About this file
This document is a Single Source Justification (Simplified Acquisition) for a fire protection systems procurement at Cannon Air Force Base. The Continuous Improvement and Innovation (CI2) Office requires a comprehensive fire alarm system installation in Building 71, with specific technical requirements including 3/4" conduit, an isolated SLC circuit, and multiple Monaco-brand fire safety components such as an Analog Addressable+ Fire Alarm Control Panel, antenna assembly, wall mount speaker/horn strobe, pull stations, smoke detectors, and monitor modules.
Monaco Enterprises, Inc. (MEI) is being selected as the sole source vendor due to being the original equipment manufacturer for fire, security, and life safety systems currently deployed at Cannon AFB, with the base chief of fire prevention mandating their system. The justification is supported by FAR 13.106-1(b)(1), which allows single source acquisitions when only one source is reasonably available. The document indicates that for future procurements, 27 SOCONS will continue to assess the vendor landscape to determine if additional sources become authorized or capable of supplying compatible components. The contract is set to be signed on 16-Sep-2025 by Contracting Officer Peter N. Iannuzzo.

Section C: Justification for Soliciting from a Single Source or Brand Name
Monaco Enterprises, Inc. (MEI) is the original equipment manufacturer (OEM) and single service provider for the Fire, Security, and Life Safety systems currently deployed at Cannon Air Force Base (AFB), New Mexico. Monaco equipment is the only system currently installed and fully compatible with Cannon AFB existing infrastructure, no other company can provide the necessary service and hardware integration, making Monaco the only viable option it also a requirement per the base chief of fire prevention this requirement allows the base fire department to monitor the system. Additional support for this single source determination is evidenced by similar notices of intent posted by other Air Force installations for MEI products and services, including: Arnold AFB (posted August 21, 2025), Laughlin AFB (posted August 20, 2025), Andrews AFB (posted September 2, 2025). These precedents further validate MEI's status as the single provider capable of fulfilling the requirements of this procurement. In accordance with FAR 13.106-1(b)(1), which allows for single source acquisitions when only one source is reasonably available due to unique capabilities or compatibility requirements, a single source award to MEI is fully justified.

Section D: Efforts to Obtain Competition
At present, Monaco Enterprises, Inc. (MEI) is the single source capable of fulfilling this requirement due to its proprietary ownership of the Monaco Fire Alarm system and exclusive authorization to perform system upgrades, including those requiring Windows 11 compatibility. For future procurements of a similar nature, 27 SOCONS will continue to assess the vendor landscape to determine whether any additional sources become authorized or capable of supplying compatible components, upgrades, or services.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, continual market research shall be performed for similar or like requirements to ascertain if other manufacturers are entering these specified markets that can meet 27 SOW Fire Alarm Systems requirements. Additional market research shall also be conducted to determine if there are other brands available for future similar or like requirements that will neither hinder the mission of the customer nor increase the cost/price for the government.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
