Solicitation Question and Answers:
Q1. Under the current contract, there is a conformed WD. This was not provided with the RFP; was this intentional?
− Wage Determination found at Attachment 6 & 7
Q2. It appears one of the rigger slots was changed from a Rigger II to a Rigger I;
is this correct?
− Position calls for two FAA master riggers. If Rigger I meets this requirement, it will be determined technically acceptable.
Q3. Reference Page 110, (3) ii.a. Please confirm the government desires to have a resume provided for each position, along with a LOI.
− Please provide resume for each position as well as an LOI.
Q4. Is it correct, the Resumes, LOIs, and security clearance verification documentation excluded from the page count for Volume 3, Technical?
− Yes; resumes, LOIs and security clearance verification documentation is not counted towards page count for Volume 3, “Technical”
Q5. Is it correct, there is no page limit for Volume 2, Past Performance?
− Yes; however, content should be limited to only that which is recent and relevant, as defined in the solicitation.
Q6. In the DD254 for the Rescue Support Services solicitation (FA483022QS001), Block 1(b) states that the contractor must have the ability to store/safeguard Secret material at the Contractor facility. However, the performance of this contract appears to be 100% at the Government site. Is this an error, or is there some classified material that has to be stored at the Contractor’s office.
− Materials will not be stored at contractor facility. Materials will be stored in government owned facilities, and government owned and/or provided safes.

Q7. Reference Page 110 of the solicitation (3) i. a. “the offer shall submit a Letter of Intent of employment for each candidate and shall provide documentation indicating each candidate has or can obtain a Secret or higher level clearance.”
Since there is no downloadable document to verify personnel clearances, as there is for facility clearances, will a letter from the company Facility Security Officer (FSO) on company letterhead, verifying individual clearances be sufficient to meet the requirement stated above?
− This is sufficient for initial paperwork. The contractor will be required to submit a DISS visit request. The visit request is part of the vetting process prior to giving the contractor access to any classified information. All visit requests should be submitted to the respective unit using the SMO codes to which the respective contractor is providing support for.
Q8. Would the Government please provide the incumbent’s information and contract value for solicitation FA483022QS001?
− FA483016C0004 (USS 1) – Bacik Group LLC (Cage:5HD47) – $ 811,044.98
− FA483017CS001 (USS 2) – Advanced Concepts Enterprises Inc (Cage:
3C1K9) – $4,618,988.77
Q9. Is this contract SCA or non-SCA?
− This contract falls under the Service Contract Act (SCA)
Q10. Under Unit Support Services II, there was a special AWD created to cover the positions under the USS II effort. WD 2012-0040 Rev 20 Date of Revision 12/23/2019 covers Georgia County of Lowndes and the COS, MDM,VCM, SM, SEAA, FA Senior Parachute Rigger and FAA Master Parachute Rigger positions.
Will that one not be applicable as well?
− WD 2012-0040 will be applicable and can be found at attachment 7.
Q11. On page 110 of the solicitation, under section (3), Volume 3 Technical, subsection (a) Qualification Documents, it states “Offerors shall provide documentation for the personnel (hereafter referred to as candidate(s) that the offer intends to use to fill the positions identified below. The documentation must demonstrate that the qualifications of the candidate(s) submitted meets all "Specialty Qualifications" of the PWS that corresponds to the position. In addition, the offer shall submit a Letter of Intent of employment for each candidate and shall provide documentation indicating each candidate has or to the solicitation.

Given the limited page count of Volume 3 – 15 pages- max – please state whether the Qualification Documents and/or Letters of Intent will be considered as part of the page count or can be included as an appendix.

Q12. Please name the key personnel labor categories and number of key personnel labor categories that will require qualification documentation to be considered for this contract. We are just trying to confirm if Letters of Intent etc are required for each contract position or if there are any positions designated as “Key”.

Q13. On page 110 of the solicitation, under section (3), Volume 3 Technical, subsection (b) Facility Clearance, it states “Contractor shall provide documentation indicating that the company currently has a Secret or higher level clearance. Offerors should login at http://www.dss.mil/isp/index.html to view facility security clearance requirements or to apply for facility security clearance. ”Please state if contractor can provide a memorandum for record for proof of facility clearance since DCSA’s system of record, NISS, prohibits distribution of information from the system.
− Offerors may submit a memorandum for record stating the requisite security clearance is held.
