PROJECT NUMBER: CZQZ 13-1136

STATEMENT OF OBJECTIVES

For

DESIGN / BUILD SERVICES

Replace Primary and Secondary Electrical Distribution Phase 2

CZQZ 13-1136

03 February 2016

BACKGROUND

The 12,470 V, 3 Phase, power distribution near golf clubhouse is currently overhead power lines and needs to be converted to underground power distribution system in accordance with UFC 3-550-01. This area has caused many outages in the past, especially during winter time and this conversion will reduce the risk of an outage.

This project involves providing design-build services for a Sustainment, Restoration, & Maintenance (SRM) project; fully design and execute construction of the Project, Bury Overhead Electric to Underground Near Golf Clubhouse.

GENERAL INFORMATION

1. PURPOSE: The purpose of this Statement of Objectives (SOO) is to notify approved Design-Build service providers of a potential project at Cannon Air Force Base (CAFB). This SOO is not intended as an exhaustive description of the scope of work. Instead, it generally describes Air Force requirements and objectives for the design, documentation and construction of the project. More detailed requirements, if any, will be identified during design and documentation and will be reflected in the contract for construction.

2. BASIC DESIGN SERVICES: The Design-Build Entity (DBE) shall furnish all services, labor, expertise, materials, supplies, equipment, investigations, studies, supervision and travel necessary to produce construction drawings and specifications that completely and accurately represent the intent of this SOO. The DBE shall carry liability and other insurance as defined in the contract for services.

3. BASIC CONSTRUCTION SERVICES: The DBE shall furnish or arrange for others to furnish all labor, expertise, supervision, materials, supplies and equipment necessary to complete the work as defined by the approved construction drawings and specifications. 4.3.2. Install underground distribution pad-mounted 4-way Cooper VFI series (or other manufacturer equivalent meaning that fusing is not the sole sensing mechanism) switch gear (600/600/600/200 amps) with visible-break option near the base of pole #318.

4.3.3. All Duct banks shall contain two (2) new conduits (primary with spare) and shall be 5 inch diameter minimum, PVC Schedule 80, encased in 3000 psi concrete with red dye, and buried a minimum of 36 inches from finished grade to top of encasement.
