About this file
This document contains responses to questions regarding additional requirements for federal contract solicitation FA4877-20-R-0011 to construct an Equipment Storage Facility 306 RQS. Fire protection requirements including a sprinkler system and alarm will be required according to the Fire Protection Department. A water supply analysis must be performed per the Davis-Monthan Design Compatibility Guidelines regardless of whether the building will include sprinklers. The nearest fire hydrant has a flow rate of 500 to 999 GPM. Specifications require reporting on architectural, electrical, fire protection, mechanical, and other system requirements as well as the availability and adequacy of existing structures and utilities to support project needs.

1. There is no design criteria for fire sprinkler or fire alarm system. Please confirm if a fire alarm system or fire sprinkler system is required.
a. Per the Fire Protection Department, a fire sprinkler system and alarm will be required.
2. UFC 3-600-01 paragraph 4-44.2.1 requires an automatic sprinkler system if the facility has a ceiling height greater than 12 feet (3.7 m) and is for storage, shipping, receiving, or packing. The building height is approximately 18 feet. Please confirm if automatic sprinkler protection is required.
a. See answer to Question 1, above.
3. Please provide the most recent fire hydrant flow test for the facility per UFC 3-600-01 paragraph 1-12.5.1.
a. Per the Davis-Monthan Design Compatibility Guidelines, Section 6.5.1:
i. A water supply analysis shall be performed regardless of whether the building will be sprinklered. The (FPDOR) shall perform or witness the water flow testing. Coordination shall be made to enable the base fire department and the CES utility shop to witness the testing. Use of historical data is not permitted. Hydraulic calculations shall include a minimum pressure drop of 14 psi across the backflow preventer. A copy of test records shall be provided to the base fire department and CES utility shop.
b. Section 6.5.5.2.1 also states:
i. The A&E is required to perform the requisite flow tests for incorporation into the design.
c. Section 6.5.5.1 also states:
i. Fire hydrants shall be the standard manufactured by
Clow Medallion, Model F2545, flow tested and painted to indicate flow rates per NFPA 25:
Blue – 1500 GPM and greater
Green – 1000 GPM to 1499 GPM
Orange – 500 GPM to 999 GPM
Red – below 500 GPM
ii. The nearest fire hydrant to this location has an orange colored bonnet, indicating a flow rate of 500 to 999 GPM.
4. If a fire sprinkler system is required, please confirm if the power to the facility is considered reliable per UFC 3-600-01, paragraph 1-12.7.2.
a. Specifications Section 01011, Sub-paragraph 2.5.1 states:
i. Items to be reported on include but are not limited to the applicable portions of the following paragraphs:
• Existing interior and exterior physical conditions applicable to the project.
• Accuracy and completeness of reference data furnished by the Government.
• Architectural, communications, electrical, fire protection, mechanical, seismic, structural, utility, UFAS/ADA Accessibility Guidelines, International Building Code or other special system requirements.
• Availability and adequacy of existing structure, utilities, or systems to support requirements identified above.
