Davis-Monthan Air Force Base, Arizona 16 December 2019 FBNV200001, Construct 306 RQS Equipment Storage Facility
SECTION 01011 - DESIGN REQUIREMENTS
1. PROJECT DESCRIPTION
1.1. General.
This request for proposal (RFP) provides for the design and construction of a steel framed storage facility. The facility will used for equipment storage by the 306 RQS unit. It shall be a minimum of 75 feet in width and 184 feet in length with a minimum height of 18 feet. It shall be capable of storing mission critical equipment, as well as double-stacked ISU storage. The facility foundation shall be constructed to allow for use of a forklift to move materials as needed.
1.2. Location
The project site is located on the south side of the bend in Phoenix Street to the southwest of the intersection of Phoenix and Yuma Streets, Davis-Monthan Air Force Base (Tucson), Arizona. The base-approved Location and Site Plans may be made available to the Contractor upon request.
1.3. Project Programming
Government programming requirements, classification of work, project approval levels, and funding appropriation have defined the requirement for execution of this project. The Contractor shall work the project as a whole. The Contractor shall maintain documentation to include, but not limited to, progress reports, requests for payment, change orders, modifications, and any other contractual (cost) documents for each project’s scope of the total project. All design and engineering costs shall be incorporated into this project.
1.4. Codes, Standards, and References.
1.4.1. The Davis-Monthan Air Force Base Design Compatibility Guidelines (base DCG) are incorporated by reference into the contract specifications. All provisions of the base DCG shall be complied with unless specifically deleted by the project documents.
1.4.2. Equipment, materials, assemblies, spare parts, meters, monitors, controls, and any other articles of construction that are required to communicate with, connect to, operate with, or supplement existing base systems shall be 100% compatible in installation, configuration (including software), maintenance, repair, and operation or the item will not be considered equal and will be disapproved by the Government.
1.4.3. Brand Name References: The following is a list of highlighted brand name requirements from the base DCG.
This list should not be considered to be complete. All “Or Equal” material submittals shall be 100% compatible or they will be disapproved by the Government.
1.4.3.1.1.1. Intrusion Detection Systems - Vindicator.
1.4.3.1.1.2. Fire Detection/Prevention Panels – Monaco.

1.5. Design and Construction Schedule
The Contractor shall provide as part of their proposal a preliminary design and construction completion schedule in the form of a Gantt chart for the Government’s review and approval. The Government will evaluate Contractor-proposed calendar days based on the best interests of the project execution and the Government’s requirements. However, the intent of all Davis-Monthan AFB Design-Build projects is to progress from Notice-To-Proceed (NTP) to construction completion and occupancy in 209 calendar days, excluding the 31 days shown for project closeout and completion. (Note that the prefabricated building may require up to 12 weeks for delivery onsite.)
Contractor shall submit an AF Form 66, Schedule of Material Submittals; and prepare material submittals and cutsheets to be submitted with the 65% design submittal in order to allow the Government to review/approve major construction materials and, with the Government’s approval, order construction material after being given the construction NTP.
Contractor shall be given the construction NTP, at the Contracting Officer’s discretion, at the time of the 65% design approval to begin mobilization, site work, and demolition concurrently with the completion of the remainder of the design package.
1.6. Project Specific Design and Construction Requirements
The Contractor shall incorporate as part of their design and include in the construction the following requirements in accordance with all regulations, requirements, and standards identified in this RFP. The following requirements provide more detail than the generic descriptions provided in Section 1.1 of this RFP;
and are the minimum requirements that ultimately satisfy the User’s needs and wants. The Contractor shall provide a complete and usable facility based around the User’s needs and wants, and constructed in accordance and in compliance with commercial and industry standards.
1.6.1. General Requirements.

