STATEMENT OF WORK
FOR
OIL WATER SEPERATOR TEST AND PUMP
Cannon Air Force Base, New Mexico
17 January 2025
1.0 BASIC SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to accomplish the waste characterization sampling and analysis of the contents of the oil-water separator, including any sludge or volatiles; the pump-out, cleaning, removal, and off-base treatment/disposal of waste at a permitted treatment, storage, and disposal facility (TSDF);
and return the Oil Water Separator (OWS) to full functioning operation after cleaning. Work shall comply with government and commercial standards.
1.1. Specifications and Description of Work. The contractor shall pump all oil, oil residue, and other waste from the separator. The separator must be drained completely, leaving no more than a 2-inch layer of oil on the bottom. The contractor shall wash separator and fill with clear water as required for the unique configuration of the separator. The contractor is responsible for the proper disposal of all oil, oil residue, and other waste from the separator. The contractor shall transport and dispose of all materials and liquid from oil water separator to an approved off-base oil recovery and storage facility. The contractor shall take a photograph of the empty separator once cleaning has taken place, prior to refilling and submit to the Contracting Officer Representative (COR).
1.2 Oil/Water Separators. Some limited drawings and an inventory of OWS and, if applicable, the corresponding holding tanks to the OWS to be pumped are provided in Appendix A, but it is the responsibility of the contractor to field verify information obtained from the drawings.

1.2.1. Waste Characterization Sampling and Analysis. The contractor shall ensure testing and analysis is conducted in accordance with all federal, state, and local laws. Prior to cleaning and pumping operations, the contractor shall perform appropriate tests of the contents (floating materials, liquid, and sludge) to determine waste characterization. The Contractor shall sample the full column of the oil-water separator from top to bottom, including sludge and complete the following analyses for waste characterization for proper shipping and disposal:

• EPA SW-846 Methods for Full Toxicity Characteristic Leaching Procedure (TCLP) for D004 – D043 wastes
• Hazardous Waste characteristic analyses using EPA SW-846 methods to determine Ignitability (D001), Corrosivity (D002) and Reactivity (D003)
• Total petroleum hydrocarbon analysis
• British Thermal Unit (BTU) and % (percent) chlorine analysis
• Wastewater/non-wastewater determination in accordance with 40 CFR 268.2
• Provide a copy of all analytical results to 27 Special Operations Civil Engineer Squadron / Civil and Infrastructure Engineering (27 SOCES/CEIE) within 15 business days of testing.
• Upon 27 SOCES/CEIE evaluation of all analytical results and COR approval to proceed, the contractor shall pump oil water separators within 3 business days.
1.2.2. Hazardous Waste. If test results reflect components exceeding regulatory limits, all hazardous waste (HW) will be disposed of in accordance with federal, state, and local regulations, at a treatment, storage and disposal facility that is approved by the Environmental Protection Agency (EPA) and issued an EPA ID number. Before waste removal, analytical data must be provided to the 27 SOCES/CEIE for review and the issuance of a Waste Profile Sheet, if applicable. Before waste removal, 27 SOCES/CEIE must review and sign the Uniform Hazardous Waste Manifest. Only designated Environmental Element personnel are authorized to sign these manifests. Waste removal from CAFB must be by a transporter who has an EPA ID Number. Certification of receipt of HW (signed by the hazardous waste disposal facility manager) must be returned to 27 SOCES/CEIE personnel within 30 days from the removal date.
1.2.3. Manifests. The contractor shall provide the 27 SOCES/CEIE with copies of all completed manifests as specified by 40 CFR, part 261, 262 and 263.20 and disposal or recycling documentation within 30 days of the transport date.
1.2.4. Special Qualifications. Contractor personnel shall be certified by appropriate federal and state regulatory agencies to meet federal and local certification requirements in the maintenance of oil/water separators. The contractor shall submit certifications to the CO prior to the pre-performance conference.
2.0 SERVICE SUMMARY. The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the Contractor’s Quality Control Plan provide information on contract requirements, the expected level of Contractor performance, and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success.

2.1. Quality Control. The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used. The Quality Control Plan shall be submitted to the CO prior to the pre-performance conference.
The contractor shall employ his commercial quality control program/procedures to identify, prevent and ensure non-recurrence of defective services. Through implementation of the contractor’s quality control program/procedures, the designated Civil Engineering COR shall receive quality services meeting the requirements of this contract. All quality control records shall be kept and made available to the designated Civil Engineering COR throughout the contract performance period and for the period, after contract completion until final settlement of any claims under this contract.
