About this file

This document is a comprehensive Questions & Answers (Q&A) document from a site visit for the 74th Fighter Generation Squadron Camera Replacement project at Moody Air Force Base. The Q&A covers detailed technical specifications and installation requirements for an 8-camera interior video surveillance system, including critical details such as camera resolution (4K), recording capabilities (60 days continuous 24/7 recording), storage requirements (up to 60TB HDD), and installation constraints. The system must be a standalone closed-network CCTV system not connected to any Air Force networks, with cameras located in main and back support rooms, monitored from a central control point in the Support NCOIC Office.

Key technical specifications include 4K recording quality with zoom capabilities, night vision, 24-hour continuous recording, and a 15-minute uninterruptible power supply. The installation is restricted to military duty hours (Monday-Friday, 7:30 am - 5:00 pm EST), with existing infrastructure to be used and previous camera equipment to be disposed of by the contractor. The project will be awarded as a firm fixed-price contract with no progress payments, and payment will be processed after successful installation and customer approval. Site visits are not mandatory, but contractors are encouraged to thoroughly review project documentation. The project is an incumbent replacement, with the system to be fully installed within 60 days of contract award.

QUESTIONS & ANSWERS FROM 74 RGS CAMERA SITE VISIT

1. What (if any) is the brand of the exis ng CCTV system?

a. Speco Technologies

2. Is the exis ng Command Control (SOC) well ven lated?

a. No

3. Is there a special room with HVAC allocated for the new Servers?

a. No servers should be required

4. At the end of the SOO, it notes this: However, neither the floor plan nor the rest of the SOO clearly outline requirements for an intercom, can you please clarify?

a. No intercom system required

5. The synopsis men ons 4K Recording Quality (with zoom capability) • Turret Style. Would 1080p sa sfy your requirements? For being an indoor system and the spaces are not that large, a

1080p CCTV would be more than sufficient. Is a "Turret" Style camera a must or can a "dome" camera be u lized like the pictures show of the current CCTV system?

a. 1080P does not sa sfy our requirement, we require high quality zoom capabili es to see finer details (i.e. see if a specific tool is in a box when it is inventoried)

6. A system u lizing a 4K level quality CCTV system requiring 60 days of con nuous recording will require VASS storage capacity (depending on the brand, over 100tb of storage). Most customers u lize the industry standard of 15 days of con nuous recording. Is this an op on?

a. If 60 TB is required for con nuous recording in 4K, then we will need it. The SOO has been revised to state “HDD (Big enough to support con nuous recording at 4k for 60 days 24/7)” Whatever HDD is big enough will be permissible.

7. How old is the facility?

a. Constructed in 1978

Quotes will be evaluated based on Lowest Price Technically Acceptable procedures IAW FAR 52.212-2 Evaluation - The following factors shall be used to evaluate offers: item technical capability, lowest price technically acceptable, and past performance.

29. Because of the high cost of the parts can we bill when parts arrive on site, or in the alterna ve are progress payments allowed?

a. No progress payments are allowed. This will be a firm fixed price contract. Awardee may invoice after work is completed and payment is typically processed within 20 days of invoice acceptance.

30. How many feet of new wire will be run?

a. At least 100 , not sure on total.

31. What kind of cipher lock and quan es are required e.g. X-10

a. N/A

32. Can the contractor propose mul ple bids?

a. Yes

33. What do you es mate the total conduit footage will be? The SOO men ons "conduit" under

"recording so ware and hardware," but we are assuming that conduit would be needed for installing the eight cameras?

a. N/A

34. Are Cameras required to have IR (day/night vision)?

a. Night vision is required.

35. It was men oned on the Site Walk that the system should have a backup Uninterruptable Power Supply (ba ery backup). Is this required? If so, is a 15-minute backup me sufficient?

a. A power backup is required. 15 Minutes should be sufficient.

36. Are cameras to be set to mo on recording or 24hour

a. 24 Hour recording is required.

37. Scope states 60 days of backup video data storage and also states 2TB hard drive. 8x 4k cameras will exceed this storage capacity before 60 days. With mo on recording averaging 3 hours of video per day per camera, storage will need to be at least 8TB. For con nuous 24hr recording, 60TB would be required. Would the AF prefer a 2tb system, 8tb system, 60tb system or a different storage amount.

a. If 60 TB is required for con nuous recording in 4K, then we will need it.

38. It was men oned on the site walk that a raid array may be desired (Drive Failure Redundancy).

Depending on which type of raid (5 or 1) this could add as li le as 33% more required storage, up to 100% addi onal required storage. Does the AF require RAID, and if so, what percentage redundancy would meet the requirement. 6.) On the site walk, it was said that server redundancy would not be required (spare server that will back up all storage and con nue recording if the first server fails). Just to confirm, there is no failover requirement.

a. No requirement

39. The Scope of work men ons a rack for equipment, but onsite it was said that a desktop NVR would be sufficient with no rack. Just to confirm, a rack is not required.

a. The rack is not required, it was more of a just in case situa on in the SOO.