1.6.3. Civil Requirements
1.6.3.1. The Contractor shall generate/contract a site survey which shall include the topography of the site, surface features of the site (including but not limited to, walks, parking lots, utility poles, transformers, valves, manholes, landscaping, etc.) and underground utilities. Underground utility line locations on the survey shall be developed from base mapping and from surface features found in the field. The area to be surveyed shall encompass all areas required for the design and construction of all features included within the scope of this project; and shall, as a minimum, address on-site and through-site flows to ensure positive drainage. Gathering topographic and planimetric map data shall be accomplished by field methods, using Global Positioning System (GPS), total station methods, or a combination thereof. Base utility drawings are available for the Contractor’s use; however, these drawings may not reflect current conditions. It is the responsibility of the Contractor to obtain additional mapping from the base if needed.
1.6.3.2. Contractor shall employ a laboratory to investigate and analyze the site soil properties, subsurface conditions and hazards that could affect the design and construction of pavements, site improvements, utilities and structures. The geotechnical investigation report and recommendations will be used in the design of footings, foundations, or any other structure, which would depend upon the soil conditions on the project site. The Contractor is fully responsible for design of acceptable foundations and pavements.
Geotechnical requirements for the project include, but are not limited to, the preparation of the foundation design, foundation design analysis, pavement design, pavement design analysis, construction specifications, and all pertinent subsurface investigation, foundation design, and pavement design drawings for the project including plans, sections, and details as required to complete and stamp the design.
1.6.3.3. Clear and grub vegetated areas on project site. Any waste excavation shall be disposed of offsite at an approved location. The site shall be prepared to provide relatively uniform subgrade support for the proposed development, including the removal of existing grade slabs, pavements, and old fill that may be encountered within building limits during site excavations. Holes or depressions in the ground resulting from demolition operations shall be filled with suitable fill material as determined by the Geotechnical Report, and graded to drain away from new building pads and pavements to existing and new storm conveyance features. Abandoned utility pipes within the building's footprint shall be removed so they shall not serve as conduits for subsurface erosion which could result in formation of voids or depressions, with adverse effects on foundations, floor slabs, or the proposed pavement areas. No utilities shall be located within the footprint of the new facility. No utilities new or existing, except for new building service lines, shall be within 10 feet of new building footprint.
1.6.3.4. Access for firefighting and other emergency vehicles shall be fully incorporated into the design of the site, including the landscaping in accordance with UFC 3-600-1, NFPA 1, and NFPA 101. Emergency vehicles access must be on a surface that is suitable for all-weather use by these vehicles.
1.6.3.5. Contain potential threats to the Facility by the installation of passive barriers including but not limited to curbing and landscape boulders. Roadway containment, such as the use of gates, is necessary to prevent inbound vehicles from unauthorized access.
1.6.3.6. Provide concrete-filled steel pipe safety bollards to protect building, equipment, transformers, meters, fire hydrants, within 3 feet of roadways, drives, and parking areas.
1.6.3.7. Grading for the project shall blend seamlessly with the general area. The grading shall maintain existing topography while recognizing standard gradients and design requirements. Grading shall manage site runoff to maintain rate of flow and quantity to preconstruction levels or reduce site runoff where possible.
The principles of positive drainage shall be applied to control the conditions that remove rainfall away from the facility and functions. Site designs shall seek to minimize the disturbance of land and use natural drainage paths where possible. The difference in grade between the Finished Floor Elevation and the surface of the ground immediately adjacent to the building shall be a minimum of 6 inches, except where accessibility standards govern at\ personnel doors. The ground outside the building shall have a maximum of 5 percent slope away from all exterior walls for the first 20 feet and positive drainage thereafter. Minimum slope for drainage on natural terrain is 2 percent and on paved surface is 1.5 percent.
1.6.3.8. Contractor is responsible for maintaining the predevelopment hydrology of the site regarding temperature, rate, volume, and duration of flow per Section 438 of the Energy Independence and Security Act. Detention pond(s) shall be located within the existing project site, conform to EISA Section 438, and shall be fully incorporated into the landscape design. The depth of the pond(s) shall not exceed 3 feet. Pond side slopes shall be no steeper than one vertical to four horizontal (1 on 4).