2.2. Quality Assurance. The designated Civil Engineering COR will inspect and evaluate the contractor's performance to ensure services are received in accordance with the requirements set forth in this SOW. The designated Civil Engineering COR will inspect by validating actual work performance.
3.0 GOVERNMENT FURNISHED PROPERTY/SERVICES/UTILITIES. Government furnished property and services will not be provided for this contract. Utilities will be provided by the government if available at job site.
3.1. Utilities. Water and electricity may be available at the job site(s) and may be utilized by the contractor in quantities necessary to perform the work herein. The contactor shall be conservative with utilities. The contractor shall be responsible for all temporary connections necessary for their operations and for their removal prior to final acceptance of work.
3.2 Damage to Government Property. The Contractor shall repair or replace any damaged government property (trees, shrubs, flowerbeds, buildings, equipment, communication, cables, signs, signposts, utilities, etc.) cause by the contractor. The Contractor is also responsible for repair of any deep ruts caused by vehicles.
4.0 GENERAL INFORMATION.
4.1. Contractor Personnel. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. All employees performing on this contract must be clearly able to read, write, speak, and understand English.
4.1.1. Contract Manager. The contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The contractor shall provide the CO with written emergency contact information in the event unscheduled services are required. The name of this person and an alternate(s), who shall act for the contractor when the Contract Manager is absent, shall be designated in writing, with daytime contact information (email address, work and cell phone numbers), to the CO at least 2 days prior to contract performance.
4.1.2. Listing Of Employees. The contractor shall provide, to the CO, a list of all personnel requiring access to CAFB for performance IAW this SOW, 5 days prior to contract performance.
4.2. Site Access. A site visit can be arranged through the Contracting Officer (CO) and designated Civil Engineering COR within normal hours of operation. Building 4608 will require escort access and coordination with the COR prior to site access.
4.3. Hours Of Operation. Normal Hours of Operation for this contract are between the hours of 0700 and 1600 hours. The contractor shall perform the service required under this contract during this time excluding Saturdays, Sundays, and Federal Holidays. The contractor shall notify the CO and designated Civil Engineering POC 24 hours in advance of performing any work. The contractor shall not start any pumping unless it can be reasonably expected that the operations will be completed by 1600 hours of that same day.
4.4. Security Requirements.
4.4.1. Background Check. The contractor must be aware that entry requirements are subject to change due to installation and world situations. All employees are subject to a background check for base access.
4.4.2. Security Training. Contractor personnel are required to attend security and OPSEC orientation under Homeland Security Presidential Directive (HSPD) Title 12. The Contractor shall schedule initial and annual refresher training (for all assigned contractor personnel) through the CES Security Manager. All contractor personnel shall be thoroughly briefed by the CES Security Manager on established security requirements and procedures as stipulated in Air Force Policy Directive (AFPD 31-1, Integrated Defense).
4.4.3. Main Base Access. Security access restrictions require all contractor commercial vehicles (which are the size of a standard bread delivery truck or larger) to enter through the Portales Gate only (via NM Hwy 467). Contractor vehicles may be subject to search prior to gaining base entry. The contractor should plan and allow for delays because of increased and ever- changing security procedures.
4.4.4. Identification (ID) Passes and Badges. Prior to the start of work, the contractor is responsible for obtaining all clearances, vehicle passes, and ID cards required for contract employees to enter the base. The contractor shall ensure the pass and ID items required for contract performance are obtained for employees and is responsible for all passes and ID cards issued. The Pass and ID Section of (27 SOSFS) will provide base entry authorizations/passes to each authorized contractor employee. Applications shall be coordinated through the CO. Upon termination of employment, the contractor shall be responsible for returning ID cards and base/vehicle passes to Security Forces within 24 hours.
4.4.5. Vehicles. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicles. Vehicles shall be clean and always have a neat, professional appearance. All vehicles shall be in operable condition and meet New Mexico safety requirements. Vehicle repairs shall not be accomplished on CAFB. Equipment failure shall not alleviate the contractor from performing any requirement contained in this contract. Only qualified operators shall be permitted to operate the vehicles or equipment required by this contract. Vehicle/equipment operators shall possess a valid driver’s license.
