Basewide Laundry and Dry Cleaning Pre-Proposal Meeting

MINUTES for PRE-PROPOSAL CONFERENCE I. LOCATION. The Pre-proposal Conference was held in the Finance conference room vs. the IG conference room as identified in the solicitation. Ms Linda Kyle and Ms Beth Knight waited at the IG conference room door to identify the new meeting location to the people as they arrived. Ms. Knight stayed at the IG conference room until approximately 0910, 10 minutes after the scheduled time for meeting start. The meeting started at approximately 0910.

II. ATTENDEES. All attendees introduced themselves.

III. AGENDA. A slide presentation in the form of handouts was given to all attendees. See Attachment

1 to these minutes. Ms. Kyle and Ms. Merrell read the slide presentation.

A. General Information. The purpose of the conference is to clarify any questions pertaining to the solicitation. Ms. Kyle stressed the information regarding submittal of the proposals.

B. Request for Proposal. Ms. Kyle identified the contents of the RFP as well as information regarding the clauses and provisions. She reviewed the proposal preparation instructions regarding the submittal of two volumes, Volume I for Past Performance and Volume II for Price.

Ms. Kyle and Ms. Merrell both reviewed the evaluation information. Ms. Merrell reviewed the attachment information. Ms. Kyle pointed out specifically that the awardee will be required to use at the minimum, the Wage Determination wages identified in Attachment 3, plus health and welfare benefits. Mr. Lupo stated he understood this.

C. Questions- Mr. Lupo had the following questions/concerns.

1. Mr. Lupo stated that he has had the existing Basewide Laundry and Dry Cleaning contract for the past five years. His concern is how does he get other data regarding his performance, since this is his only Government contract. Ms. Kyle told Mr. Lupo that he could use commercial businesses.

2. Mr. Lupo referred to the two questions that he submitted on 17 March 2010. We informed him that the answers to his questions and other questions that may come in will be posted as

Basewide Laundry and Dry Cleaning Pre-Proposal Meeting an amendment on FedBizOps, www.fbo.gov after 26 March 2010 at 1:00 PM MDT as this is the cutoff date and time for questions.

3. Mr. Lupo said that he has been shrink wrapping the contract articles as required for about two and one half years. He identified that the big comforters, mattress pads, and large blankets do not hold well in shrink wrap; therefore, he presently uses polybags for these items. Ms. Kyle told Mr. Lupo that this issue will be addressed to the using activity and the answer will be presented in the forthcoming soliciation amendment.

4. Mr. Lupo identified that if indeed, the pillow cases are now required to be bundled in packages of one, he anticipates high employee turnover and higher costs for this task due to time and materials. This issue will be addressed and answered in the forthcoming soliciation amendment.

5. Mr. Lupo identified that it is extremely difficult to access the mobility building 160. There is very limited parking and he finds that high ranking officers continually want him to move his vehicle. He requested that the pickups/deliveries be changed to building 799, which is further away from the flight line. Ms. Kyle said that she would look into this and address it in the forthcoming amendment.

D. Site Visit – Ms. Merrell presented a base map showing the locations of the various buildings where there is to be pick-up and delivery. See Attachment 2 to these minutes.

1. Mr. Lupo identified that he does pick up articles at building 215 for the Honor Guard.

2. Mr. Lupo identified that he did not require a site visit.

IV. Conference adjourned at 0948 MDT.
