About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity (FA485525Q0018) for hydroseeding services at the Whispering Winds Golf Course on Cannon Air Force Base. The Q&A addresses seven key technical questions about the hydroseed project, including seed specifications, application rates, water source availability, and course layout. Specific details include: 100% Pure Select Bentgrass seed at 1.5 lbs per 1000 sq. ft., no specific mulch requirements, on-site water sources for equipment filling (but not pressurization), and a minimum 6" slope on greens. The document includes Google Earth and course layout images to help contractors understand the project site, with blue arrows indicating the front 9 holes of the golf course.

The solicitation requires hydroseeding 35,000 square feet of golf course greens, with delivery and installation no later than 11 April 2025. Evaluation factors for award are prioritized as: 1) Time of Delivery, 2) Technical Acceptability, and 3) Price. The project is being conducted by the Department of the Air Force Special Operations Command, with a note that the solicitation and contract will adhere to Attachment 4 - Class Deviation 2025-O0003.

Questions and Answers – FA485525Q0018: Golf Course Hydroseed - Cannon AFB

1. The Performance Work Statement (PWS) mentions Pure Select Bentgrass. Could you confirm the exact seed variety and any specific certification or blend requirements?

a. The seed we are requesting is 100% Pure Select Bentgrass; there is no certification required, and we do not want a blend of the Pure Select Bentgrass with another seed variety.

2. What is the required application rate of Pure Select Bentgrass seed per acre (lbs/acre)?

a. The required application rate is 1.5 lbs per 1000 Sq. Ft.

3. What is the required rate of mulch application per acre (lbs/acre)? Are there any specifications regarding the type of mulch to be used?

a. There is no required rate for the mulch application. Additionally, there is no specifications for the mulch used.

4. Will there be access to an on-site water source for hydroseeding operations, or should we factor in the cost of transporting water to the location?

a. There is access to a water source on site, however, the water source will only be able to fill equipment with water, it cannot be used to pressurize a hydroseed system. Any equipment used for the hydroseed application must be able to pressurize itself.

5. Are there any slopes on the greens? If so, could you provide details on the degree of incline and any specific erosion control requirements?

a. The slope is minimum 6” drop back to front. There is no erosion control issues other than the polymer in the hydroseed for adhesion.

6. Does the golf course have fire hydrants we are able to use to spray hydroseed?

a. There are no fire hydrants on-site; the water will be available from multiple water spigots around the site. There is currently no water source that can be used to pressurize a hydroseed system, only to fill it. Pressurization should come via the pumps on the company’s equipment.

7. Is there a map of which holes are the front 9 vs the back 9? This information may help with the estimation of our piping equipment.

a. The below image is from Google Earth, and the front 9 holes have been labeled with blue arrows. If further measurements are needed, Google Earth can provide this information for planning purposes. Additionally, we have added another image from

Google Maps of the full course, in color, and have included the course layout image that is available from the Whispering Winds website.
