1.1 DESCRIPTION OF SERVICES: This Performance Work Statement (PWS) outlines laundry and dry-cleaning requirements for Medical Treatment Facility, Mobility, Lodging, Dining Facility, Consolidated Club, Honor Guard and Fire Station, located at Cannon AFB, NM.

The Contractor shall provide off-site laundry and dry cleaning services, with pickup and delivery service at Cannon AFB. The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and other items necessary to perform laundry and dry cleaning services as defined in the PWS and the contract.

1.2. LAUNDRY SERVICES: Contractor shall pick up soiled articles and deliver clean articles, in accordance with Appendix 1, Delivery and Pick Up Schedule. Laundry services include:

pickup and delivery schedules are met; correct quantities of articles are delivered; articles are delivered free of all dirt, contaminates, debris, dampness, offensive odors, mildew, and cleansing chemicals residue; has a uniform appearance, and articles are properly finished and packaged.

1.3. SOILED LAUNDRY PICKUP. All articles will be processed for shipment in government provided laundry bags.

1.3.1. Soiled apparel (articles) from the Fire Department and Honor Guard will be placed in government provided laundry bags, tagged as required to identify special conditions and placed in carts for pick up.

1.3.2. Medical Treatment Facility soiled articles are weighed wet in government provided laundry bags and placed in a cart for pickup. When returned, the MTF articles will be weighed dry.

1.3.3. Soiled laundry articles picked up from Cannon AFB will be sorted or bundled as follows:

1.4. UNSERVICABLE ARTICLES. All unserviceable articles and non-repairable articles shall be returned in a separate marked bundle after laundering. The contractor shall mark the bundle as “unserviceable”.

1.5 STATE OR LOCAL DEPARTMENT OF HEALTH REQUIREMENTS. The contractor shall comply with all certification or labeling requirements arising from state or local department of health regulations.

1.6. TRANSPORTING OF SOILED AND CLEAN ARTICLES.

1.6.1. Soiled and clean articles shall not be transported in the same vehicle at the same time.

1.6.2. All clean articles are to be protected from contamination and soiling during transit to designated delivery points.

1.7. NON-REIMBURSABLE REPAIRS.

1.7.1. Except for Fire-Fighter Apparel (articles) and unserviceable articles, the contractor shall repair at no additional cost to the government all minor rips, tears (less than four inches), open seams and holes using thread and materials of the same quality, compatible color, colorfastness, and texture as that used in the manufacture of the articles.

1.7.2. In addition, the contractor shall repair by replacement all broken or missing buttons with buttons of matching color and similar appearance and quality.

1.8. WORKMANSHIP AND SANITATION.

1.8.1. Delivered finished articles shall conform to the Standards and Recommendations of the

Joint Commission on Accreditation of Healthcare Organizations (JCAHO), OSHA, generally accepted industry standards of quality of cleanliness, finish, and appearance.

1.8.2. All articles will be delivered in a sanitary and thoroughly laundered condition. All work performed shall be done under sanitary conditions, in accordance with generally accepted industry standards and Department of Health Regulations.

1.8.3. The contractor’s facility shall be open to inspection of sanitary conditions at any time by a representative of the government and the government reserves the right to perform or cause to have performed any test necessary, to determine the sanitary condition of articles delivered by the contractor.

1.8.4. All articles shall be kept segregated in the contractor’s plant and handled separately from any other customer’s work that may be in progress. Contractor shall ensure that at no time

Cannon AFB articles come into contact with articles of other customers that may be in progress.

1.9. COUNT OF ARTICLES.

1.9.1. Soiled articles to be picked up by the contractor will be counted by a government representative.

1.9.2. The contractor and a government representative shall verify the count and enter the count on the laundry ticket before signing the laundry ticket when articles are picked up and delivered.

1.9.3. The contractor shall furnish the original copy of the laundry ticket to Primary Quality

Assurance Personnel from each organization, with duplicate copy to the customer.

1.9.4. The contractor shall be liable for return of the number of articles turned in for service under this contract.

1.10. MEDICAL FACILITY CONTAMINATED LAUNDRY. The contractor is responsible for properly handling this contaminated laundry articles, in accordance with the “Infection

Control” section (Linen and Laundry sub-section) of the JCAHO Guidelines.

1.11. FIRE-FIGHTER APPAREL(ARTICLES):

1.11.1. TYPE OF UNIFORMS. The three types of uniforms that require service are as follows:

National Fire Protection Association (NFPA) compliant Military BDUs/ABUs; NFPA Compliant

Wildland Firefighting Uniform (shirt and pants); and the Civilian NFPA Compliant Work

Uniform (shirt and pants).

1.11.2. SPECIAL LAUNDERING INSTRUCTIONS. Uniforms shall be cleaned IAW NFPA

1581, paragraph 6-4 and manufacture’s recommendations. General cleaning criteria follows but is not intended to replace NFPA and manufacturer’s requirements.

