About this file
This Statement of Work (SOW) details a project to maintain airfield surfaces and markings at Moody Air Force Base. The project requires removing 90% of rubber build-up on the inside airfield runway, completing 100% paint removal, and repainting specified areas, with work to be performed in accordance with UFC 3-260-04 Airfield and Heliport Marking standards. Specific tasks include:
The scope involves rubber removal (240,000 sq ft), paint removal (approximately 35,000 sq ft), and repainting various areas including the inside runway, taxiways (Hotel, Lima, Kilo), runway designations, and the Hot Pit. Strict operational restrictions are in place, including work only during non-flying hours (weekends and weeknights), mandatory radio contact with the Control Tower, and adherence to airfield safety protocols. The contractor must use high-pressure water systems or environmentally acceptable detergents for removal, apply water-born reflective paint to precise specifications, and ensure minimal disruption to aircraft operations. Personal protective equipment is mandatory, and the project is designated as a high-visibility effort that will receive additional scrutiny from senior leadership.

This project requires all materials, labor, and equipment to remove 90 percent of rubber build up on the inside airfield runway, 100 percent paint removal, and repainting of specified specified areas on the airfield. The specified areas will be displayed on the map attached. This project is to complete item requirements in UFC 3-260-04 Airfield and Heliport Marking.
2. GENERAL REQUIREMENTS
The required work includes the principal features listed below. The outline of principal features does not limit the responsibility of the Contractor to furnish all paint, labor, equipment, materials and transportation to result in a complete, usable facility.
2.1. Conduct all work in accordance with the Contract Specifications, all applicable codes, and the construction drawings and details. The Contractor shall comply with the Moody AFB Design Guide, UFC 1-200-01 DOD Building Code with Change 1, and all applicable UFCs.
2.2. The Contractor shall follow all Green Procurement mandates and submittal requirements. The Government requires the use of recycled and recovered materials, bio-based products, energy and water saving products, and environmentally preferable products.
2.3. Dispose of all waste generated by this project according to all applicable regulations.
2.4. Work area(s) will be clean, and all lights turned off at the end of each workday.

Contractor Performance Assessment Reporting System (CPARS) is not required for this project but may be requested by the Government.
3. SITE RESTRICTIONS
3.1. Specific areas with red lines are restricted access on the airfield and will require escorts at all times. Escorts will be provided.
3.2. Rubber removal must be done after flying hours, or non-flying days only.
Flying Hours: Monday – Thursday: 8:00 am – 1:00 am
Friday: 8:00 am – 7:00 pm
Saturday – Sunday & Federal Holiday: Non-Flying Days
4. PROJECT SCOPE
