About this file

This is a Questions and Answers document dated 8 June 2026 addressing contractor inquiries regarding a Heritage Room renovation project at a Department of Defense facility (Building 1005, Room 103, likely at Nellis or Creech Air Force Base).

The project involves comprehensive renovation of a multi-purpose heritage room including construction materials, finishes, and built-in elements. All materials must comply with the Buy American Act per FAR 52.225-9. Key construction specifications include: complete removal and replacement of existing ceiling grid with factory-finished black system; brushed/satin (#4) finish stainless steel accent wall and bar-front surfaces in a panelized configuration (approximately 70 linear feet at 45 inches height); quartz countertops (minimum 3cm thick) for main serving and prep counters with stained solid hardwood bar rail edge details; two floating wooden bar counters (12-16 inches depth) on back and side walls; and epoxy flooring with black silicone cove base where wainscot meets gypsum. All ceiling and exposed surfaces above a 10-foot transition line must be finished in SW6258 Tricorn Black, including ductwork and conduit. Electrical work, gypsum board demolition/repair, and wiring distribution are government-provided; contractors must coordinate electrical outlet placement through government-approved detailed plans. Plumbing requires indirect drain lines from bar/sink fixtures terminating to approved floor sink (direct sewer connections prohibited). Accessibility must comply with Architectural Barriers Act Standards, requiring accessible bar counter portions (34-inch maximum height, 36-inch minimum length), accessible seating (minimum 5 percent compliance), and accessible sinks. Pendant lighting consists of 17 total fixtures arranged in 5 groupings of 3-4 pendants each at varying heights. Bonds are required as the project magnitude exceeds $150,000. No furniture procurement or window tinting is included; existing water lines on kitchen wall remain and will be hidden in cabinetry; patio door thresholds and floor drain remain untouched.

Questions & Answers

8 June 2026

1. During the site visit, we overheard discussion indicating that finish materials such as cabinetry, countertops, decorative lighting, and similar finish products could be sourced from commercially available suppliers and submitted for Government approval, even if not Buy American compliant. Can the Government confirm this understanding?

• The Buy American Act applies to this construction project in accordance with RFO 52.225-9 Buy American-Construction Materials. All materials must be Buy American compliant.

• All procurement requirements including Buy American compliance, are strictly governed by the official written solicitation documents, the Federal Acquisition Regulation (FAR), and any formal amendments issued by the Contracting Officer.

2. The design package indicates replacement of white ceiling tiles with black ceiling tiles. Should the existing ceiling grid remain, be painted black, or be replaced with a black grid system?

• The existing ceiling grid shall be completely removed and replaced with a new, factory-finished black grid system to match the new black ceiling tiles.

• Explanation/Justification: A complete replacement with a factory-finished grid is required to ensure a professional, uniform aesthetic and long-term durability suitable for a high-visibility Heritage Room. Field-painting the existing grid is not permitted as it is highly susceptible to chipping, scratching, and peeling during routine maintenance access (such as HVAC and IT cabling adjustments), which would degrade the professional appearance of the facility.

3. Within the recessed ceiling area where black ceiling tiles are specified, should the existing white HVAC diffuser/register be replaced with a black unit to match the finished ceiling design?

• The HVAC diffuser/register can remain white.

4. For the stainless steel accent wall and bar-front surfaces, is a brushed/satin architectural finish acceptable, and are continuous sheets acceptable, or is a panelized appearance preferred?

• A brushed/satin (#4) architectural finish is acceptable and required. A panelized appearance is preferred for both the accent wall and bar-front surfaces to ensure structural rigidity and ease of maintenance.

Contractors shall submit shop drawings showing the proposed panel layout and joint details for Government approval.

5. The design package references wood trim matching the “bar rails.” Please clarify whether a decorative bar rail profile is required or if this reference is intended to describe standard wood trim/counter edge details.

• The reference is intended to describe standard wood trim and eased-edge counter details. A highly contoured decorative bar rail profile is not required. However, all wood trim must be hardwood, stained to match the bar, and finished with rounded edges to prevent sharp corners.

• To ensure maximum fiscal responsibility and align with the project's budget constraints, the Government is utilizing standard wood trim. This choice provides a highly economical solution while still maintaining a clean and professional appearance for the Heritage Room. All wood trim must be solid hardwood, stained to match the bar cabinetry, and finished with smooth, rounded edges to eliminate sharp corners.

