Attachment 68
1. Who makes the determination on which projects go to the different avenues the government has for execution? Ie. Saber, MAC, PAE (prime contractor), open bid, etc. The Contracting Officer makes this determination.
2. Does labor to execute construction projects need to be from in-house employees or can it be a subcontractor? FAR 52.219-3, which is in the solicitation, dictates the percentage of work that can be subcontracted for a HUBZone set-aside.
3. When does the Saber unit price book get generated? Is it to be part of the Saber proposal or something completed after award? See Attachment 01, paragraph 39.ac. Additionally, attachment 01 paragraph 13.a states “The contractor shall purchase and maintain the following copies of RSMeans/e4Clicks…for the Government”. This is the contractor awarded the SABER.
4. Are there an anticipated number of projects set aside for the Saber Contract? Are they funded?
What types of projects do you anticipate? There is not a set number of projects set aside for SABER, and no funding is currently available. Please see Attachment 01, paragraph 2 for the type of projects that may utilize the SABER contract.
5. When do you plan on awarding the Saber Contract? The intent is to award by 30 September 2016 , pending funding.
6. We are in process of obtaining HubZone certification. As you may know this is a somewhat lengthy process. Does the company need to have HubZone certification completed prior to submittal of Saber proposal of can it be in place prior to award? We plan on giving full explanation of our status at time of submittal. IAW FAR 19.1303(d) “To be eligible for a HUBZone contract under this section, a HUBZone small business concern must be a HUBZone small business concern both at the time of its initial offer and at the time of contract award”.
7. If we have a recent PPQ, can those be submitted in lieu of Attachment 60? Our POC’s do not like filling these things out over & over. Per the solicitation, we need either a CPARs or the PPQ (Attachment 60 of the solicitation) for each reference provided.
8. If we have a completed CCASS, can that be submitted in lieu of Attachment 60? Per the solicitation, we need either a CPARs or the PPQ (Attachment 60 of the solicitation) for each reference provided.
9. For Past performance projects that performed the same disciplines as in the SABER but were state or commercial projects – would they be acceptable and rated as relevant? Per the solicitation, relevant past performance must resemble the magnitude, scope, and complexity of this solicitation in projects valued at $150,000 or greater. Submissions will be evaluated IAW the solicitation criteria.
10. Can the Amendments that are posted to this RFP be submitted behind the SF 1442 in the proposal? IAW section L, paragraph 9.b, amendments need to be acknowledged on page two, block 18-20 of the solicitation.
11. Is Attachment 56 to be included in our proposal? If yes, where would you like it placed?
Amendment 07 will identify where attachment 56 is to be submitted.
12. Can the projects selected for past performance be ID/IQ contracts? Per the solicitation, relevant past performance must resemble the magnitude, scope, and complexity of this solicitation in projects valued at $150,000 or greater. Submissions will be evaluated IAW the solicitation criteria.
13. Please define what a teaming arrangement/partner is? Does this include the designer/architect for design-build contracts? If not, are they classified as a subcontractor for this RFP? 14. Under Section L, Item 8(a) ‘Volume 3 – Past Performance’ the Offeror, all teaming partners, and/or joint venture partners are to submit past performance information for the submittal.
We believe the design team is considered a sub-contractor to the Offeror and not a teaming partner nor a joint venture partner. Please confirm that the sub-contractors do not have to submit past performance (PPIS) as a part of this solicitation. Per the solicitation, Section L, paragraph 8.a, PPIS is required on the offeror, all teaming partners, and/or joint ventures.
15. SF-1442, block 13. D states there is 120 calendar day review time. Page 52 of the solicitation;
section L, paragraph b. states that it is a “minimum of 180 calendar days from date of submission. Please identify what the government review/acceptance period is. Clarification will be provided in amendment 07.
16. Is it more favorable to submit only projects with CPARS or completed Attachment 60 Past Performance as identified in this RFP? Per the solicitation, we need either a CPARs or the PPQ (Attachment 60 of the solicitation) for each reference provided. IAW solicitation, section M, paragraph F, “the Government reserves the right to use both the information provided in the Offeror’s Past Performance proposal volume and information obtained from other sources”.
17. Section M indicates that relevancy is rated on scope and magnitude. Please confirm that projects submitted in great excess of $150,000 (i.e. $5mil to $10mil) will still be considered relevant. In accordance with (IAW) the solicitation, Section M, Paragraph F.2.a, Efforts/projects valued at $150,000 or greater are considered relevant.

