About this file

This document contains questions and answers regarding a physical access control system (PACS) solicitation for the Department of the Air Force Special Operations Command. The solicitation requests proposals to install a new PACS at an Air Force facility, including conduit and wiring between doors and control panels. Some of the existing door locks are Trilogy or simple key locks. The location requires three double leaf doors, one single leaf door, and conduit installation is complicated by outdated building plans that were provided but lack necessary details. Proposers are advised that electric strikes may be an option to maintain security while allowing emergency egress. The preferred location for the system administration computer is at the center of the squadron in an area called the "step desk".

PACS Solicitaon Quesons

Q: Is each door a single leaf versus a double leaf door?

A: 3 double leaf, one single leaf door.

Q: There is an existing access control system, which means there is existing locking hardware on the doors. What is the manufacturer of the existing system?

A: Some of the locks are Trilogy locks, but I cannot confirm for all of them because there is no outer marking or record of their installation.

Q: What is the locking hardware on the doors?

A: A four-code lock is installed on one double leaf door and one single leaf door and the other two doors have simple key locks.

Q: The gym door looks wider than the other doors, is this an oversized door, an overhead door, or is it a swinging personnel door? Single leaf or double leaf?

A: Double leaf, and not wider than any other door.

Q: Magnetic locks, also referred to as electromagnetic locks are magnets that operate with support from a power supply, which are supposed to drop power to the lock and then open during a fire or life safety emergency. This is considered a “fail safe” or “fail open” condition in order to support free egress during an emergency, allowing exit but also open to entry, which is not preferred in a secure space. Is the use of electric strikes an option in order to maintain “fail secure” status, maintaining security by restricting entry, and at the same time allow free egress during an emergency?

A: Yes.

Q: Where is the preferred location for the PC that will be used for administering the system?

A: The center of the squadron, at what we call the “step desk”

Q: Wiring is to be in conduit, need to know more detail about the construction of this building in order to adequately cost the installation of conduit between each door and the control panel(s). Building plans and drawings would be helpful in this case.

A: Attached is the building plans we have possession of. They are not up to date.
