 FIRE PROTECTION ENGINEERING FOR FACILITIES, Section 4-44 WAREHOUSE AND STORAGE FACILITIES.
No mechanical requirements are to be included in this project.
If Fire Protection is required, can we get any information regarding available water pressure and flow report?
GOVT RESPONSE: See answer to question 20.b, above.
Section 5.2 leads one to believe that a PV system is required, is this correct? And if it is, what standards shall we design to? Is there any specific amount of power required to support the building, or more?
GOVT RESPONSE: Installation of a PV power system with backup battery storage is preferred.
Section 7.1.1 Electrical Design clearly states, “the contractor shall become familiar with all electrical requirements prior to bidding.” Please explain how we shall obtain this needed level of knowledge?
GOVT RESPONSE: Proposals shall require some pre-design to determine the general needs of the facility. The design generated can be used to develop an estimate of these costs.
Section 7.2.2.2 Telecommunications/Data System, states “there are underground telecommunications throughout this site “; can we get as-built drawings to review before we consider bidding? If so, please provide.
GOVT RESPONSE: See answer to 20.b, above.
Section 7.2.6 indicates the use of fluorescent lighting, but later refers to LED interior lighting; does the client really want fluorescent interior lighting?
GOVT RESPONSE: Use LED’s for interior lighting. Fluorescent lighting should not be used.
Section 1.6.13 Indicates that AT/FP (Anti-terrorism & Force Protection) is not used, but later in Section 6.4 the AT/FP UFC criteria is required for structural only; is there anything more required beyond:
l. Are there any requirements beyond the fencing/gate, exterior doors, and stand-off bollards?
GOVT RESPONSE: “Not used” indicates that additional project-related requirements are not included in the scope of work. AT/FP requirements should be assumed to be in place as far as applicable UFC AT/FP requirements determine. The contractor shall adhere to UFC 4-010-01 DOD MINIMUM ANTITERRORISM STANDARDS FOR BUILDINGS, WITH CHANGE 1 as applicable to this project.
m. Does the base have a specific anti-terror protection spec that we can review for only the level of protection for this building? If so, please provide.
GOVT RESPONSE: See answer to question 28.a, above.
Can you tell us when there will be a site walk?
n. Will they be as an all-bidders group, or by Individual/team?
GOVT RESPONSE: The site visit has already taken place. No additional pre-award site visits are scheduled.
o. Will the bid submission be delayed because of lack of site walk? If so, how long of a delay is expected?
GOVT REPONSE: See answer to 29.a, above.
Can the same person fulfill multiple positions (i.e. superintendent and QC being the same person).
GOVT RESPONSE: No.
Does GC need to team with the Steel Erector because they will be providing the AISC Certification or just provide the AISC certification for the proposed steel subcontractor?
GOVT RESPONSE: All steel work shall conform to the requirements set forth in UFC 3-301-01 STRUCTURAL ENGINEERING, as well as any local, state, and federal specifications, codes, and related requirements documentation. A certificate showing that the contractor or their certified, selected subcontractor, shall be provided to meet this requirement.
Please provide civil as-builts.
GOVT RESPONSE: See answer to 20.b, above.
Provide current geotechnical report.
GOVT RESPONSE: See answer to 20.b, above.
Will the owner be purchasing and installing the shelving in the storage facility?
GOVT RESPONSE: No shelving is to be installed under this contract.
Please confirm that the Government will allow proposers a minimum of seven (7) days to respond to the RFP starting from the date that the Government responds to 100% of the RFIs received.
GOVT RESPONSE: Extended Proposal Date has been posted.
Are there any noise restrictions during the day?
GOVT RESPONSE: No.
Order of Precedence stated in the RFP does not provide guidance for determining order of precedence where requirements within the RFP are different and/or omitted from one part to another. Please provide order of precedence in resolving differences or conflicts amongst; 1/ Attachment 1 -scope of Work, 2/ Design Requirements, 3/ Davis Monthan AFB Design Compatibility Guidelines.
GOVT RESPONSE: Any conflicts arising between these documents shall be presented to the Project Manager, Josh Drake, CENM. If conflicts arise which require potential changes to the contract documents, additional discussion with Melanie Dewing, Contract Administrator, 355 CONS will take place.
In general, if there is a conflict between requirements, the most stringent requirement will apply.
Will the government perform all project risk hazard assessments if it has not already been done or will the design-build team be performing the risk assessment?
GOVT RESPONSE: See answer to 20.b, above.
Please provide sign-in sheets for the Preconstruction meeting.
GOVT RESPONSE: The preconstruction meetings are between the government and the awarded contractor.
Please confirm standard / permissible work hours during construction.
GOVT RESPONSE: All construction work shall be accomplished between the hours of 0630—1700, Monday through Friday, unless otherwise approved in writing by the Contract Administrator.
Please confirm there are no HVAC requirements in the design criteria.
GOVT RESPONSE: There are no requirements for HVAC.
Per the solicitation (section L7.1), it is required to submit AISC certifications as a part of the technical proposal. Per Attachment 3 “Design Requirements”, it is stated that the use of a prefabricated is acceptable (if reviewed and approved by the EOR). Pre-engineered metal buildings are no longer certified under AISC, the certification for these structures now falls under IAS. Please confirm that this certification is acceptable in lieu of the AISC certification for the use of a prefabricated metal building system.
· Per the AISC website, AISC and the Metal Building Manufacturers Association (MBNA) jointly decided to end the AISC’s sponsorship of the Metal Building Certification Program effective Dec 31, 2008… (https://www.aisc.org/pressreleases/press-releases/aisc-to-end-sponsorship-of-metal-building-certification-program/) GOVT RESPONSE: See answer to question 15, above.
Per the solicitation (section M3.1.2), it is required to submit the full project teams’ qualifications, to include welders with certifications. If a pre-engineered metal building is utilized for this project, welding will not be required as all connections will be bolted connections. Please confirm that the absence of welder certifications in the technical proposal will not be viewed negatively, and cause the technical rating to be unacceptable.

