STATEMENT OF WORK
Removal of ~22 Acres of Trees at ULZ Site – Bemiss Field
Grand Bay Range, Moody AFB GA 04 June 2025
1.1 PURPOSE
This Statement of Work (SOW) defines the scope of work to accomplish: the cutting down of ~22 acres of trees located on the Grand Bay Range. The terrain includes watery swamp land as well as dryer upland areas. The Contractor will provide all labor, materials, equipment, management, supervision, coordination and transportation to accomplish the work.
1.2 WORK SCHEDULE, PLANS, AND WORKING HOURS
Workdays for this contract will be between the usable hours of sunrise and sunset, seven days per week for the period and timeframe coordinated with Range Management. Written permission from the designated Government Representative shall be obtained before making any kind of deviation from the schedule. At all times personnel will observe briefed range safety requirements while working on range property.
1.3. CLEAN-UP
All debris and rubbish not specified to become Government property resulting from the installation shall be disposed of by the Contractor off Government property. The Government will designate a location for a Contractor provided dumpster, if necessary.
Disposal will be in compliance with all applicable Federal, State, and local hauling and disposal regulations. Any site clean-up necessary shall occur daily.
1.4. SAFETY REQUREMENTS
Safety requirements shall be in accordance with applicable sections Occupational Safety and Health Administration (OSHA) Regulations. OSHA regulations are available for review at the Base Safety Office, Building 926. The Contractor shall ensure work requirements and lifting devices or ladders, equipment operations, and vendor provided personnel safety equipment meet any and all applicable safety standards. Range personnel may issue handheld radios for communications while on range. The Contractor and any employees working on the range will be required to attend a Ranger provided briefing on Range Safety and UXO avoidance.
1.5. SITE CONDITIONS
A site visit will be offered pursuant to Federal Acquisition Regulation (FAR) Clause 52.237- Regardless of site visit attendance, Contractors acknowledge satisfaction as to the nature and location of the work, the general and local conditions, access to job site; disposal, handling and storage of materials; availability of labor, water, electric power or similar physical conditions at Moody Air Force Base; the character of equipment and facilities needed preliminary to and during the performance of the work; and all other matters that can in any way affect the work or costs related to this requirement upon submission of offers. Contractors further acknowledge that any damage to the existing structure in and around facilities will be returned to existing condition prior to the completion of subject work at no additional cost to the Government in accordance with FAR Clause 52.237-2. The cut area boundaries will be identified by painting or flagging accomplished by base personnel.
PART II – TECHNICAL
2.1. REQUIREMENTS AND SPECIFICATION
- The Contractor shall cut down and leave laying ~22 acres of trees marked by flag or paint (see attached area layout diagram).
- No harvesting of trees shall occur due to possibility of containment of bullets/shrapnel.
- Loggers and equipment should enter the area at the north end on the dryer oak-pine hammock area and work southward toward the swampy areas.
- In the swampy area the Contractor may need to lay down the trees to form a mat to drive feller/buncher equipment over, depending on how soft the bottom is.
- If it as a hard sandy bottom, mat creation may not be necessary
- Georgia Best Management Practices for Forestry- Timber Harvesting Operations should be followed as much as possible and where applicable.
- No trees should be left blocking the ditches along Jack Hole Road.
- The cut boundary will be marked with either paint and/or flagging, loggers will not cut beyond the indicated cut area boundary.