1.6.3.9. Provide a new concrete service/access drive to the proposed 306 RQS Equipment Storage facility.
The new drive shall be min. 20’ wide to allow service vehicle access to the facility. Drive will have concrete approach apron with 30’ turning radius at street intersection. Remove existing curb and asphalt as necessary to accommodate this work. Provide new gutter and curb transitions as necessary to maintain street flow lines.
1.6.3.10. Provide a minimum of 5’ wide concrete sidewalks from all facility personnel access/egress points to the nearest accessible route/sidewalk.
1.6.4. Landscape Requirements
1.6.4.1. Provide decorative rock ground cover around the new facility (per the Base DCG). The new decorative rock ground cover shall be provided in an area 10’ out from the new facility foundation wall and edge of new concrete access drives and sidewalks. The ground cover will be ¾” granite mulch and 2” thick. The final decorative rock ground cover locations will be identified during the design process
1.6.4.2. Restore all disturbed areas back to original condition unless otherwise noted. Where removals left voids match adjacent areas.
1.6.5. Architectural Requirements
1.6.5.1. This project will construct 13,800 square foot 306 RQS Equipment Storage Facility consisting of storage areas with fencing around the facility.
1.6.5.2. Provide a functional, visually appealing, sustainable design, compatible with the Davis-Monthan Design Compatibility Guidelines (DM DCG). The design will comply with ADA and ABA Accessibility Guidelines for all administration areas. In addition, the design must establish and implement a moisture control strategy for controlling moisture flows and condensation to prevent building damage, minimize mold contamination and reduce health risks related to moisture. The Contractor will be allowed latitude in developing the plans to improve functional layouts, to accommodate structural and electrical and other systems, and to allow flexibility for design/aesthetic expression.
1.6.5.3. However, all plans are subject to government approval.
1.6.5.4. Passive solar design shall be incorporated to the greatest extent possible. Strategies include building orientation, fenestration orientation, window glazing, and window shading.
1.6.5.5. The facility will include reinforced concrete foundations and floor slabs, structural‐steel frames, standing‐ seam metal roof systems (with gutters and downspouts) and split/smooth‐faced block.
1.6.5.6. Building exterior will incorporate a combination of smooth-face and split- face concrete masonry unit (CMU). CMU shall contain an integral water repellant.
1.6.5.7. Provide standing seam metal roof with a min 2:12 roof pitch. A 20-year, no dollar limit, warranty for water tightness shall be provided. Standing seam metal finish shall be warranted for a minimum of 20 years. Provide 2’(min) roof overhangs. The length of the roof panels shall be sufficient to cover the entire length of any unbroken roof slope. No roof seams (from the fascia to the ridge) are allowable in the standing seam metal roofs. If the metal roof panel lengths are longer than manufacturer recommendations and/or limited by transportation/shipping, the metal roof panels shall be rolled and cut on site to meet the lengths required for no seams. The roof system should be installed over rigid insulation to provide a continuous insulation barrier.
1.6.5.8. All flashing and trim such as soffits, fascia, gutters, downspouts, and eave trim shall be factory-finished metal. Finishes shall have a 20-year manufacturer's warranty. Flashings, fascias, and roof penetrations shall have a 20-year no-dollar watertight warranty. Throughwall flashing shall be electro-
01011-5 sheet copper or stainless steel. Trim, flashings, gutters, and downspouts shall be sized and detailed per SMACNA Architectural Sheet Metal Manual.
1.6.5.9. Metal gauges shall be per UFGS requirements. Roof runoff shall be directed to points of collection.
Downspouts shall not be discharged on to the sidewalks.
1.6.5.10. Provide exterior signage on the front and side of the facility. Exterior signage shall be provided in accordance with the base DCG.
1.6.5.11. Provide roof/ceiling assemblies with thermal transmittance (U-values) required to comply with the proposed energy calculations for the project and at a minimum with EPAct 2005 (Public Law 109- 58).
Exterior assemblies shall have an effective minimum R-value as required to comply with ASHRAE 90.1 for Climate Zone 2B (Tucson, Arizona). R and U values shall be calculated in accordance with ASHRAE methods.
1.6.5.12. Floors: The facility floor shall be reinforced concrete. All exposed concrete floors shall be sealed with a clear acrylic, a three-part epoxy. The concrete floor sealer or epoxy shall have a minimum 5-year warranty.
1.6.5.13. Apply a three-coat epoxy paint to storage areas.
1.6.5.14. Paint all exposed structure (including roof deck, beams, grits, columns, etc….) ceiling hung equipment, and piping.
1.6.6. Structural Requirements
1.6.6.1. The structural work includes, but is not necessarily limited to, design and construction of the following items:
a. Building Foundations.
b. Slabs on Ground.
c. Load Bearing, Non-Load Bearing and Soffit or Fascia Steel Stud Walls
d. Vertical Framing Members.
e. Horizontal Framing Members, including roof and floor decks and diaphragms, and roof and floor framing members.
f. Connection details of structural materials.
g. Special conditions, such as expansion, construction, and contraction joints, changes in floorlevels, miscellaneous structures such as antenna platforms, catwalks, fall protection support system, etc.
h. Connection provisions for architectural, mechanical, and electrical elements.
i. Site screen and security walls and foundations.
j. Exterior equipment pads.
k. Site structures - retaining walls, loading docks, waste bin pads, etc.
1.6.6.2. The Engineer of Record (EOR) shall be in charge of, and responsible for, all aspects of structural design including connections. This responsibility is not transferable to the construction Contractor.
Prefabricated systems such as pre-engineered metal buildings, precast/prestressed concrete, open web steel joists, wood roof trusses, light gauge steel roof trusses, and proprietary systems will be considered an extension of the EOR's design. All
1.6.6.3. Prefabricated systems and their design shall be reviewed and approved by the EOR. The following items shall be included, if applicable to the project:

1.6.6.4. Floor Slabs-on-Ground are subject to vehicular and forklift loading and will be designed accordingly. A capillary water barrier is required for all interior slabs-on-ground. Additionally, vapor retarder shall be placed under all interior concrete floor slabs-on-ground.

1.6.10. Electrical Requirements
1.6.10.1. The design and construction of this project will incorporate applicable US Government and ACC high performance green building (HPGB) and Sustainable Development objectives and requirements established in Executive Order 13423, Public Laws, and Federal Regulations, addressing as a minimum: water use, energy use reduction (per EPAct 2005 and CFR Title 10 Part 433), building commissioning, materials selection, and indoor environmental quality.
1.6.10.2. Electrical tie-in from the nearest source.
1.6.10.3. The design and construction of this project, in particular, electrical lighting, will meet Tucson Electric Rebate Program requirements.