1.11.2.1. Uniforms shall not be dry cleaned nor starched.

1.11.2.2. Chlorine bleach, fabric softeners, and soap cleansers are not to be used.

1.11.2.3. Hot water above 140 degrees will not be used for washing nor will high heat settings be used on driers.

1.11.2.4. Uniforms will be turned inside out and washed separately from other garments and articles.

1.11.2.5. Oxygenated bleach and detergent will be used in the wash; spot pre-treatment is permitted using mild detergents.

1.11.2.6. Uniforms will be pressed using a warm, not hot, iron.

1.11.3. SPECIAL HAZARD HANDLING INSTRUCTIONS.

1.11.3.1 Firefighter uniforms, on occasion, may be contaminated with body fluids (blood, etc) and or chemical contaminants. In those situations the uniform will be double bagged by the government and labeled with the type of contamination.

1.11.3.2. The contractor is required to launder these articles apart from all other clothing however; those articles with similar contamination may be combined in the same machine. The contractor will keep these articles segregated and apart from all other clothing until the articles are cleaned.

1.11.3.3. The contractor has the option to refuse those clothing articles contaminated with chemical contaminants should the government be unable to identify the substance or in cases where local, state, or federal regulations prevent their handling or transportation.

1.11.4. REPAIRS AND REPLACEMENT (Fire Fighter Apparel (Articles)). All damages to individual garments which occur while in the custody of the contractor to include rips, tears, holes, and/or broken zippers will be cause for the contractor to replace the garment at his or her expense or to provide reimbursement to the government for the cost of the article at current pricing. The contractor shall only replace missing buttons with thread and buttons of the same type, texture, manufacture quality, color and color fastness as that used in the manufacture of the garment. The unserviceable condition of each individual article shall be so noted on the laundry ticket during the delivery process. Contractor shall ensure that unserviceable articles are segregated from other laundry articles, and are readily identifiable upon return to the government as unserviceable. For example, articles may be labeled with a tag stating “unserviceable”.

1.11.4.1. ALTERATIONS (Fire Fighter Apparel (Articles)). Alterations are required on the

NFPA compliant ABU and Wildland uniforms. These include but are not limited to sewing on of Fire Dept. patch, stripes, functional badge, Cannon FD patch, US flag patch, USAF tape and name tape. There will be a total of 6 patches per ABU uniform and 3 patches per Wildland uniforms. Alterations will be on an as needed basis. There will be approximately 10 new arrivals (4 ABU uniforms and 2 Wildland uniforms per person) per year and for personnel needing new uniforms because of wear and tear.

1.12. REWASH/RECLEAN OF LAUNDERED OR DRY-CLEANED ARTICLES. Any articles found to have been unsatisfactorily laundered or dry-cleaned shall be rewashed or dry-cleaned, at no additional cost to the Government. The government representative will notify the contractor’s representative after the unsatisfactory condition is discovered. The articles(s) shall be rewashed and returned at the next delivery. Contractor shall ensure rewashed articles are segregated from other laundry articles when returned. Contractor shall also ensure that articles are readily identifiable upon return to the government as rewashed articles. For example, articles may be labeled with a tag stating, “Redone.”

1.13. MISSING/LOST ARTICLES.

1.13.1. If any article is missing from a delivery, the contractor shall, on the same day the shortage occurs, issue an IOU (shortage) ticket to be redeemed by the contractor in the next regularly scheduled delivery at no additional cost to the Government.

1.13.2. Articles not delivered within 24 hours of the original scheduled delivery date will be considered as missing.

1.13.3. If a missing article is not delivered by the last contractor workday of the month it is considered lost. The contractor shall reimburse the government with an equitable replacement for all lost, damaged or destroyed articles at contractor’s facility.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

3.1. The Government will provide laundry bags.

4. GENERAL INFORMATION

4.1. Quality Control. The contractor shall establish and maintain a complete Quality Control

Plan to ensure laundry and dry cleaning services are performed in accordance with the terms of this contract and commonly accepted commercial practices. A copy of this plan shall be provided to the Contracting Officer at the pre-performance conference. The plan shall include the procedure followed to track, identify, prevent, remedy, and ensure non-recurrence of defective services.

4.2. Point of Contact. The contractor shall provide a point of contact that shall be responsible

Amendment 0001, 31 March 2010 for performance of the work. The name of the contract manager and an alternate(s) shall be designated in writing to the contracting officer, no later than pre-performance conference.

4.3. Quality Assurance. The government Quality Assurance Personnel (QAP) shall evaluate the contractor’s performance under this contract. The QAP will record all observations. When an observation indicates defective performance, the government representative will notify the contract manager. Unacceptable performance will be reaccomplished at no additional cost to the government.

4.4. Performance of Services during Crisis Declared by the National Command Authority.

In accordance with DODI 3020.37 (Continuation of Essential DoD Contractor Services During

Crisis), and aforementioned Air Force implementation, unless otherwise directed by Contracting

Officer, it is determined that all requirements under this PWS are essential for performance during a crisis.

APPENDIX I

DELIVERY & PICK-UP SCHEDULE

The following chart specifies pick up points and delivery dates for this contract to exclude holidays except as specified. All laundry and dry cleaning articles will be processed and returned by the count the following scheduled day after pickup.
