About this file

This document is a Question and Answer (Q&A) response for a Request for Quotation (RFQ) FA483025Q0062 for tree cutting services at Bemiss Field on Grand Bay Range, Moody AFB, Georgia. The Q&A document provides detailed clarifications about the tree cutting project, including site-specific details such as terrain composition (approximately 14.3 acres of wetlands and 7.7 acres of uplands) and tree cutting specifications. Key responses address questions about tree felling requirements, including guidance that all trees over 10 feet in height should be cut, and that wet areas may require a tracked feller-buncher machine to navigate the terrain.

The Q&A responses also clarify boundary marking, with the south boundary defined by previous clearing and west, north, and east boundaries marked with orange paint and pink flagging labeled "Timber Harvest Boundary". The government specifies that no trees should be left on the main access road, in adjacent ditches, or across the firebreak. The tree cutting is part of a safety project to reduce obstacle heights near an HC-130 assault strip, with fallen trees required to remain on-site due to potential embedded bullets and metal fragments. The project is set aside for small businesses, with a site visit scheduled for 14 July 2025 and quotations due by 2:00 PM EST on 29 July 2025.

11.1 PURPOSEDuring the pre-bid meeting, it was evident that the area is swampy. Can we (the bidders) have an estimated range of how many acres is “swampy” and how many acres is “upland”?The 22 +- acre area is approximately 14.3+- acres of wetlands and 7.7+- acres of uplands.
2During the pre-bid meeting, the gentleman giving an overview of the site stated “cutting the larger trees”. Is there a minimum tree height that can be left due to height and/or caliper size? Example: Trees under 10 feet do not need to be felled. All trees over 10 feet in height should be cut and felled.
3During the site visit, the gentleman giving an overview of the site stated “This area had already been cut”. This was in reference to the area of the stand that had been cut & had smaller wetland understory species. Question: No wetland understory species need to be cut. Soley the trees over the determined height requirement should be cut, correct? The wet areas will need to be cut by a tracked feller-buncher machine like that used in swamp logging, which may require creating a matt with the smaller trees. It is understood all vegetation may need to be run over or cut during the operation.
4This site will be authorized for a hand felling crew – no heavy machinery? The time frame will be limited to 7-10 weekdays 14 calendar days. so a hand crew could not accomplish this. Hand felling is acceptable if done within the time frame. Tracked feller-buncher machine like that used by swamp loggers is preferred.
52.1. REQUIREMENTS AND SPECIFICATIONWill each tree be marked or will a boundary be marked for trees to be felled. Of the required felled area, is there a minimum caliper size or height that does not need to be cut? Example, trees under 10’ do not be felled due to its ecology benefits to the area. The south boundary of the area to be cleared is where the opening starts from previous clearing. The west, north and east boundaries of the area to be cleared will be marked with orange paint and pink flagging labeled "Timber Harvest Boundary." It is understood that all trees inside the area to be can be cut or used for a matt. No trees should be left on the main access road or in the ditches adjacent to the main access road, or across the firebreak shown as a dotted red line on the attached map.