2. DESIGN SUBMITTAL REQUIREMENTS.
2.1. Standards, Documents, and Criteria
The design requirements within Section 01011 represent the minimum quality and quantity acceptable for the proposals and project submittals. The standards, documents, and criteria referenced within this RFP, although not all attached to or included in this RFP document shall be the most current version. Contractor shall be responsible for obtaining any documents not attached to or included in this RFP but referenced as criteria for the project. Requirements of this RFP may add to, delete, modify, revise, or substitute to the extent indicated for criteria contained in the referenced standards and documents; and this section shall be deemed the governing authority of any changes to the other-referenced standards, documents and criteria.
2.2. Design Standards
Equipment, hardware, and materials shall be standard manufactured items unless otherwise specified.
Replacement parts shall be standard and readily available through commercial means. Discontinued products will not be accepted unless approved by the Contracting Officer. The Davis-Monthan AFB Design Compatibility Guidelines, this RFP, base guide specifications (if available), and all applicable codes, laws, and guidance, whether included in this RFP or not, will govern all design and construction of this project and the Contractor shall include all code and base DCG requirements in his bid. The Contractor SHALL conform all design and construction work to the base DCG and shall assume that no waivers to the stipulations included therein shall be granted.
2.3. Design Units
This project shall be designed in English inch-pound (I-P) units.

2.4. Reference Drawings Disclaimer
Drawings which may be provided as a part of this RFP are provided for reference only and only provide information for the Contractor’s use and incorporation into the design. Any drawings so provided shall not be considered complete and approved concept plans for this project. These drawings may be provided to give information on the types of renovations that are required to be included in the design and construction for the project, and shall be used in the design of the facility to the extent necessary to construct a complete and usable facility. These drawings may include, but are not limited to, information addressing renovation of interior spaces; installation of an exterior, split-face concrete masonry wainscot; replacement of exterior windows and doors; installation of a standing-seam metal roof (including substructure required);
replacement/installation of mechanical, plumbing and fire protection; and electrical (interior, distribution, exterior, communications, local area networks, fire detection, etc.) systems. It is the Contractor’s responsibility to ensure the finished construction meets all of the requirements of this RFP. Drawings which may be provided as a part of this RFP may be available in electronic file format (AutoCAD).
2.4.1. Design Examples, References, and Preliminary Design Drawings.
Design drawings and examples provided by the Government are for reference only and shall not be considered completed and approved concept plans for this project. Additional coordination of the design, in conjunction with the specific inputs from the Customer and base personnel during the required Design Charette, will be required to develop the approved concept plan and design development through the creation of construction documents, and construction (reference Part 5, ARCHITECTURAL DESIGN of this
RFP).
2.5. Investigation Report
The Contractor is responsible for the following as part of the project Investigation Report:
2.5.1. The following investigative services shall be included, if applicable to the project:
• Investigation services shall include a plan check by the Contractor’s consultants of existing “as-built” drawing files, as applicable. Copies of requested as-built drawings may be furnished by the Government; however, it is the responsibility of the Contractor’s consultants to search the drawing files for applicable drawings. The Government does not guarantee the accuracy or completeness of any as-builts.
• In addition, as may be required by this RFP, the Contractor’s consultants will meet with the affected base agencies to gather information pertinent to this project.
• Investigation services for projects that affect existing facilities shall also include at least one field trip by the Contractor’s consultants to verify the existing conditions at the site.
2.5.2. Items to be reported on include but are not limited to the applicable portions of the following paragraphs:
• Existing interior and exterior physical conditions applicable to the project.
• Accuracy and completeness of reference data furnished by the Government.
• Architectural, communications, electrical, fire protection, mechanical, seismic, structural, utility, UFAS/ADA Accessibility Guidelines, International Building Code or other special system requirements.
• Availability and adequacy of existing structure, utilities, or systems to support requirements identified above.
• Brief description of existing drainage problems, and proposed solutions or design options.
• Soil boring test results (including CBR tests or subgrade modulus tests as necessary).

• Site plans showing topography, soil test locations, existing utility lines showing points-of-connection, and areas of required site work.
• Special design problems or interferences with existing conditions, e.g., asbestos and/or lead-based coatings abatement, and proposed solutions or design options.
• Problems anticipated with constructing the project within budget, and proposed solutions or options and the anticipated costs.
2.6. Design Analysis
The Contractor is responsible for the following as part of the project Design Analysis:
2.6.1. The following computations must be included, if applicable to the project:
• Pavement loads and drainage calculations.
• Utility loads.
• Electrical loads and equipment sizing including fault current analysis and coordination studies for new buildings and major repairs.
• Lighting illumination levels.
• Soil boring test results (including CBR tests or sub-grade modulus tests as necessary).
2.6.2. The Contractor shall include, as a separate index in the Design Analysis at each submittal, the review comments received from the previous Air Force design reviews. Every review comment shall be annotated by the designer to indicate the disposition, i.e., whether the review comment is incorporated into the design documents; and, when incorporated, the location where the review comment is incorporated.
2.6.3. If an exception to the incorporation of a review comment is proposed by the Contractor, he shall coordinate and resolve the exception with the base Project Manager; and, if the exception is approved, indicate same. If the exception is not approved, the designer shall annotate the disposition and the location of the review comment as described before.
2.7. Contract Drawings
2.7.1. The Contractor shall provide a design and construction package that uses the design details given or referenced in this RFP and the base DCG. Additional details shall be created by the Contractor as required, but shall conform to the requirements of this RFP and are subject to approval by Government.
2.7.2. The Contract Drawings shall be prepared entirely in accordance with the base DCG and shall clearly define all required work for this project. Drawings shall be prepared at a scale and level of detail appropriate to the subject, in accordance with accepted professional practice.
2.7.3. The Air Force may furnish a sheet border which includes the project information, which shall be attached to each sheet as an “XREF” object. The Air Force may, upon request, furnish the designer with the base-standard cover sheet and the base-standard short title block sheet, for use in this project.
2.7.4. The Contractor shall complete the entirety of the blank areas or spaces in the title blocks of all drawing sheets, including but not limited to, the correct FBNV number (no dashes), the correct project title, and the correct drawing number: 200001.
2.7.5. Site Layout. All contract documents and drawings will reflect North and South as cardinal directions for the sake of consistency and uniformity.

