MEMORANDUM FOR RECORD
SUBJECT: Questions and Answers to Solicitation No. FA4855Q0015, Oil Water Separator Testing and Pumping.
Questions and Answers
Question 1: Are there any subcontracting limitations for the subject notice?
Answer 1: No. There are no subcontracting limitations; however, if an offeror is proposing more than 85% of the work to be completed by subcontractors, the Government will need justification as to why in an offeror’s response.
Question 2: What would be the frequency of services for each CLIN item after the initial response/cleaning?
Answer 2: This requirement is a one-time service.
Question 3: Is pricing going to be required for the opportunity be for non-hazardous or hazardous disposal. The waste determination/acceptance cannot be completed until all samples are collected and analyzed for waste characterization.
Answer 3: Please see the Revised Price Quotation Worksheet. CLIN 0008 will provide pricing for any hazardous treatment/disposal. This CLIN will be unfunded until waste determination is completed. If waste is characterized as hazardous, the Government will fund the CLIN based on the offeror’s Unit Price. It is recommended that the offeror base their Unit Price on the price for hazardous disposal of up to 2,200 gallons. CLIN 0008 will not be evaluated for award purposes.
Only CLINS 0001 – 0007 will be evaluated for award purposes.
Question 4: Will sampling need to occur for every cleaning event or just the initial cleaning?
Answer 4: Sampling will occur for the cleaning. This is a one-time service.
Question 5: All follow-up cleanings, will all listed tanks be cleaned during each mobilization?
Answer 5: This requirement is a one-time service and no follow-up cleanings are required.
Question 6: Is it possible to get direct dimensions (depths) for sample collection purposes?
Answer 6: A site visit was conducted on 27 March 2025 to enable interested vendors to have the opportunity to view the sites. The OWS drawings provided in Appendix B of the PWS is the extent of the drawings the Government has access to.
Question 7: How much oil is in the used oil holding tanks? Gallon count please.
Answer 7: The level of the holding tanks is provided below:
o Bldg. 103 – 10% full (approx. 750 gallons) o Bldg. 4608 – 30% full (approx. 150 gallons) o Bldg. 4617 – 100% full (approx. 500 gallons)
Question 8: Site 103 outside wash pad, will the contractor be allowed to drive the contractor’s trucks off of the concrete pad(s) to get as close to the facility as possible to eliminate excessive hose use?
Answer 8: Yes, 27 SOCES will coordinate a member with an airfield driver’s license or restricted area badge to escort contractors into any restricted area. For privately owned vehicles (POV), 27 SOCES will coordinate with Airfield Management for a POV passes signed by the unit commander.
Question 9: When meeting the “refill” requirement after the tanks have been evacuated and cleaned, what water source will be available to introduce water back into the tanks?
Fire hydrant?
Answer 9: 27 SOCES will provide water at the bulk water filling station, located at Cannon AFB. Contractors will provide transport of the water to the OWS sites.
Question 10: Pages 13 and 15 of the floor plan in Attachment 1 aren’t very clear. Could you please share more details about the tanks – specifically their depth, dimensions, and whether they’re more vertical and horizontal?