4.4.5.1. Traffic Laws. The contractor and contractor employees shall comply with all base traffic regulations. The contractor is not permitted to use cell phones on CAFB or MAFR while operating a moving vehicle unless the device is hands-free.
4.4.6. Weapons, Firearms, And Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicles or privately-owned vehicle while on CAFB.
4.5. Environmental Protection and Safety. The contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations and requirements regarding environmental protection and occupational safety and health. The Contractor is solely responsible for compliance with the Occupational Safety and Health Act of 1974 (OSHA) and the protection of their employees and all sub-contractor employees. In performing work under this contract on a Government installation, the contractor shall report any accidents involving Air Force property/equipment damage, or contractor personnel injuries occurring on the job or an accident resulting in death, injury, occupational disease, or adverse environmental impact to the contracting officer within five days. The contractor shall comply with any laws or regulation changes during the term of this contract. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling (including hazardous materials).
4.6. Hazardous Material (HAZMAT). The Contractor shall comply with all federal, state, and local regulations including Cannon Air Force Base & Melrose Air Force Range Civilian Contractor Environmental Guide, refer to Appendix E, concerning the use, storage, and reporting of Hazardous Materials (HM). IAW AFI 32-7086, Hazardous Materials Management, the Contractor shall provide the following information to 27 SOCES for all HM to be used:
a. Product identification or label
b. Safety Data Sheet (SDS)
c. Estimate of quantity to be used
d. Maximum quantity to be used
e. Storage location
The above information must be submitted to the CO on a CAFB Contractor Hazmat Worksheet and CAFB Contractor HM Usage Worksheet. The Contractor may not bring a HM onto CAFB, nor use a HM, until the Contractor receives all required authorizations. This HM information shall be submitted 30 calendar days prior to the HM being brought onto CAFB. For definition of HM, the Contractor shall refer to FED-STD-313D. HM includes pesticides and cleaning supplies. The Contractor shall not use EPA-prohibited chemicals and shall be encouraged to not use products which result in the generation of hazardous waste, air, or water pollution. Class I Ozone Depleting Substances shall not be used for any requirement of this contract. The Contractor shall maintain a copy of current SDSs readily available to employees for HM in use or being stored. The Contractor shall be OSHA compliant.
In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply as such laws/regulations come into effect. The Contractor shall notify the CO at earliest knowledge of the law/regulation change.
4.7. Environmental Regulations. The following list of federal regulations pertaining to liquid wastes is not all-inclusive.
• Resource Conservation and Recovery Act (as amended by the Hazardous and Solid Waste Amendments of 1984), subtitle C, “Hazardous Waste Management.” Oil Pollution Act of 1990, Section 1001
• The Clean Water Act, Title 3, “Standards and Enforcement”, and Title 4, “Permits and Licenses”
• Title 40 CFR 260-282, “Hazardous Waste”
• Title 40 CFR Parts 104-149, “Water Programs”
• Title 40 CFR Part 110, “Discharge of Oil”
• Title 40 CFR Part 112, “Oil Pollution Prevention”
• Title 40 CFR PART 401-471, “Effluent Guidelines and Standards”
• Title 40 CFR Subpart F, “Releases from Solid Waste Management Units”
4.8. Notification of Environmental Spills. Upon occurrence of any spills that could enter the storm system or cause any harmful environment effects, the contractor shall immediately call 575- 784-0911 or 911 to report the incident. When possible, the contractor shall use a base telephone to receive help from Cannon AFB. If using a cell phone to dial 911, please request Cannon AFB. The contractor shall report all environmental violations to 27 SOCES. The contractor shall submit a typed or written report about the incident within four (4) clock hours. The contractor shall provide five (5) copies of the written report. The contractor shall provide one copy to the CO, three copies to 27 SOCES and a copy for record. The format of the report shall be left up to the contractor, but the report shall contain the following information.
1. Name and contact number of people reporting the spill
2. Date and time of incident
3. Location and source of spill
4. Substance or pollutant spilled
5. Amount spilled and the rate of discharge
6. Any damages or injuries involved
7. Extent of the area impacted
8. Potential hazards
9. Action taken
10. Organizations contacted
11. Remarks Section - that addresses the cause of the spill (e.g., human error, equipment) and whether 911 was called and which agencies responded.
4.8.1. If a spill occurs (to include Hazardous Material and Hazardous Waste) and containment, clean up, and disposal require CAFB resources, the Contractor shall be responsible to pay the Government for these resources.