2.8. Contract Specifications
2.8.1. The Contractor shall provide a design and construction package which includes DM’s standard specifications (which may be provided upon contract award if available). The Contractor will edit the base-standard specifications as needed and as required for the project, and submit the edited specifications with each design submittal, for the review and approval of the Government.
2.8.2. Specifications shall include the Davis-Monthan AFB standard section, "Section 01010, Summary of Work," edited by the designer as required for this project.
2.8.3. The Contract Specifications shall clearly define the type, quality, or other criteria relevant to all required work for this project. Specifications shall be prepared in the Construction Standards Institute (CSI) format, at a level of detail appropriate to the subject, in accordance with accepted professional practice.
2.8.4. To encourage competition, the Air Force prefers generic, quality-based or performance-based specifications. For other than sole-sourced items identified by the Air Force (see Section 1.4.3), comply with the following instructions:
• To specify by manufacturer's name or catalog number, include at least three manufacturers whose products are essentially equal in quality, function, and cost; and then add the statement "or approved equal." If less than three manufacturers are known, specify the known information as a minimum standard of quality, type, color, etc.; and add the statement "or approved equal."
• To specify a single manufacturer and not allow submittal of proposed "equals," provide a brief written statement to the Air Force, separate from the specification, explaining the need for a single, specific product.
2.8.5. If tests are necessary, the specifications shall define the required criteria, number and type of tests to be made, and licensing or certifying requirements of the testing agency. All necessary testing shall be included in the contract specifications and shall be specified as being performed by and paid for by the construction Contractor.
2.9. Construction Cost Estimate
2.9.1. The AF Form 3052, Construction Cost Estimate, shall cover all materials, labor, equipment, and direct costs required for construction of the project as designed, six months after design completion. The Air Force may furnish the designer with a sample cost estimate template.
2.9.2. For completed construction cost estimates, mark “FOR OFFICIAL USE ONLY” and the page number at the bottom of each estimate page.
2.9.3. The Air Force discourages the use of contingency factors. Prepare the Construction Cost Estimate in sufficient detail to provide accurate figures.
2.9.4. If the Construction Cost Estimate exceeds the Air Force’s estimated construction cost in this RFP, the designer shall, without additional fee:
• Reduce estimated project costs by identifying less costly materials, techniques, or design features.
The project design must still provide a fully complete and usable facility.
• Provide a list of additive bid items, the inclusion of which would bring the project back up to the original project funding limitation. The basic project design must still provide a fully complete and usable facility in the event that any or all of the additive bid items are not included in the project.
• Cost estimates for additive bid options, if any, must be identified as such and compiled separately from, but in the same format as, the Construction Cost Estimate.

2.9.5. 2.9.6. If a complete and usable facility cannot be provided within the project funding limitation, notify the base Project Manager through the Contractor’s Project Manager or Site Superintendent in writing immediately.
The Air Force shall either arrange additional funds, reduce the scope, or cancel the project.
• If additional funds are arranged or if the project scope is reduced, the base Project Manager will notify the designer in writing through the Contractor’s Project Manager. The Air Force will not renegotiate the designer's contract unless a major change in scope is necessary.
• If the project is canceled, the base Project Manager will notify the designer in writing through the Contractor’s Project Manager. The Air Force will pay the designer for all services provided on the project prior to receipt of such notification.
2.10. Schedule of Material Submittals
2.10.1. An AF Form 66, Schedule of Material Submittals, shall be generated during the design for the
Government’s approval. The Air Force may furnish the designer with a sample schedule of material submittals template, at the Contractor’s request, for the Contractor’s use. The Schedule of Material Submittals must identify all items required to be submitted by the construction Contractor for Air Force review and approval prior to installation. Submittals may include but shall not be limited to certificates of compliance, shop drawings, samples, color selections, or other items called for in the contract specifications.
2.10.2. The Schedule of Material Submittals shall be created using the latest version of MS Excel. Identify each sheet with the project number and title. The Contractor shall complete the column required Submission Date and submit to the Contracting Officer for approval within 10 calendar days after Notice to Proceed.
2.10.3. The approved AF Form 66, Schedule of Material Submittals, will become the scheduling document and will be used to control submittals throughout the life of the contract.
2.10.4. During construction, it may be discovered that this list was not all-inclusive and that additional submittals may be required from and shall be submitted by the Contractor, as directed by the Contracting Officer.
2.10.5. For more information, see paragraph 1.4, Submittal Procedures, of Section 01010, Summary of Work.
2.11. Color Boards
Not used.
2.12. Design Submittal Package Requirements
The Contractor shall submit to the Government the following copies of the contract drawings, specifications, and other contract documents at each design stage.
2.12.1. 35% Design Submittal
• 2 copies of concept design and Investigation Report
• 2 copies of Contractor-edited specifications with edit notes.
• 2 CD’s with PDF’s copies of all documents and PDF and AutoCAD copies of all drawings.
2.12.2. 65% Design Submittal.
• 2 copies of the draft Design Analysis.
• 6 copies of full-size drawings and 1 copy of half-size drawings.
• 5 copies of Contractor-edited specifications with edit notes.
• 5 copies of the AF Form 3052, Construction Cost Estimate.

