Replace Electrical Distribution, Phase 1, Cannon AFB Project Number: CZQZ13-1134 Solicitation #: FA4855-16-R-0005

Questions & Answers

1. What is the preferred method for crossing the roads for this project?

a. Saw cut, then re-asphalt

b. Directional bore

c. Jack and Bore(steel casing installed under roadway)

1. This required methods of Directional Bore or Jack and Bore is identified in UFC 3_550_01– Exterior Electrical Power Distribution requirements paragraph 3-11.2.2 with reference to appendix “B” of the UFC for existing pavements and roadways.

2. Will the lighting control for the putting green lights (controls are on pole 235, which is getting removed) need to be incorporated into the new lighting system?

2. Yes, the existing putting green electrical controls consist of two (2) 1 hour controllers with a 60amp rated, 120/240v, 1p, Nema 3r Panel with 2-240v, 20amp, 2 pole circuit breakers that serve two separate 240v circuits. The existing sub panel shall be back fed from the new 120/240V 1phase panel board at pole #315 fed from a new 7200V-240/120 V 1p , metered pad mounted transformer . Remove existing electrical equipment from wooden pole to be removed, #235, and mount on new galvanized metal framing rack.

3. Can/will CAFB provide drawings of the underground utilities in the area being trenched, and/or will a locating service be required to find and buried services?

3. Prior to Construction, the Contractor will be required to submit an AF form 103, work clearance request permit for this project, at which time the CAFB will provide locates for existing, known, underground utilities in the project location. The contractor will need a copy of the 100% design drawings for the locates to be marked by CAFB.

4. The specification and drawings calls for 250Watt induction luminaires, type III or IV light distribution (forward throw). I have checked with all of my reps and of the few that still offer induction lighting, the only offering they have is type V or LED. Will type V or LED be an acceptable substitute?

4. The Designer of Record will be required to determine what type of lighting fixtures will be provided to Conform with CAFB Electrical standards and UFC 3-530-01. The Contractor shall be advised that selecting LED fixture for design may require additional fixtures to be provided to meet the design requirements as set forth in

UFC 3-530-01(01 April 2015) as follows:

4.1 Paragraph 5-6 for roadways (IES RP-8 referenced)

4.2 Paragraph 5-3.1 for Parking Lots

4.3 Paragraph 2-4.1.1 –

4.1.1 - Multi-Level Control

4.1.2 - IES LM-79, LM-80, and TM-21 testing reports must be supplied from manufacturer and include all relevant information.

4.1.3 - 10 Year Warranty

4.4 Paragraph 4-1-4 – provide a Life Cycle Cost Analysis, example in appendix E-1

UFC 3-530- 01.

4.5 Paragraph 2-8-3 Power Quality Study will be required to confirm poor quality issues such as harmonics are not an issue after installation of LED’s on the circuits.

Statement of Objections 4.3.3:

5. Since the duct back is concrete encased can the EB20 Conduit be used instead of the PVC Schedule 80 for cost savings?

UFC 3-550-01 is specific to the Sizes of Conduit to be utilized depending on the duct bank installation type on paragraph 3-11.2.2 EB 20 in concrete encased duct banks with transitions to schedule 40PVC before emerging from the ground or HDPE schedule 80 for direction boring as referenced in appendix B.

6. Using red dye results in terracotta colored concrete. In other installations on CAFB we have painted the top of the duct bank resulting in a true red top surface. Will painting the top of the duct bank red be acceptable for this installation?

Red Dye in Concrete shall be installed per the SOO and suffice for this project as caution tape will be installed in conjunction to the Red Dye per CAFB Electrical Standards.

Statement of Objections 4.3.3.3:

7. Can the existing 2-4” duct bank be use from the new 209 switch location through sec-1514 to sw- 1561 for cost savings? This would also result in not having to cross the main road. The 4/0 15kV cable can easily be installed in a 4” raceway.

7. Per UFC -3550-01- and CAFB Electrical Standards , new 5” conduits duct banks are required. The Contractor shall not consider the re-use of the existing 4” raceways in this Contractor.

8. Is there another means acceptable for crossing Air Commando Way? Some discussion was made during the site visit of directional boring but CAFB Standards call for concrete encasement.

Paperwork also states saw cut and repair.

9. Will we be allowed to close Air Commando Way to do this crossing?

9. Reference Q&A item no. 1 and CE response 1. A temporary closure will be required to be submitted in writing 2 weeks prior to the Activity occurring.

Attachment 2:

10. Are the provided details to be used for information only and do we have flexibility to use other details in our design?

