RFIs:

1. Who do the tanks belong to? The government.

2. Are they Government owned? Yes.

3. Who is the incumbent supplier? FA486120D0005 was the previously awarded IDIQ.

4. Can you please provide a map of all tanks? A map will be provided with the award.

5. Are all tanks used for heating? Yes, HVAC & hot water heaters/boilers.

6. Re p. 1 of the PWS 1.1.2 Invoicing: is the supplier only to invoice once per month, or can we invoice for each service individually? Invoicing will be completed at the end of each month’s service.

7. Can tank monitors be installed at no cost to the government? No.

8. From my Legal contact - Please note the restrictions in FAR 52.219-14 relating to the limited permissible subcontracting by BSE Performance as the prime contractor here. There are also restrictions in FAR 52.219-33 relating to permissible manufacturers, processors, or producers of the products to be sourced by BSE Performance. --- You will need clarification to ensure that you can subcontract the services needed if awarded the contract. Both FAR 52.219-14 and FAR 52.219-33 have been removed. Furthermore, FAR 52.212-5 has been updated and the following have been added: FAR 52.223-10, Waste Reduction Program (DEVIATION 2025- O0004) and FAR 52.223-23, Sustainable Products and Services (DEVIATION 2025-O0004).

The following has been removed: FAR 52.223-22.

9. Request that FAR 52.204-15 be removed as it is not applicable to propane delivery Removed.

10. What is needed for the following? Is this just for the Spill Plan? 52.219-16, Liquidated Damages-Subcontracting Plan (SEP 2021) (15 U.S.C. 637(d)(4)(F)(i)). Yes, a spill plan will suffice for this.

11. Under 1.1 Basic Services - there is line that states - Further, the contractor shall be able to respond to urgent mission-related delivery within 24 hours. Please see if this can be changed to within 48 hours. No, 24 hour urgent response time is required.

12. Under 2.1 Service Calls - there is line that states - The contractor shall have the capability to execute urgent requests within 24 hours. Please see if this can be changed to within 48 hours.

No, 24 hour urgent response time is required.

13. Will there be an economic price adjustment clause included in the contract? Yes, FAR 52.216-2, Economic Price Adjustment-Standard Supplies has been added.

14. When will the award be announced? Estimated date of award: 23 April 2025

15. When are final quotes due? All quotes are due on April 11 2025.