3. Proposal – Can you please confirm the tax rate for this proposal?
GOVT RESPONSE: The contractor is responsible for all applicable taxes in their proposal. If the contractor is unsure of tax rates please contact Arizona Department of Revenue.
4. General – Can the latest version of the DMDCG be provided?
GOVT RESPONSE: Yes.
5. General – Has a 103 been performed to verify any existing utilities? If not, are we to assume that there are no existing utilities for this proposal?

9. 01011-1.6.3.1 Considering a new pad was developed in this project location, will a site survey and topo still be required or has this information already been provided?
GOVT RESPONSE: Per Specification, Section 01011, Subpart 3.1, “A survey of the site shall not be provided by the Government. GOVT RESPONSE: The minimum clearance for entering equipment is 18 feet.

GOVT RESPONSE: CMU is only to be used if called for in UFC 4-010-01 DOD MINIMUM ANTITERRORISM STANDARDS FOR BUILDINGS, WITH CHANGE 1 as applicable to this project.

GOVT RESPONSE: No mechanical equipment will be installed for this project.

GOVT RESPONSE: Required signage shall be determined per the Davis-Monthan Design Compatibility Guidelines, as well as any local, state, and federal specifications, codes, and related requirements documentation.
28. 01011-2.4.1 Are there any examples, references, or preliminary design drawings for this project?
GOVT RESPONSE: No.
29. 01011-2.6.1 Will there be a requirement for a life and safety design analysis?
GOVT RESPONSE: All design and construction shall adhere to local, state, and federal specifications, codes, and related requirements documentation, to include safety requirements for Air Force construction.
30. 01011-2.12.3 Please confirm that a 95% submittal will not be a requirement on this design?
GOVT RESPONSE: Construction will be approved with acceptance of the 65% Design. Additional drawings shall be generated into the 100% Design Drawings as red-lined, updated As-Builts.
31. 01011-3.5 Will a storage yard be provided to the contractor for this project?
GOVT RESPONSE: Yes.
32. 01011-3.7.1 Please confirm that a storm water pollution plan will be a requirement on this project?
GOVT RESPONSE: This is confirmed.
33. 01011-5.5 Please confirm if there is a requirement for cabinets, vanities, paneling, or wainscots on this project?
GOVT RESPONSE: No cabinets, vanities, paneling or wainscots are required for this project.