6. Please clarify whether the bar/counter elements shown in the storyboard are intended to receive quartz surfaces, wood surfaces, or a combination of both.

• The bar and counter elements shall receive a combination of both quartz and wood surfaces. The flat main serving deck and rear prep counters shall be fabricated from a minimum 3cm thick Quartz (color/pattern to be selected from Government-approved samples during the submittal phase). The patron-side edge of the bar shall be finished with a stained solid hardwood bar rail profile.

7. The new appliances will need dedicated circuits, approximately how far is the electrical panel for the heritage room?

• Panels should be in the mechanical room opposite the building. Need in person review.

8. Is there enough space to accommodate the added circuits?

• According to original electrical drawings, yes. Need in person review.

9. Can we get a picture of the panel label amperage and a picture of the breakers that are in place now?

• A picture of the panel label amperage will be provided post award.

10. In the storyboard pictures there are surface mounted conduits and receptacles, Is the condition due to the building being a block building?

• The inside wall where CMU is exterior, have 3-5/8” metal furring with gypsum board, conduit can be rerouted after gypsum board is removed by the government.

11. If not a block building, do you want to surface mounted electrical recessed in the walls?

• N/A

12. Will you supply the appliance electrical locations for rough in at the new appliances?

• Will require detailed electrical plan for room for remodel.

This will need to be coordinated with Government and Contractor.

Government will ask Contractor to propose a layout for approval. Once layout is approved, Government will ensure electrical outlets for appliances are in place prior to the appliance installation.

13. Are there any existing floor plans, as-built drawings, or dimensioned drawings available for Building 1005, Room 103 that can be provided to offerors?

• Please see Attachment 10 – B1005 R103 Dimensions

14. Can the Government provide the approximate dimensions of the Heritage Room, including overall room square footage?

• The Government is coordinating with the Facility Manager to obtain the as-built drawings and room dimensions for the Heritage Room. Once received, this technical data will be provided.

15. Can the Government provide the ceiling heights within the space, including:

• Finished ceiling height (where applicable)

The minimum finished ceiling height for the space is 9’ (2.7m), in strict accordance with UFC 4-610-01 (Table 4-23) space criteria for team/collaboration and community multi-purpose spaces. Suspended acoustical ceiling systems shall be installed in compliance with UFGS 09 51 00 (Acoustical Ceilings) and must not obstruct the clearance heights required for MEP/fire protection distribution systems.

• Exposed/open ceiling height

Where the design indicates exposed or open ceiling elements, the unobstructed height is dictated by the existing structural deck and the clearance limits established in UFC 3-101-01 (Architecture). The contractor shall maintain a minimum clear head height of 7 feet (2.1 meters) beneath any suspended structural, mechanical, electrical, or plumbing components to comply with life-safety egress standards under UFC 3-101-01 (Section 3)

• Any areas with varying ceiling elevations

Any transitions or variances in ceiling elevations (such as the recessed ceiling area above the bar) must be fabricated and detailed in accordance with UFC 3-101-01 and local structural layouts.

16. If drawings are available, can they be distributed to all interested offerors through an amendment or additional attachment?

Yes.

17. 3.4.1 Nellis and Creech installation facilities standards (IFS) –

• please provide copy.

• Please see Attachment 9 – Nellis-Creech IFS 2019-01-22 Signed

18. 3.4.4 Accessibility and Safety standards

• Are we to take into consideration ADA when designing and building the bar, seating, and kitchen sink, etc.?

• Yes, accessibility standards must be fully integrated into the design and construction of the bar, seating area, and kitchen/prep sink.

• Because this is a Department of Defense (DoD) facility, the project must comply with the Architectural Barriers Act (ABA) Standards (rather than the civil ADA), in accordance with UFC 1-200-01 (Section 2-11, Accessibility) and the DoD Deputy Secretary of Defense Memorandum, 'Access for People with Disabilities,' dated October 31, 2008.

The Contractor shall ensure that:

• Bar/Service Counter: Includes an accessible portion conforming to ABA Section

904.4 (maximum height of 34 inches, minimum length of 36 inches).