The Designer of Record will provide the Design. The drawings provided are for information only. Details in design shall meet the requirements of the Contract Documents.

11. We see the barrier detail for the TRANSFORMER PAD DETAIL using an ATFP WALL OR BUSH TO CONCEAL. We cannot find a place where the same requirement applies to other electrical equipment (sectionalizes, pedestals, etc.).

Is there such a requirement?

Are there any other locations where a back-up generator will be required during system changeovers other than the Main Gate and Visitor center?

Is there the capability to back-feed this circuit from another direction?

11.1 The Designer of Record shall utilize UFC 4-010-01 - DoD MINIMUM ANTITERRORISM STANDARDS FOR BUILDINGS for this requirement to minimize the Vantage Points for assets.

11.2 The Designer of Record shall design for a portable generator to temporarily power the ECP Panelboard located near transformer T2209 and Building 2206 served by Transformer T2206.

11.3 At present there is no Back-Feed for this existing circuit.

12. On the Government Form 1442 13 D is states the proposal must remain valid for a period of 358 Days or March 3, 2017. This will cause the contractor to include escalation on materials through that period. Is it the intentions of the Government to have the contractor include these additional costs in the proposal?

12. SOCON to Respond to this Question: This will be a question that will be answered for all contractors who are allowed into Phase II of the proposal.

Statement of Objectives: Reference Articles 8 and 11.3.1

13. In the statement of objectives article 11.3.1 states the contractor is to review as-builts on the project. In order to give the government the most accurate bid we need to review the as-builts prior to the proposal due date, please forward any as-builts in which pertains to the areas of constructing new underground facilities.

13. As-Built with available information have been provided in Attachment “As-builts” . The information provided is For Information only and must be confirmed as accurate on site.

14. Page 40, Section “b, PART II – TECHNICAL QUALIFICATIONS – SubFactor2: Capability to perform”. “Offeror should list number of employees by trade currently with company, and equipment owned by the company to be utilized for the contract. Offeror should provide the following information. Current job commitments, dollar values, anticipated completion dates, and points of contact with telephone number”. Question: is this information required for only the prime contractor (GC) or should it include the A&E team member and any significant Construction subcontractor or contractors?

14. SOCON to Respond to this Question: It should include any significant subcontractors/ A&E team member.

15. Page 41, Section (b), Performance Surveys. Please clarify the “Relevant contracts” sentence. It seems to refer to design, building, and replacing parking lots and roadways.

16. Is the 30% Design Review Submittal the precedent package leading to the 35% Construction Documents?

16. SOCON to Respond to this Question: Yes.

17. Page 48 Items (d) & (e). Please verify that the 30% Design Submittal, as a part of the Phase 2 proposal submittal, will require the A&E team member to produce and submit a detailed Site Plan and a parking plan. If yes, will CAFB provide existing baseline drawings from which we can work since we will not have performed site surveys as of yet, or should they be based on the sketch/drawings provided in the solicitation?

17. SOCON to Respond to this Question: If chosen to participate in Phase II, another site visit can be arranged for A&E team member.

18. Does contractor need to provide traffic signage and signalmen for road closures and transportation interruptions or will Cannon AFB provide?

18. Yes, A traffic Plan identifying the Closure requirements will be required to be submitted with a Street Closure request.

19. Does building 2209 have accessible transfer switch for installation of mobile temporary power?

19. No, A transfer switch is not available. The Designer will need to incorporate the temporary power connections in the design.

20. Can we use direction boring with rigid pipe under roadway and parking lot?

20. Reference Q&A item no. 1 and CE response 1. A temporary closure will be required to be submitted in writing 2 weeks prior to the Activity occurring.

21. Is water pump equipment in wooden fence area being used? Do they want this to be energized?

21. Yes this pump is active during heavy rains. The Contractor will be required to submit a Power outage request 14 Calendar days in advance prior to de-energizing this utility and any other facilities.

22. Can we reuse existing conduit banks at Sectionalizer J-1514?\

22. See response for Q&A no. 7.

23. This is a two-part question regarding the Q&A period.

a. Will there be an additional Q&A period after selection of the 3-5 contractors (in preparation for Phase Two)?

b. If not, please provide additional details/specifics of what is required to be submitted in the “30% Design Review Submittal” referred to on Page 42… Item “1. Compliance with Statement of Work (SOW).

There will not be an additional Q&A period. There is a separate Q&A for solicitation FA4855- 16-R-0006, Phase 2. That solicitation Q&A is separate from solicitation #FA4855-16-R-0005.