39. Please provide clarification on the actual design/build calendar day timeline as there are conflicting times.
Per SF 1442 Page 1, para 11 – “complete it within 179 calendar days and M3.1.3. Factor 3: Conceptual Design Drawings Critieria: last para. “This requirement is met when the offeror provides a drawing or series of drawings that show through understanding of all aspects of the project with a proposed schedule that is compliant within the government’s timeline of 179 days.
CONFLICTS WITH:
Design and Construction Schedule last para “However, the intent of all Davis-Monthan AFB Design-Build projects is to progress from Notice-To-Proceed (NTP) to construction completion and occupancy in 209 calendar days, excluding the 31 days shown for project closeout and completion. (Note that the prefabricated building may require up to 12 weeks for delivery onsite.)
GOVT RESPONSE: The period of performance for this project is 209 days, excluding 31 days for project closeout.
40. Provide clarification, the contractor may provide a “manufacturer” with AISC Certification versus “their - aka contractor” AISC certification. Per Page 29 of 42 L6. GOVT RESPONSE: ISU storage areas/racks shall be rated to support ISU containers at maximum load, plus any applicable factor of safety required within local, state, and federal specifications, codes, and related requirements documentation.

1.6 Experience; Please clarify if Item a. requesting 5 projects for past performance is a required to be included in the proposal.
GOVT RESPONSE: According to the Solicitation Document, Section L8. III Past Performance:
“When addressing the past performance evaluation criteria in Section M – Evaluation Factors for Award, the offeror shall provide past performance data on at least one (1) but not more than five (5) of the most recent and relevant contracts performed for Federal, State, Local Government and private industry within the past five (5) years from the issue date of this solicitation.”
Please verify it the building will be required to have walls provided as there are adjacent storage buildings that only have a SOG & roof provided? Per design requirements “1.6.5.6. Building exterior will incorporate a combination of smooth-face and split- face concrete masonry unit (CMU). CMU shall contain an integral water repellant.” Please verify that all exterior walls are to be made from CMU as described or not?

