EXHIBIT “A”
DESIGN REQUIREMENTS
1. SERVICES REQUIRED:
a. Services of one or more disciplines may be required by individual projects.
b. The services performed by the A-E may include, but not necessarily be limited to, the following:
(1) Field Surveys and Investigations:
(a) The A-E shall visit the project site as necessary for effective completion of each project.
(b) If applicable, site investigation shall include identifying asbestos, lead, or other hazardous or contaminated material.
(c) The adequacy of existing safety, mechanical, electrical, environmental control, and monitoring equipment shall be determined by the A-E. Systems shall be examined, analyzed, and evaluated for adequacy and compliance with existing codes and standards (e.g., Air Force Instructions, National Fire Protection Code, National Safety Code, National Electric Code, OSHA Regulations, etc.).
The A-E shall notify the Civil Engineer Project Manager (CEPM), through the Contracting Officer, in writing of deficiencies identified during the process of design and/or while investigating the existing conditions.
(d) The A-E shall be responsible for verification of all dimensions, utilities, measurements, regulatory criteria, and equipment through as-built drawings, on-site investigations, and coordination with applicable manufacturers for design information or guidance as necessary. A-E shall provide this information to the CEPM through the Contracting Officer.
(e) Topographic surveys shall be performed by a registered surveyor. A-E shall use conventional surveying and other methods, such as a total station or Global Positioning Systems (GPS) for field data collection at an accuracy level in accordance with “Geospatial Positioning Accuracy Standards, Part 3:
National Standard for Spatial Data Accuracy,” published by the Federal Geographic Data Committee
(FGDC), dated July 1998. All Survey data collected shall be provided to the Government in a digital format with an attached Survey Report identifying survey method, equipment list, calibration documentation, survey layout, description of control points, control diagrams, and field survey data. A Survey Control
Database (consisting of a survey marker database and a survey traverse database) will be produced for all survey control points established under this contract, and delivered in a .dbf or ASCII comma-delimited format. If GPS is used, A-E shall use survey grade GPS, at an accuracy level of +/- 2cm, when appropriate, to collect data to be overlaid onto the installation’s orthophotograph and/or base map.
(2) Drawings:
(a) A-E prepared drawings shall be well-arranged and placed for ready reference, so they present complete information. Drawings shall be complete so that the work can be constructed without any additional assistance from the A-E or the necessity to issue modifications to correct design deficiencies.
Drawings shall be detailed to the extent that an accurate estimate can be prepared and shop drawings can be checked.
(b) Drawings shall be electronic format (AutoCAD 2008 or later) and full size plots shall be
22-inch by 34-inch (22" X 34"). Drawings shall be designed in English Standard Units and/or Metric
System Internationale, as specified in each task order. The location plans, drawing index, legend, reviewing agency signature blocks, and general notes, as applicable, shall be located on the first drawing sheet, the title sheet. All sections shall be of adequate size, detail, and clarity to enable proper and satisfactory
Atch 2 - Page 2 completion of the project. All digital data shall be delivered in a format that is directly compatible with the CADD/GIS Technology Center’s Spatial Data Standards version 2.3 (or latest version available) and the A/E/C CAD Standard version 2.3 (or latest version). All linkages of non-graphical data with graphic elements, relationships between data objects and attributes, and report formats shall be maintained.
(c) The following procedures shall be performed prior to a digital file being place on a CD-
ROM:
(i) Include all files, both graphic and non-graphic, required for the project;
(ii) Make sure all files are in the same directory, and that references to those files do not include device or directory specifications;
(iii) Ensure all reference (external reference) files are attached and without device or directory specifications;
(iv) Remove all extraneous graphics/text outside the project border area, and set the active parameters to a standard setting (or the setting contained in the seed or prototype file);
(v) Include any standards sheets (abbreviations, symbols libraries, font libraries, color tables, pen tables, plot configuration files, user command files, etc.) necessary for a complete project;
(vi) Compress and/or reduce all files using the appropriate utilities (a digital media copy of the decompression utility should be provided with the delivered data, if necessary);
(vii) Establish Model and Sheet file drawing organization for all A-E data files; and
(viii) Provide detailed model file external reference guide for all sheet file configurations
(Ref. A/E/C CAD Standard, Chapter 2).
(d) CD-ROM must have an external label listing format and version of the operating system on which the media was created (e.g. Windows XP SP2; etc. ), utility (command) used for writing the files to the media, a short description of contents, and a sequence number if there are multiple volumes, and date CD was created. A transmittal sheet must accompany the media containing the information included on the external labels, total number of volumes being delivered, and a list of file names and file descriptions on each volume. The transmittal sheet must also include instructions for reading, restoring, or transferring the files from the media, and certification that all delivery media is free of known computer viruses - including the name(s) of the virus scanning software and the date the virus scan was performed.