• 2 copies of the AF Form 3000, Material Approval Submittal (to include cutsheets and substantiating information) of major equipment items of items with long lead times (See Section 1.5). The Contracting Officer may provide copies of the AF Form 3000 with applicable instructions for completion and submission.
• 2 copies of the AF Form 66, Schedule of Material Submittals, reflecting the above submittals.
• 2 CD’s with PDF’s copies of all documents and PDF and AutoCAD copies of all drawings.
2.12.3. Final Design – As-Built’s
The final design documents will include the final project as-built drawings. No 95% drawings are required.
• 3 copies of the final Design Analysis.
• 1 full-size and one half-size sets of high-quality bond drawings, clearly and legibly marked “AS- BUILT DRAWINGS” in large print at the bottom right corner of each drawing sheet above the title block.
• 2 copies of full-size drawings and 1 copy of half-size drawings.
• 2 copies of the specifications.
• 2 copies of the AF Form 3052, Construction Cost Estimate.
• 2 copies of the AF Form 66, Schedule of Material Submittals.

2.13. Codes
The design, materials, equipment, and installation shall be in accordance with, but not limited to, the requirements of the Davis-Monthan AFB Design Compatibility Guidelines, this RFP, base guide specifications (if available), UFC’s, UFGS’s and all applicable codes, laws, and guidance, whether included in this RFP or not.
All specification documents shall be the most recent revision unless specifically noted otherwise. When there is a conflict between any code, guide or reference, the most stringent requirements shall apply.
3. CIVIL DESIGN.
3.1. Project Site Survey
A survey of the site shall not be provided by the Government. The Contractor shall generate/contract a current site survey which shall include the topography of the site, surface features of the site (including but not limited to, walks, parking lots, utility poles, transformers, valves, manholes, landscaping, etc.) and underground utilities.
Underground utility line locations on the survey shall be developed from base mapping and from surface features found in the field. Existing manhole rim and invert elevation information for the sanitary sewer and storm drain systems is not provided.
The Contractor shall field survey all sanitary sewer and storm drain system manholes involved in the design/construction of this project to obtain actual rim and invert elevations. The area to be surveyed shall encompass all areas required for the design and construction of all features included within the scope of this project; and shall, as a minimum, address on-site, through-site, and off-site flows to insure that downstream facilities are not adversely affected or degraded.

Gathering topographic and planimetric map data shall be accomplished by field methods, using Global Positioning System (GPS), total station methods, or a combination thereof. Base utility drawings are available for the Contractor’s use; however, these drawings may not reflect current conditions. It is the responsibility of the Contractor to obtain additional mapping from the base if needed. See Section1.6.3.
3.2. Borrow & Waste Areas
Any required borrow shall be obtained by the Contractor from either an off-base or an off-site borrow source, as directed by the Contracting Officer. Demolition and construction waste from the project shall be disposed of off-base at a location approved by the Contracting Officer.
3.3. Site Utilities
All utility installations (including sizes and materials) shall comply with the base DCG. Utility services are available and are adjacent to the site. See Section 1.6.3.
3.4. Haul Route
The construction Contractor shall enter the base through the Swan Gate and proceed by the most direct route to the project site. Show the desired haul route on the contract drawings for review and approval by the Government.
3.5. Contractor's Storage Yard
The requested size of the Contractor's storage and staging area shall be proposed as part of the design, with the location of the yard being within the boundary of the CES/Contractor Storage Yard off of Yuma Road. A temporary security fence shall be provided by the Contractor at storage yard boundaries in accordance with paragraph 2.9. Fenced Storage Yard of Section 01010, Summary of Work.
3.6. Cathodic Protection
Cathodic protection shall be provided for all buried ferrous metallic utility components such as valves, fittings, bends, etc. Design of cathodic protection systems shall be in accordance with standard industry specification.
3.7. Permits
The Contractor is responsible for obtaining all necessary Federal, state, county, and local permits required to complete the construction of this project. The Contractor is responsible for paying all fees associated with obtaining the permits and performing all work as required within the permits at no extra cost to the Government.
3.7.1. Storm Water Pollution Plan (SWPPP). The Contractor shall prepare a Storm Water Pollution Prevention Plan in accordance with and with final approval of the State of Arizona for all work that meets minimum disturbance requirements as set forth by the Arizona Department of Environmental Quality (ADEQ). A copy of the Contractor’s SWPPP shall be provided to the Contracting Officer prior to any site work covered within the SWPPP. See paragraph 2.5d of Section 01010, Summary of Work.
4. GEOTECHNICAL DESIGN
4.1. Introduction
Geotechnical requirements for this project include but are not limited to the preparation of the project design analysis, and all specifications, sections, details, and all pertinent to the project. The Contractor shall submit with the proposal the names, addresses and qualifications of the geotechnical firms, drilling firms and testing laboratories intended for subcontracting, for approval by the Contracting Officer. The materials testing facility shall meet all applicable requirements of ASTM C 1077, ASTM D 3740, and ASTM E 329.

