About this file
The document is a Questions and Answers (Q&A) attachment for Solicitation Number FA483025Q0062, a tree cutting services contract for Moody Air Force Base. The Q&A addresses specific details about a tree cutting project on approximately 22 acres of land, with 14.3 acres of wetlands and 7.7 acres of uplands. Key responses clarify tree cutting requirements, including that all trees over 10 feet in height should be cut, and that a tracked feller-buncher machine may be necessary for wet areas. The government specified that the south boundary of the clearing area starts where previous clearing occurred, and the west, north, and east boundaries will be marked with orange paint and pink flagging labeled "Timber Harvest Boundary."
The Q&A provides technical clarifications about the tree cutting operation, including that no wetland understory species need to be cut separately, and that the entire area may require vegetation removal. The site visit revealed challenges such as swampy terrain and the need for specialized equipment like a tracked feller-buncher. The project involves cutting trees north of an HC-130 assault strip to address safety concerns and reduce obstacle heights, with fallen trees required to remain on-site due to potential embedded bullets and metal fragments. The contractor will be responsible for labor, equipment, and disposal in compliance with environmental regulations and base safety protocols.

| 1 | 1.1 PURPOSE | During the pre-bid meeting, it was evident that the area is swampy. Can we (the bidders) have an estimated range of how many acres is “swampy” and how many acres is “upland”? | The 22 +- acre area is approximately 14.3+- acres of wetlands and 7.7+- acres of uplands. | ||
| 2 | During the pre-bid meeting, the gentleman giving an overview of the site stated “cutting the larger trees”. Is there a minimum tree height that can be left due to height and/or caliper size? Example: Trees under 10 feet do not need to be felled. | All trees over 10 feet in height should be cut and felled. | |||
| 3 | During the site visit, the gentleman giving an overview of the site stated “This area had already been cut”. This was in reference to the area of the stand that had been cut & had smaller wetland understory species. Question: No wetland understory species need to be cut. Soley the trees over the determined height requirement should be cut, correct? | The wet areas will need to be cut by a tracked feller-buncher machine like that used in swamp logging, which may require creating a matt with the smaller trees. It is understood all vegetation may need to be run over or cut during the operation. | |||
| 4 | This site will be authorized for a hand felling crew – no heavy machinery? | The time frame will be limited to 7-10 weekdays, so a hand crew could not accomplish this, and a tracked feller-buncher machine like that used by swamp loggers is preferred. | |||
| 5 | 2.1. REQUIREMENTS AND SPECIFICATION | Will each tree be marked or will a boundary be marked for trees to be felled. Of the required felled area, is there a minimum caliper size or height that does not need to be cut? Example, trees under 10’ do not be felled due to its ecology benefits to the area. | The south boundary of the area to be cleared is where the opening starts from previous clearing. The west, north and east boundaries of the area to be cleared will be marked with orange paint and pink flagging labeled "Timber Harvest Boundary." It is understood that all trees inside the area to be can be cut or used for a matt. No trees should be left on the main access road or in the ditches adjacent to the main access road, or across the firebreak shown as a dotted red line on the attached map. |
