QUESTIONS & ANSWERS
1) Q: Will a fire pump be required to facilitate the sprinkler system?
A: No. A fire pump will not be required.
2) Q: Which of the following flammable/combustible liquid classifications will apply to the materials that will be stored in the flammable storage room?
a. Flammable: Class IA - Flash Point less than 73°F; Boiling Point less than 100°F Class IB -
Flash Point less than 73°F; Boiling Point equal to or greater than 100°F Class IC - Flash Point equal to or greater than 73°F, but less than 100°F.
b. Combustible: Class II - Flash Point equal to or greater than 100°F, but less than 140°F
Class IIIA - Flash Point equal to or greater than 140°F, but less than 200°F Class IIIB - Flash
Point equal to or greater than 200°F.
A: Propane tanks, solvents for weapons cleaning, and paint spray cans will be stored in this room.
3) Q: Will munitions, including small arms ammunition, be stored in the proposed flammable storage room?
A: No munitions or small arms ammunition will be stored in this facility.
4) Q: What is the location/source for the main incoming electrical power to the facility?
A: A 167KVA (Primary 7,200 V/ Secondary 240/120 Volt) pad-mounted transformer exists
<100 feet west of the site and shall be upgraded under this project to support existing load and that of this project. See revised SOW for requirements.
5) Q: Will the main incoming electrical power be single-phase, or 3-phase?
A: Single phase power.
6) Q: What is the primary utility voltage at the job-site? Single-phase or 3-phase? Is the primary voltage base-owned or NV Energy owned?
A: See responses to RFIs 4 & 5. The primary voltage is owned by the base and is maintained by Creech AFB personnel.
7) Q: Will the incoming power to the facility need to be metered? If so, who will supply the meter? What type of meter will be required?
A: Yes. The contractor will supply a digital meter that is approved by NV Energy.
8) Q: Will the meter need to be remotely monitored?
A: No, that capability is not required.
9) Q: Will the incoming power be brought to the building underground, or overhead?
A: All power circuits must be underground.
10) Q: When the existing facilities on site are demolished, will the existing single-phase transformer remain in place?
A: The existing single phase transformer will remain in place when the “hooches” are demolished under a separate project because this transformer feeds the two PEBs (Admin
Facility & Training Facility) in the area. However, this transformer will be removed and upgraded under this project (RKXF 09-8017). See revised SOW for requirements.

QUESTIONS & ANSWERS
11) Q: What is the size of the existing single-phase transformer? If the transformer remains, would it possible to upgrade it, and use that to power the new facility?
A: The existing single phase transformer is 167 KVA. As stated above, it is a requirement to upgrade this transformer to serve existing facilities and this new facility.
12) Q: What is the location/source for the main incoming communications line to the facility?
A: A manhole <100 feet west of the project location.
13) Q: If the overhead cable at the pole adjacent to the construction site is to be the source, how many pairs is the existing cable?
A: A communications manhole exists <100 feet west of the project location. A 12-strand Single
Mode (SM) fiber optic cable and a 25-pair copper cable shall be installed from the existing manhole to the communications room of the new facility. Provide 40-foot extra loops in the manhole. Two (2) 4-inch conduits shall be provided by the contractor from the manhole to the communications room. A set of MaxCell 3-inch, 3-cell fabric inner ducts shall be provided in one of the 4-inch conduits. The other 4-inch conduit is a spare and does not require inner ducts. The SOW will be revised to include this requirement.
14) Q: How many pairs are to be brought to the facility?
A: See response to RFI #13 above.
15) Q: Is fiber-optic cable required to be brought to the building? If so, where is the source?
A: Yes, see response to RFI #13 above.
16) Q: What is the size of the existing water line that will supply the new project?
A: The size of the existing water line is 6 inches per the attached drawing.
17) Q: Will the water line be able to be shut down for tie in or will a hot tap needed to be done?
A: A wet tap is preferred for the water connection. Otherwise, an outage would have to be scheduled, coordinated, and approved.
18) Q: Will windows be required in the new facility? If the answer is yes what is the specification for the glass?
A: Yes, just in the offices and classrooms. Provide “Blast Film” on the windows.
19) Q: If the power coming into the new Bldg is only single-phase then do you want to change the
HVAC requirement from current RFP to add smaller units to cut down on the initial power consumption?
A: The power coming into the facility is single phase only. We believe the largest single-phase
HVAC unit available is 5 tons. Providing a combination of smaller units to make up the required tonnage is acceptable. However, the total number of units shall be kept to a minimum.
20) Q: Are there any special requirements for the flammable storage area, i.e. additional HVAC, wall material, etc.?
A: As stated in the response to RFI #2, propane tanks, solvents for weapons cleaning, and paint spray cans will be stored in the flammable storage room. There are no other known special requirements.