The Contractor is responsible for obtaining all permits and performing all correlations and calibration testing. The facility shall possess a certificate of accreditation by a nationally recognized authority described in ASTM C 1077, ASTM D 3740, and ASTM E 329. Approval of the aforementioned firms or laboratories does not release the Contractor from responsibility for preparation of an approved Foundation Design Analysis (FDA) nor should it be construed as approval of the FDA.
In addition, approval of the aforementioned firms or laboratories does not release the Contractor from responsibility for the adequacy of geotechnical specifications, sections, details and all pertinent foundation and pavement design drawings, and related geotechnical portions of the project.
4.2. Foundation Design Analysis (FDA)
Foundation design requirements for this project are described in this section and in Part 6 STRUCTURAL DESIGN of this RFP. Size and location of the site is discussed in other sections of this RFP; cut and fill requirements for site development are to be determined by Contractor.
Foundations shall be constructed of steel reinforced concrete. Building Research Advisory Board (BRAB) foundation systems/design will not be allowed. Foundation designs and recommendations for features such as retaining walls, perimeter walls, etc., are the Contractor's responsibility and will be included as part of the FDA. Therefore, design of any foundation system to support any structure(s) is also required.
The design of foundation systems requires, but is not limited to, determination of soil parameters and properties, net allowable bearing capacity, settlement or consolidation, heave or swell, and all associated data analysis, including seismic analysis if necessary, and calculations. The Contractor shall prepare a soils report which includes design narrative and data presentation and design narrative based on the results from data analysis and calculations. The report shall describe, evaluate, and present, as applicable, the following (as applicable):
• Boring locations.
• Boring logs.
• Subsurface profiles including location of water table.
• Plasticity chart.
• Gradation curves.
• Moisture content/liquid limit/plastic limit versus depth chart.
• Moisture content/dry density versus depth chart.
• Standard penetration blow count versus depth chart.
• Unconfined compression test results.
• Consolidation-controlled expansion test results.
• Foundation design and recommendations.
• Foundation design and recommendations for deformation sensitive areas (include associated soil parameters).
• Foundation designs and recommendations for features such as retaining walls, perimeter walls, etc.
• Unusual features such as aboveground and/or underground structures (i.e., pits, manholes, retaining walls, etc.).
• Construction specifications.

5. ARCHITECTURAL DESIGN
5.1. Space Allocations
As noted in Section 01010,
5.2. Energy-Conscious Design
Active solar systems are encouraged where applicable to include roof-mounted photo-voltaic collection arrays. Passive solar design shall be limited to building orientation, thermal mass, roof color, building color, door and window orientation, window glazing, solar shading, and shade trees.
5.3. Furniture
Not used.
5.4. Factory-Finished Metals
Anodized aluminum finishes shall be bronze colored AA-M12 C22 A42, minimum 0.7 mils, Class I, per Aluminum Association Designation System. All miscellaneous prefabricated components, such as fire extinguisher cabinets, shall be specified to have factory-applied finishes in colors to coordinate with the facility. All miscellaneous ferrous metal items, exposed to view, which do not have a factory finish, shall be primed and painted. Louvers shall have bird or insect screens, as appropriate. Handrail and guardrail systems shall be a custom factory fabricated, factory finished factory powder baked finish railing system.
Handrail and guardrail systems located in a means of egress shall be designed in accordance with NFPA 101 requirements. Provide a 20-year manufacturer’s warranty.
5.5. Wood
The use of wood shall be limited to cabinets, vanities, paneling, wainscots, shelving, minor wall accents, chair rails, and unexposed roofing nailers, shims or backing for flashing. Miscellaneous wood members such as telephone backboards, and unexposed treated roofing nailers, shims or backing shall be allowed.
Telephone backboards shall be specified fire retardant. Wood in direct contact with concrete or roofing materials shall be pressure treated.
5.6. Built-in Cabinets
As a minimum, cabinets shall be custom grade, hardwood veneer per Architectural Woodwork Institute standards. The finished material of exposed fronts and ends of cabinets, door and drawer fronts shall be stained hardwood. Cabinet stain shall be a light color. Cabinet hardware shall conform to ANSI standards.
Cabinet hinges shall be concealed offset and spring-loaded, "European" style, commercial grade. Cabinet drawer guides shall be a minimum of 20-gage steel with double rollers, heavy-duty commercial type.
Vanity tops shall be resinous materials (cultured marble); exposed outside corners shall be filleted, chamfered, or radius profiles with integral backsplash.
6. STRUCTURAL DESIGN
6.1. Design Loads
Design loads shall be included in the structural notes on the contract drawings.
6.1.1. Dead Loads. The structural system shall be designed and constructed to safely support all dead loads, permanent or temporary, including but not limited to, self-weight, partitions, insulation, ceiling, floor covering, and all equipment that is fixed in position. Load factors for designs shall be based on the applicable material design standard (e.g., reference ACI-318 for concrete, AISC-M018L and AISC-M019L for structural steel, etc.).
6.1.2. Vertical Live Loads. Roofs, including components and cladding, shall be designed to support live loads, snow loads, including drifting snow, sliding snow, and rain on snow, and support wind loads. Other required criteria is as follows. Basic Wind Speed = 90 mph. Ground Snow Load = 10 psf. Minimum Roof Live Load = 20 psf.

