About this file

This document is an Amendment 0004 Questions and Answers attachment for RFQ FA483025Q0014 for Tree Trimming and Tree Removal Services at Moody Air Force Base. The Q&A provides critical operational details for potential contractors, including emergency response protocols, debris disposal requirements, and service expectations. Key clarifications include a one-hour emergency response time, mandatory off-base debris disposal, and flexibility in service frequency based on storm damage and available funding.

The solicitation covers comprehensive tree management services, requiring contractors to provide labor, equipment, and personnel to remove trees, grind stumps, clear vegetation, and transport debris. The scope includes tree removal across multiple species (pine, oak, crepe myrtles, etc.) at Moody Air Force Base and Grassy Pond recreational area. Performance will be evaluated on response times and work quality, with potential contract termination for consistent non-compliance. Pricing will be determined by contractors based on estimated service duration, with brush hog services now charged hourly per a previous amendment.

RFQ: FA483025Q0014, Amendment 0004 Attachment 7 Title: Tree Trimming/Tree Removal

The purpose of Amendment 0004 is to answer questions received from Offeror(s) concerning the Tree Trimming/Tree Removal requirement.

Question 1: Emergency Response: For emergency services requiring a one-hour response time, are there specific protocols or contact methods we should follow to ensure compliance?

Answer: One of the Contracting Officer Representatives (COR’s)/POC’s will contact, and contractor shall be on site within 1 hour of notification.

Question 2: Debris Disposal: Can you provide details on acceptable off-base disposal sites for debris generated during operations? Are there any restrictions or permits required for this?

Answer: Contractor can take tree debris to any site off base which accepts it b/c dumping tree debris on base will not be allowed. Restrictions would be addressed by the location contractor decides to use for tree debris disposal.

Question 3: Brush Hog Services: Are there specific areas already identified for brush hog operations, and can maps or coordinates be provided in advance?

Answer: No areas are currently identified. However, when the need arises the COR/POC will contact contractor to identify site, and the area can be walked together to clarify if needed.

Question 4: Permits: Could you clarify if the contractor is responsible for obtaining all permits related to tree removal on base, or will the government assist in securing them?

Answer: No permits are required since COR/POC will initiate work by contacting Contractor and everything will be pre-approved for the tree trimming or removal.

Question 5: Damage Repair: For damages caused during operations, are there specific standards or guidelines to follow when restoring areas to their original condition?

Answer: No specific requirements other than areas, facilities or other items damaged during tree trimming/removal operations should repaired back to original condition at contractor’s expense within 5 business days. See SOW Para 1.h.

Question 6: Would it be possible to receive a site map or any preliminary documentation outlining the designated tree work areas before the pre-work inspection?

Answer: COR/POC will identify all trees requiring trimming/removal by placing ribbon on each tree.

Once this is done the contractor will be notified and a site visit can be held to clarify work. Once work begins the COR/POC will be on site daily for contractor to contact in the event of additional questions.

Question 7: How many services are needed per CLIN in one year period?

Answer: The number of services required on each CLIN per year varies depending on storms and available funding for routine services.

Question 8: Is it the responsibility of the contractor to remove and transfer the debris? If yes, how many travel is expected for CLIN 013?

Answer: The intent of CLIN 0013 is to have contractor clean-up debris piles already in place at locations around base and haul to an off-base location. The number of loads annually will be dependent on the number of storms as well as the amount of natural debris generated and placed at the on base dump site by our on base grounds maintenance contractor and the heavy equipment shop.

Question 9: How many trees are expected to be removed per year?

Answer: The number of trees expected to be removed annually is dependent on the number of storms causing damage and the amount of money received to perform routine tree services.

Question 10: What kind of trees are being removed?

Answer: Pine, oak, crepe myrtles, river birch, dogwood and several other species.

Question 11: How big is the area for Brush Hog services?

Answer: No specific areas at this time but these services have been used in the past to clean up along fences lines.

Question 12: Can we have Site Maps?

Answer: COR/POC will identify all trees requiring trimming/removal by placing ribbon on each tree.

Once this is done the contractor will be notified and a site visit can be held to clarify work. Once work begins the COR/POC will be on site daily for contractor to contact in the event of questions.

Question 13: Performance Metrics: Are there any specific key performance indicators (KPIs) or penalties for non-compliance with response times?

Answer: Continuous failure to meet response times could result in termination of BPA.

Question 14: Will contractors have access to site drawings or GIS data to determine potential hazards before mobilization?

Answer: COR/POC will identify all trees requiring trimming/removal by placing ribbon on each tree. Once this is done the contractor will be notified and a site visit can be held to clarify work.

Question 15: Are there specific disposal site requirements for debris, or is an on-base disposal option available?

Answer: Debris must be taken to an off-base site. See SOW Para 1.f.

Question 16: What are the primary key performance indicators (KPIs) the government will use to evaluate a contractor’s effectiveness?

Answer: Response time and the completion of work approved by COR/POC to a satisfactory level.

Question 17: Clarification on Response Time Frames: The solicitation specifies a 1-hour emergency response time and a 5-day response time for standard service requests.

1. Can you confirm whether this refers only to arrival on-site, or if it includes full completion of the service?

2. How much time is allotted for full completion of each service after arrival?

Answer: The response time is for arrival on-site. Completion for each service depends on how fast/safe the contractor works while trying to eliminate the emergency as quickly as possible.

Question 18: Pricing for Hourly Services: We typically charge by the hour for tree trimming and brush hog services.

1. How should we reflect this pricing in the bid format, considering the solicitation's structure

Answer: Amendment 0001 changes brush hog services from each to hours. As far as the tree trimming that will be up to the contractor to figure out how long it typically takes to trim for each size tree.

Question 19: Debris Disposal:

1. Are we allowed to dispose of debris off-site at a licensed facility, or must all debris be retained within the installation?

2. If disposal is required on base, will a designated site be provided

Answer: Debris must be taken to an off-base site. See SOW Para 1.f.