18. Please provide a word document for attachment 57 to allow expansion of the different sections.
Will be provided with response to questions, along with amendment 07.
19. RFP: For projects where CPARS/CCASS is not yet available, can previously submitted PPQs – providing that they are sufficiently similar in nature to the Past Performance Questionnaire included with the solicitation - be submitted? Per the solicitation, we need either a CPARs or the PPQ (Attachment 60 of the solicitation) for each reference provided.
20. Attach 01 SABER: 4.i.1.a – How are design costs to be incorporated into coefficient pricing? In accordance with Attachment 01, paragraph 39.d Design Costs are not included in the coefficient. Additionally, IAW the solicitation, Section B, Exhibits 01-05, no coefficient is applied to design cost.
21. Attach 01 SABER: 4.i.1.d states one set of design fees and coefficients shall be used for Nellis and another set for Creech, Range 63, and Pt Bravo. Will the Government be seeking labor rates for designers and expenses? IAW Attachment 01, paragraph 4.a, the intent of design CLINS is to capture all work incidental to developing a design and/or project estimate.
22. Attach 01 SABER: 4.j. Specified project estimating software formats described in Section 13 do not account or design fees. Please provide clarification for how offerors are to incorporate design fees. See solicitation, Section B, Exhibits 01-05.
23. Attach 01 SABER: 4.j.1.a states to provide a listing of the applicable technical specifications and a submittal register with each SOW. The submittal register is developed from the technical specifications. The technical specification specifications are not developed until much further in design. Will the Government please clarify the process and what is required? IAW Attachment 01, paragraph 4.j.1.a, the submittal register is required with the contractor’s design proposal.
24. Attachments 27-31 and Attachments 33-44, there are numerous specification sheets and other information provided for transformers and pre-cast transformer mounting pads/conduit.
Question: Can the Government please clarify the relevance of this information to the current solicitation and the Demonstration Project in particular? Creech AFB Electrical Standards are provided in advance so all parties are aware of standards that will apply to future projects. In some cases, these standards differ from Unified Facilities Criteria (UFC) for interior and exterior electrical systems.
25. For the CD’s - can they be in .pdf format to accommodate the pages that have to be signed and scanned? Files submitted on CDs can be in .pdf format unless they are drawing files that should be in .dwg.
26. Why are non-priced items not subject to coefficients and CCI's? How do you profit without a coefficient? Non-priced items should not be subject to CCI’s because item costs are developed by obtaining local quotes (eliminating the need to adjust to Las Vegas pricing).
Coefficients can be applied IAW attachment 01, as amended in amendment 07.
27. Can arrangements be made for base access to hand deliver our proposal to 99 CONS/LGCA?
Answer addressed in amendment 07.
28. Ref Attachment 01 paragraph 33; Will the hours worked by contractor provided escorts be required to be documented on certified payrolls? If these hours are required to be documented on certified payrolls, what labor classification is to be used for these escorts?
Only work classifications listed in attachments 52 – 55 need to be documented on certified payroll.
29. Ref Section L Paragraph 8e Specific Content; is the requested narrative to be included as part of the PPIS (8 page limit) or is this narrative to be submitted separate from the PPIS? IAW the solicitation, section L, paragraph 8 “Page Limitation: 8 pages per PPIS, unlimited for all else”
30. Ref Section L Paragraph 8f Organizational Structure Change History; is this information to be submitted separate from the PPIS and not part of the 8 page limit? IAW the solicitation, section L, paragraph 8 “Page Limitation: 8 pages per PPIS, unlimited for all else”
31. Can we submit past performance on parent “contracts” (IDIQs, SABERs, JOCs) or should we submit past performance on individual delivery/task orders issued under the parent contracts? Any recent/relevant past performance can be submitted.
32. Ref, Page 53-54. 4.(h), “The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2010®, MS Excel 2010®, MS-Project 2010®, and MS-Power Point 2010® as applicable.” Can Adobe PDF be used for documents requiring signature and for documents originating in PDF? Answer addressed in amendment 07.
33. Can you please clarify that the Sample project estimate needs to utilize RSMeans line items or can we just provide unit cost information broken down by line item? IAW Attachment 01, paragraph 13.b.1 “The UPB shall include the base cost pricing from the RSMeans”
34. We have noticed that HAZMAT testing and removal should be cover as part of the seed project.
HAZMAT testing and removal can get very expensive. We can include the cost for testing in our proposal and the removal can be handled as a change order? IAW the solicitation, section L, paragraph 6.a.i.1.c the proposed approach shall provide a complete cost estimate.