6.1.2.1. If the design roof snow loading is less than 20 psf, a minimum roof live loading for construction and maintenance of 20 psf shall be used for design of the structure. This roof live loading is in lieu of and not in addition to the snow loading. However, unbalanced snow loads, sliding and drifting snow (in particular areas), or wind loads may be the controlling load case for particular elements. Reduction of roof live loads will not be permitted.
6.1.3. Horizontal Loads (Acting Inward and Outward). The structural system wind design, including components and cladding, and the seismic design shall be designed in accordance with the IBC 2006 based on the following required design criteria. Basic Wind Speed = 90 mph. Exposure "C". Importance Factor = 1.0. Seismic Use Group I.
6.2. General Design Criteria
6.2.1. Walls mostly below grade that are supported laterally by diaphragms at or near the top and bottom, shall be designed using loads based on at-rest soil pressures.
6.2.2. Free-standing earth retaining walls shall be loaded with active soil pressure and surcharge loading if present, and with this loading the vertical resultant shall be in the middle 1/3 of the footing base width. For this design, factors of safety for overturning and sliding shall be at least 1.5. Retaining walls shall be constructed of reinforced concrete only. Weep holes shall be provided in the wall to eliminate saturated soil conditions behind the wall.
6.2.3. Free-standing exterior walls shall be designed to resist lateral wind and seismic forces per the current edition of the IBC for the minimum requirements set forth in this RFP section.
6.2.4. Diaphragms shall have continuous chord members on all edges and shall have direct, positive connections for transferring load to all members of the main, lateral, force-resisting system.
6.3. Serviceability
6.3.1. Foundation Settlement. An adequate level of protection against structural failure due to uniform and/or differential foundation settlement or general shear shall be provided.
6.3.2. Vertical Deflection of Suspended Horizontal Framing Members. Building serviceability shall not be impaired by vertical deflections. Vertical deflections shall be limited to the following criteria:
• L/240 for roofs live loads.
• L/600 for masonry walls and lintels, and supports of masonry walls.
• L/360 for floor live loads and L/240 for floor total loads.
6.3.2.1. Horizontal Deflection (drift). Horizontal drift shall not exceed the limits set forth in current edition of the IBC when the structure is subjected to the required seismic or wind criteria.
6.3.2.2. Ultimate Strength of Structural Elements. An adequate level of protection against structural failure under extreme loads shall be provided. The Designer shall check the usual loading conditions for normal factors of safety and the extreme loading conditions, if present, for appropriate (unusual) factors of safety to provide levels of protection appropriate for the conditions.
6.4. Anti-Terrorism / Force Protection Precautions
Antiterrorism precautions shall be taken into consideration for this project in accordance with the structural requirements of the current edition of Unified Facilities Criteria (UFC) 4-010-01, DoD Minimum Antiterrorism Standards for Buildings.
6.5. Construction Tolerances
Allowable variations from level, or specific slopes, shall be as follows:
• For overall length of 10 feet or less, plus or minus 1/8-inch.

• For overall length of 20 feet or less, plus or minus ¼-inch.
• For overall length of 40 feet or less, plus or minus 3/8-inch.
• Determining flatness and levelness of the floor slab-on-grade and on-deck shall be measured by the F-Number System in accordance with ASTM E 1155, Determining Floor Flatness and Levelness Using the F-Number System. The flatness and levelness tolerances shall meet the requirements for "Float Finish" and "Trowel Finish" only. No other tolerances will be allowed except for "Very Flat" if required by a space function.
