The document addresses nine key questions from prospective contractors. Critical dates include a site visit on May 28, 2026, with a question deadline of June 3, 2026 at 10:00 PDT for electronic submissions via email. The combo package has been updated to reflect correct dates and performance periods, with details available in an attached reference document. Site visit attendees will meet at the visitor's center at Creech AFB, where Captain Peeples will provide parking and meeting instructions before escorting participants to Building 1005. Attendees may take measurements, notes, sketches, and photographs during the site visit subject to base security restrictions. The Conceptual Coordination Design Package requires Government approval before material procurement or construction begins, with a 30-day contractor period of performance and a separate 10-day Government review period. Electrical or plumbing outages require 14 days advance notice, and Government-caused access restrictions, mission delays, or range closures qualify as excusable schedule impacts when timely noticed; contractors must notify the Contracting Officer within 24 hours of any delays. Design specification images serve as design intent and aesthetic direction only, with contractor-submitted options acceptable for Government review and selection. Davis-Bacon wage rate requirements, Buy American construction material requirements, and line-item labor/material quantity breakdown requirements apply as stated in the solicitation package.