35. Attachment 61 SABER SOO: 9.1.1. manhole roof/lid shall be H120 traffic rated. No such thing (that we’re aware of) as H120 traffic loading; Was this intended to state H20 traffic loading?
Yes, H20 is the correct traffic loading. Error corrected in Amendment 09.
36. General: Please provide electronic site plans to utilize as backgrounds and electronic base map to develop haul route.
The file “site plan.dwg” is included to utilize as background for design drawings. Readily available aerial photos (i.e. Google Maps; Clark County) are sufficient for developing a haul route.
37. RFP Paragraph L.6.i.1 which states: […build demonstration project RKMF 15-0116, Repair Communications Manholes, #s 102, 103, & 286 in accordance with Attachment 1, SABER Specifications to include Attachments 61 and 62 (Demonstration Project Package).
Responses to this factor must discuss the offeror’s technical understanding of the design/build work requirements and their commitment to accomplish all the work in accordance with the solicitation requirements and integrated construction schedule.
Technical approach shall demonstrate how the site, architectural, structural, electrical, communications, mechanical, HVAC and plumbing issues will be addressed.] Question: The Statement of Objectives (Attachments 61 and 62) and the information presented at the site visit contains no reference to electrical, communications (other than to protect wiring/conduit), mechanical, HVAC or plumbing. Please clarify which technical issues are to be addressed in this section.
All technical issues applicable to the demonstration project shall be addressed.
38. Attachments 27-31 and Attachments 33-44, there are numerous specification sheets and other information provided for transformers and pre-cast transformer mounting pads/conduit.
Question: Can the Government please clarify the relevance of this information to the current solicitation and the Demonstration Project in particular?
These are standards that will be incorporated in the awarded contract that may be applicable in future task orders.
39. Will the Government provide the as-builts for the manholes?
Two .dwg files and two .jpg files are provided showing as-built conditions of the manholes.
40. Background: RFP/SOW states that all work under this section (Attachment 61 SABER SOO: 4.)
shall be performed by and all equipment shall be furnished and installed by a Building Industry Consulting Service International (BICSI) certified telecommunications contractor.
Question: Most of the work in this task order appears to be structural in nature. Is BICSI certification required for the design or only for the construction portion of the project? Will the Government please clarify the role of the BICSI certified telecommunications (sub) contractor in the design and construction of this project? It is our understanding that this role is specific to communications and cabling and has no bearing on the structural design or construction of the project.
Addressed in Amendent 09 and revised Attachment 61.
41. Are there any asbuilts of the Manholes, #’s 102, 103, & 286? Size, Depth, what conduits go to each manhole, where do they enter the manhole and what connections are made in each will be needed for an accurate design. Also, does the Base have a specification for the manholes?
Two .dwg files and two .jpg files are provided showing as-built conditions of the manholes.
Use file titled “manhole structural specification.pdf” as a specification for the manholes, save for the dimensions. Correct dimensions are included in MSExcel file titled “RKMF 15- 00003 Manhole Repair Specs.doc.xlsx”
42. Will office/yard space be provided on Nellis AFB for the selected SABER contractor?
Per paragraph 14.d. of the SABER specifications, project-specific material/equipment storage space will be designated for each individual construction task order. No additional office space/yard space will be provided, other than those associated with a specific project.
43. Please provide the dimensions (LxWxH) of the three existing vaults that are to be replaced under the seed project.
Dimensions are included in MSExcel file titled “RKMF 15-00003 Manhole Repair Specs.doc.xlsx”
44. Please advise if the government will be able to provide AutoCAD drawings for the purpose of creating the 35% design drawings.
AutoCAD as-built drawings of the manholes are provided.
45. Is a base site plan available for contractor use?
The file “site plan.dwg” is included to utilize as background for design drawings.
46. Are there any soils reports available for the jobsite locations or areas adjacent?
No soils reports for the manhole locations are available.
47. A 4 hour outage is very short for Fiber Optic transfer. What are the chances of getting that extended?
Per Attachment 61, paragraph 7.2, “no single outage will exceed four hours at a time….unless approved in writing by the Contracting Officer.”
48. Are CAD as-built drawings available for the development of the 35% drawings for the Demonstration Project? See response to question 44.
49. Attachment # 61, paragraph 9.1.1 states " Manhole rrof/lid shall be H120 traffic rated". traffic rating H120 does not exist. is the rating intended to be H 20? See reponse to question 35.
50. Are there any as-built drawings of the existing manholes? we will need this information to calculate the connection from the new walls to the existing floor. See reponse to question 39.
