About this file

This is a Questions & Answers Matrix for a small business set-aside Request for Quotation (RFQ) related to aircraft rescue and firefighting (ARFF) power-divider repair and vehicle transportation services.

The matrix addresses six substantive questions from offerors regarding solicitation requirements and contract performance. Key clarifications include: small-business prime contractors may utilize experienced Oshosh-qualified technical subcontractors to perform specialized ARFF power-divider repair work and vehicle transportation; qualified subcontractor employees may attend mandatory site visits as the prime contractor's technical representative with proper credential submission; past performance and prior history of both the prime contractor and proposed subcontractors may be submitted as part of the technical evaluation; and FAR 52.219-14 (Limitations on Subcontracting) applies, requiring that subcontracted work be performed by "similarly situated" small businesses with annual revenues under $9 million under NAICS code 811111, with a 50-percent limitation on payments to non-similarly situated subcontractors for service portions of the contract. Site visit attendance is not mandatory for offer eligibility or technical acceptability. When additional components requiring repair or replacement are discovered during inspection (designated as "Over and Above Work"), the contractor must submit itemized pricing categorized by labor, labor positions, and materials to the government for approval before purchasing materials or performing work. The matrix indicates that responses to Question 1 and Question 4 resulted in changes to Attachment 1 (Statement of Work), and Question 6 resulted in addition of Clause 252.217-7000 to the solicitation.
