About this file
This document contains questions and answers regarding a solicitation for public affairs studio photographer services at Moody Air Force Base. The solicitation seeks a contractor to provide one photographer to conduct portrait and full-body studio photography sessions for six to eight scheduled appointments per day on Tuesdays and Thursdays. The government will provide all necessary equipment to be used on site. Editing of photographs must be completed within each 30-minute appointment block. The contractor will also provide walk-in photography services as needed with minimal advance notice. Pricing must be based on the established wage determination for a Photographer I position and include any additional overhead costs. The selected contractor will be the first to provide these services as there was no incumbent. Travel may be required depending on the contractor's location relative to Moody Air Force Base, where all work will take place.

Public Affairs (PA) Studio Photographer Q&A’s
Question Answer
1. Does editing need to be completed immediately after photos are taken?
Yes, editing should be completed within the 30-minute appointment block.
(Ref. Statement of Work, Section 1.3.1)
2. How many appointments are scheduled per day/session?
6-8, generally
3. Are we only allowed to use the lens provided?
Yes, the Government will provide all equipment, to include lenses, for the Contractor to use. This equipment will not leave the studio.
(Ref. Statement of Work, Section 3.3)
4. Was there an incumbent for this contract?
No, this is a new requirement for Moody
AFB.
5. Is overhead factored into the hourly rates established in the wage determination?
No. Any overhead must be factored in, in addition to the employee’s hourly rate, to calculate the Contractor’s final pricing.
6. What position on the wage determination applies to this contract?
This requirement is classified as a Photographer I.
(Ref. Attachment 1: Combined Synopsis- Solicitation, Section VI)
7. How many photographers (minimal) will be expected for staffing purposes?
This requirement is for one (1) individual photographer.
8. If there was a Contractor who performed these services prior to a new Contractor, how many staff members were/are present?
This is a new requirement for Moody Air Force Base. Services were previously performed by military/Government personnel. This requirement is for one (1) Contractor photographer.
9. Is travel necessary in order to support this contract?
That will depend on the Contractor’s location in relation to Moody Air Force Base, which is where all work will occur; services will not be required outside of Moody Air Force Base.
The Contractor is expected to work in the studio every Tuesday from 7:30AM-
11:30AM and every Thursday from 12:30PM – 4:30PM. If the Contractor is not local to the area, they will need to travel in order to be in the studio during the designated days and times.
(Ref. Statement of Work, Section 1.1)
10. Other than what is listed, what other services will we be expected to provide?
The Contractor shall only provide the services outlined in the Statement of Work.
11. In regard to this statement in section "Description of Services" 1.3.2 (Outside of scheduled appointments, provide customer service studio services to customers on a walk-in basis.) May I have a little more clarity on this? How often will this happen? How much notice will be provided, etc.
The only services that will need to be provided are those listed in this statement of work, such as portrait and full-body studio photography. This section refers to if there are no previously scheduled appointments, and there is a member requesting studio photography. The majority of services provided will be previously scheduled.
Since this is a walk-in service, there may not be any advance notice provided. The same timeline of 30 minutes from imagery capture to providing it to the customer will be applied. We do not expect a large number of walk-in support.