Has a previous geotechnical report been prepared for the existing compacted pad that has been built at the location on site?
GOVT RESPONSE: No.
Can this previous geotechnical report be provided or any information on the existing soils?
GOVT RESPONSE: See answer 51, above.
If no geotechnical report can be provided, can any information, proctors taken, etc. be provided? Any information will likely lower the price of the project as otherwise worst case geotechnical assumptions will need to be made.
GOVT RESPONSE: This contract requires a geotechnical report. Previous site work has resulted in the need for retesting and reporting on the existing geotechnical attributes. To the CE PM’s knowledge, the existing earth material will require removal and remediation prior to installation of foundations and related earthwork.
Are any windows required to be provided for the building as the design requirements state “1.6.5.4. Passive solar design shall be incorporated to the greatest extent possible. Strategies include building orientation, fenestration orientation, window glazing, and window shading.”?
GOVT RESPONSE: This is an open-sided building, so no windows are required.
Please verify that there is not to be any HVAC systems installed for the project as the design requirements state “not used”? Does the interior of the building need to be temperature or humidity climate controlled?
GOVT RESPONSE: No HVAC will be installed.
Will the walls or roof be required to be insulated? If yes, what R-values will be required? It would save costs to not insulate if the building is not to be temperature or humidity climate controlled.
GOVT RESPONSE: No.
Please verify that there is not to be any plumbing systems installed for the project as the design requirements state “not used”?
GOVT RESPONSE: Yes. See answer to 22, above.
Please verify that there is not to be any bathrooms installed for the project?
GOVT RESPONSE: No bathrooms will be installed.
Will sanitary sewers be required to be used and tied into the project? If yes where is the nearest sanitary sewer tie in?
GOVT RESPONSE: Drainage will be required for water from equipment cleaning, as stated in answer to 22, above. Bluestake and AF Form 103 permitting will determine the location of the nearest sewer. In lieu of drainage to a sewer, alternative green options are encouraged.
Design 1.6.5.2. states “Provide a functional, visually appealing, sustainable design, compatible with the Davis-Monthan Design Compatibility Guidelines (DM DCG). The design will comply with ADA and ABA Accessibility Guidelines for all administration areas. In addition, the design must establish and implement a moisture control strategy for controlling moisture flows and condensation to prevent building damage, minimize mold contamination and reduce health risks related to moisture.” Are there any admin areas required for the project?
GOVT RESPONSE: No.
We are required to add a water repellant to the exterior of the CMU split faced walls, will there be any air barriers required for the wall system for the building?
GOVT RESPONSE: This is a steel, open-faced building. No hard walls will be installed.
Is the contractor to provide any storage shelving or racks within the building?
GOVT RESPONSE: No.
Is the contractor to provide only 18’ of overhead clearance from above the slab on grade for allowing the ICU storage containers to be stacked or will more than 18’ of overhead clearance be required?
GOVT RESPONSE: The tallest object to be moved into the facility is a 14’ rescue boat. Given the potential for two (2) ISU units stacked at 16’, any minimum overhead clearance required for safe transportation of those units will be necessary, per applicable local, state, and federal codes and requirements.
Is the contractor to provide only 18’ of overhead clearance from above the slab on grade to an overhead door opening?
GOVT RESPONSE: See answer to 122, above.
Are there any horizontal clear span requirements for the entrance door or can this be assumed to be 10’ wide minimum?
GOVT RESPONSE: Maximum horizontal clearance shall be provided in order to allow large equipment to traverse safely and conveniently into the facility.
Can columns for the building be located at 10’ OC grid or are there interior clear span requirements that need to be maintained? If interior horizontal clear spans are required, what is the minimum dimension required?
GOVT RESPONSE: Structural columns and over building design, including meeting all applicable codes and specifications, shall be determined by the Contractor A/E. All designs will be verified via the Design Review process.
Will any man doors be required? If yes what size? Do they need to be insulated? What hardware will be required?
GOVT RESPONSE: No.
Will only one overhead door be required or several? Does it need to be insulated? How many cycles will the door need to be designed to? Will there be an auto OH door operator required to be installed? How will this be controlled?
GOVT RESPONSE: No doors will be needed.
Temp fencing is required during construction per Design Guidelines 1.6.1 . Will any fencing be required for permanent construction? Per Section 01011 – Design requirements “1.6.3.5. Contain potential threats to the Facility by the installation of passive barriers including but not limited to curbing and landscape boulders. Roadway containment, such as the use of gates, is necessary to prevent inbound vehicles from unauthorized access.” Does the contractor need to provide any passive barriers? If yes will gates be required with access controls, will boulders be required at 6’ intervals in lieu of fencing to stop vehicles from getting thru, etc.?
GOVT RESPONSE: See answer to 100, above.
What are the minimum interior lighting lumen level requirements for the building?
GOVT RESPONSE: The contractor shall determine all lighting requirements as part of their design. Lighting analyses shall be conducted and provided in the design documentation and specifications.
Will any exterior light poles or exterior flood lighting be required? If yes, how much lighting lumen requirements are to be provided at the entrance?
GOVT RESPONSE: See answer to 129, above.
For the RFP technical proposal what level of design is required to be submitted with the RFP? Is 10% drawings with general building foot print acceptable?
GOVT RESPONSE: The technical proposal shall provide a 10% design with elevations, proposed fence perimeters, and any information required to demonstrate a complete understanding of all project requirements stated in the Specifications and RFI documents.