40. Onsite team advised the system is only required to be viewable from the NVR itself in the office.

There are no requirements for remote viewing, or addi onal worksta ons, correct?

a. Remote viewing is not preferred or required.

41. The system is to be on a standalone Network, not connected to any other devices but cameras

(no internet access, no military intranet access)

a. We only require a standalone system; no internet or military network will be connected.

42. Scope and Site Walk did not specify a cable spec. Would the AF require cat5e, Cat6, or Cat6a?

Would the cable need to be standard riser or fire safe plenum rated. Is there a specific color requirement.

a. Whatever cable has the highest data transfer is preferred. If the current cables are in good condi on, we can reuse them.

43. Onsite Team Said exis ng cable could be re-used if in good working order. Would the AF prefer we use exis ng cable or install new.

a. If the current cabling is good condi on and compa ble, then we can reuse it.

44. Will exis ng cable be required to be removed if it is not used.

a. If new cabling is used, then we require old cabling to be removed.

45. Scope says to remove any unused conduit on exis ng system. No conduit was found onsite, so no conduit should be required to be removed, correct?

a. No conduits are required to be removed. They are not installed.

46. Onsite the team stated new conduit would not be required for camera installa on, and that J hooks, and exposed cable management would be sufficient if installed neatly. Are J hooks sufficient or will conduit be required.

a. J Hooks are sufficient we just request a clean installa on.

47. The AF will provide escorts on a full con nuous schedule (tbd) un l job is complete (i.e Monday-

Friday, not Monday, Wednesday, thurs, etc.) correct?

a. Work will only be performed during military duty hours Monday through Friday. Work will not be performed on Saturday or Sunday.

48. Onsite team stated that large holes could not be drilled, but that small holes for moun ng devices would be acceptable. Is this correct? If exis ng holes need to be resized, would this be acceptable?

a. Small moun ng and rou ng holes are acceptable, if holes need enlarging it is acceptable. There will not be any large holes drilled for any purposes.

49. Scope states cameras require zoom capabili es. a.) Do these need to be varifocal lenses (hardware zoom), and if so, do they need to be motorized for remote control? And/or b.) Does the AF require digital zoom capability of recorded video.

a. We just require to be able to zoom in real me and zoom in on recorded sequences with the highest quality so we can see small details.

50. Is there an incumbent or is this a new requirement?

a. It is an incumbent

51. What's the height of the highest camera?

a. 11 5 in

52. What's the es mated distance between the furthest camera and the NVR loca on?

a. 100

53. What's the es mated distance between the closest camera and the NVR loca on?

a. 20ft

54. What is the es mated length of cable required?

a. 200

55. What's the es mated length of conduit required?

a. Conduit is not required, just need clean installa on

56. Is there a specific brand of camera required?

a. No specific brand just quality

57. What type of walls are inside the area where the cameras needed to be installed?

a. Concrete walls

58. Are Ceilings Suspended? Or Hard Lid?

a. Hard Lid

59. Do we need to drill between the walls, to run our cable infrastructure?

a. Should not need to drill, holes already exist from previous installa on.

60. As we are reviewing the Statement of Work (SOW) for the 74th Fighter Genera on Squadron Camera Installa on, we would like to clarify the storage requirements for the surveillance system. The SOW specifies 2TB of storage but also requires the system to support 60 days of con nuous recording at 4K 30FPS using H.265 compression. Based on our calcula ons, in order to meet these requirements, a minimum of 45TB of storage would be necessary to ensure the system can accommodate 60 days of con nuous recording at the specified resolu on and frame rate. Could you please confirm if there has been a revision or if addi onal storage is permissible, or if you would like to adjust the recording dura on or resolu on to align with the available storage? We remain on standby to proceed with the service and look forward to your guidance on this ma er.”

a. The SOO has been revised to state “HDD (Big enough to support con nuous recording at 4k for 60 days 24/7)” Whatever HDD is big enough will be permissible.

61. If a contractor must furnish, please provide specs of the worksta on/laptop

a. Not sure on exact specs, needs the capability to record/playback and hold the desired amount of storage.

62. Support sec on Chief's office is next to camera#8? Is this correct?

a. It is located outside of it poin ng towards the sec on chief’s office.

63. Can you please confirm if a site visit is mandatory, or a proposal will be acceptable regardless of a site visit?

a. Site visits are not mandatory to submit a proposal. We do ask that you submit enough technical data and information for proper evaluation of the quote.