• Seating/Dining Surfaces: At least 5 percent (and no fewer than one) of the bar seating options comply with ABA Section 902 (including knee and toe clearance).

• Sinks: The kitchen/bar sink complies with ABA Section F212.3 and Section 606 (maximum rim height of 34 inches with insulated under sink piping).

19. 4.2.1 Electrical

• It is my understanding from the walkthrough that the electrical calculations have already been performed and the existing circuit are adequate for all anticipated renovations, correct?

• Will require in person review with new electrical plans for room.

• We will not have to open nor repair walls outside of the heritage room for new electrical wiring, correct?

• Interior walls requiring appliance circuit relocation will require gypsum board removal for work and repair/replacement after. This will be accomplished by the government.

• All electrical wiring, switching, and electrical connections by the government, correct?

• Yes.

20. 4.2.6 Furniture

• This includes perimeter wall seating/work tops, correct?

• No furniture (seating/tables) is to be supplied by the contractor. The government will procure furniture.

21. 4.2.7.8 Bar Elements

• Say if applicable – Are there any Bar Elements required and if so where are they to go, what quantity, what is the material and finish?

• Two floating bar counters (approx. 12” – 16” depth). One on the back wall and one on the side wall. (wood)

22. 4.3.1. Demolition:

• Remove floor drain – are we doing this or leaving in place?

If the drain is no longer needed, just cap and seal in place (economical)

• Floor Drain will remain in place and epoxied around.

23. 4.3.2.1 Wiring & Distribution

• All wiring and distribution by the government, correct?

• Demolition of existing gypsum board walls for appliance and counter outlet circuits required. Repair of this demolition to be completed by the government.

24. 4.3.3 Plumbing

• Install water supply & indirect drain – where is the indirect drain supposed to be installed and what is it to drain into?

• The indirect drain line must be installed from the bar/prep sink or ice machine and routed to terminate over an approved floor sink acting as the waste receptor. Direct plumbing connections to the sanitary sewer are prohibited for these food/beverage fixtures.

25. What is the current wall finish- Is there texture on the walls?

• Check the drawing package for all details regarding existing and new wall finishes, colors and textures.

26. Is a bid bond required for this project?

• Bonds are requirement for this project as the requirement magnitude is above $150k.

27. Can we get limits for the areas proposed to receive the stainless-steel wainscot?

• The wainscot will reach height of 45” (just below pre-existing windows, and to allow space for drinks counter) and be either finished at the top by a drinks counter, or wood trim (chair rail) to match the finish of the drinks counter.

• Approx. combined total run length: 70ft.

28. Regarding the epoxy flooring, is there intent to install coved epoxy base? If not, what base is proposed?

• If this is referring to where the epoxy meets the wall, then anywhere that the floor meets Wainscott there shouldn’t be any base. If it’s Wainscott meeting gypsum, then contractor should install black silicone cove base.

29. Page 1 of storyboard appears to have a floating counter with metal accent below- is the wood a piece of trim attached to wall or a counter?

• This is a drinks counter, not full kitchen counter depth.

30. Page 4 of storyboard appears to have a floating counter with metal accent below- is the wood a piece of trim attached to wall or a counter?

• Please see the answer to Question 29.

31. If the pictures on storyboard pages 1 & 4 are counters, are they to be actual wood or a laminate over MDF substrate?

• This is a drinks counter, not full kitchen counter depth.

32. If the pictures on storyboard pages 1 & 4 are counters, are they to have in wall supports or surface mounted supports?

• In-wall is preferred, but surface-mounted supports are acceptable.

(cheapest option, but still look nice is preferred)

33. Storyboard picture 8 shows the bar top to be quartz, will the lower countertop be laminate as the rest of the kitchen counters or quartz?

• The entirety of the countertops will be quartz, stepped counter and standard counters in the primary kitchen space.

34. Pages 1,2,4,5,9 of storyboard calls for metal wall panels, can these panels be made of metal Laminate or are they real solid stainless steel metal panels.

• The intent is for the material to be easy to clean and still look quality.

Finish will have an oxidized/weathered metal look (as portrayed in photos) with smooth finish.

35. If they are real stainless panels, what is the finish?

• The intent is for the material to be easy to clean and still look quality.