Design Requirement 1.6.3.9 states “Provide a new concrete service/access drive to the proposed 306 RQS Equipment Storage facility. The new drive shall be min. 20’ wide to allow service vehicle access to the facility. Drive will have concrete approach apron with 30’ turning radius at street intersection. Remove existing curb and asphalt as necessary to accommodate this work. Provide new gutter and curb transitions as necessary to maintain street flow lines.” Will the drive be required to have curb & gutters on the entire drive or any curb & gutter on the downhill side?
GOVT RESPONSE: The project surface design shall include requirements stated in the Specifications Document, Section 01011, Subsection 6.9.1.2. Drainage design shall be determined by the Contractor A/E in accordance with project requirements, and local, state, and federal codes, regulations, and specifications.
Per design requirements state; “1.6.4. Landscape Requirements 1.6.4.1. Provide decorative rock ground cover around the new facility (per the Base DCG). The new decorative rock ground cover shall be provided in an area 10’ out from the new facility foundation wall and edge of new concrete access drives and sidewalks. The ground cover will be ¾” granite mulch and 2” thick. The final decorative rock ground cover locations will be identified during the design process.” Will any other landscaping for this project be required?
GOVT RESPONSE: Any additional landscaping shall be installed in compliance with the Davis-Monthan Design Compatibility Guidelines.
Per design requirements state; “1.6.5.7. Provide standing seam metal roof with a min 2:12 roof pitch. A 20-year, no dollar limit, warranty for water tightness shall be provided. Standing seam metal finish shall be warranted for a minimum of 20 years. Provide 2’(min) roof overhangs. The length of the roof panels shall be sufficient to cover the entire length of any unbroken roof slope. No roof seams (from the fascia to the ridge) are allowable in the standing seam metal roofs. If the metal roof panel lengths are longer than manufacturer recommendations and/or limited by transportation/shipping, the metal roof panels shall be rolled and cut on site to meet the lengths required for no seams. The roof system should be installed over rigid insulation to provide a continuous insulation barrier.” Does the roof need to be insulated if the building is not temperature controlled?
GOVT RESPONSE: No.
Design requirements state; “1.6.5.8. All flashing and trim such as soffits, fascia, gutters, downspouts, and eave trim shall be factory-finished metal. Finishes shall have a 20-year manufacturer's warranty. Flashings, fascias, and roof penetrations shall have a 20-year no-dollar watertight warranty. Throughwall flashing shall be electro-sheet copper or stainless steel. Trim, flashings, gutters, and downspouts shall be sized and detailed per SMACNA Architectural Sheet Metal Manual.” Do soffits need to providing enclosing the eves/overhangs?
GOVT RESPONSE: No.
Per design requirements state “1.6.5.9. Metal gauges shall be per UFGS requirements. Roof runoff shall be directed to points of collection. Downspouts shall not be discharged on to the sidewalks.” Does storm drainage need to be under ground or just directed away from the building and a trench drain grate to go under sidewalks.
GOVT RESPONSE: As stated in Specifications, Section 01011, Subsection 1.6.3.7. “Grading shall manage site runoff to maintain rate of flow and quantity to preconstruction levels or reduce site runoff where possible.” Drainage and runoff design approach is to be determined by the Contractor A/E in accordance with the project requirements and local, state, and federal codes, regulations, and specifications.
Per design requirements state “provide exterior signage on the front and side of the facility. Exterior signage shall be provided in accordance with the base DCG.” Does a monument sign need to be provided or just building numbering?
GOVT RESPONSE: Building numbering will suffice.
Per design requirements state “1.6.3.8. Contractor is responsible for maintaining the predevelopment hydrology of the site regarding temperature, rate, volume, and duration of flow per Section 438 of the Energy Independence and Security Act. Detention pond(s) shall be located within the existing project site, conform to EISA Section 438, and shall be fully incorporated into the landscape design. The depth of the pond(s) shall not exceed 3 feet. Pond side slopes shall be no steeper than one vertical to four horizontal (1 on 4).” Does a retention pond need to be provided or can rip rap be added to the out flow of storm drainage?
GOVT RESPONSE: As stated in Specifications, Section 01011, Subsection 1.6.3.7. “Grading shall manage site runoff to maintain rate of flow and quantity to preconstruction levels or reduce site runoff where possible.” Drainage and runoff design approach is to be determined by the Contractor A/E in accordance with the project requirements and local, state, and federal codes, regulations, and specifications.
Does any irrigation or any planting need to be provided for this project?
GOVT RESPONSE: Landscaping shall be provided which creates a desirable aesthetic which conforms to surrounding areas. Planting of surrounding areas using a xeriscaping approach is encouraged. Landscaping shall be provided in accordance with the Davis-Monthan Design Compatibility Guidelines, Section 4.4, as well as any local, state, and federal codes, regulations and specifications documents.
Design requirements state; “1.6.3.10. Provide a minimum of 5’ wide concrete sidewalks from all facility personnel access/egress points to the nearest accessible route/sidewalk.” Do any sidewalks or stoops need to be provided for this project? There are no sidewalks within 1/4 mile of the project site.
GOVT RESPONSE: Sidewalks should be provided around the exterior of the facility which allow egress along the outside of the building to the Phoenix Street and Yuma Street entrances. No sidewalk shall be installed parallel and adjacent to these streets.
Does a second tie in to the existing road need to be provided so that semi-trucks may exit either direction on to the existing road?
GOVT RESPONSE: Yes. There shall be an entrance drive from Yuma Street and an exit drive onto Phoenix Street.
If only the one curb & gutter tie in is used (the entrance one everyone used at the site visit where the existing curb is just a drain pan), then the semi-trucks existing would need to exit only to the North bound lane of the existing road. Is this is what the intent is?

Is this building going to be required to have a fire suppression system?
GOVT RESPONSE: See answer to 22, above.
If a fire suppression system is required as the design requirements state “not used”, is the existing water pressure at the nearest fire hydrant (closest FH is 350’ away the project will need to add a fire hydrants for the building) enough so that a fire pump will not be required for the building?

Is this building going to be required to have a fire alarm system as the design requirements state “not used”?

If a fire alarm is required, how is the contractor to tie in to the base system? How close is the tie in to the site?

Will the building be required to have communications or security or CCTV as design requirements state “not used”?

Please refer to the second page of Amendment #1 that was issued 5/8/2020, that states that states “(2) The small business size standard is $16.5 Million.” This is contradictory too (1) the NAICS code for this acquisition is 236220. Please verify that the $16.5 Million size standard is incorrect?
GOVT RESPONSE: The NAICS is 236220 with a size standard of $39.5 million.

There was some mention during the site visit that the submittal due date might be pushed back – has anything come out of that since?
GOVT RESPONSE: Proposal date has been updated.
Per the Davis Monthan design guidelines, storage facilities can’t be metal buildings – have to be CMU or concrete – we should verify that the client will over-ride this requirement and allow a pre-mfr building.
GOVT RESPONSE: The project facility has been approved as an open-sided building. This is not an enclosed metal building, therefore, impacts will be significantly reduced. A CMU base is not required for this facility.
If they allow a pre-mfd building, the design guideline states the base has to be CMU – is this also going to be required?
GOVT RESPONSE: Premanufactured buildings are not permitted.
Per design requirement states “1.6.5.12. Floors: The facility floor shall be reinforced concrete. All exposed concrete floors shall be sealed with a clear acrylic, a three-part epoxy. The concrete floor sealer or epoxy shall have a minimum 5-year warranty. “ Does the epoxy flooring need to be provided as heavy duty commercial epoxy flooring or can it be residential grade? Does any non-slip aggregate need to be added?
GOVT RESPONSE: Epoxy flooring shall be commercial grade. Non-slip aggregate shall be added.
Per design requirement states “1.6.5.13. Apply a three-coat epoxy paint to storage areas.” Do all interior surfaces need to be painted as they are all considered storage areas? How many different colors will be required for painting all of the interior surfaces? Does MEP all need to be painted as well?
