If the contract is entered into on or after January 30, 2022, or the contract is renewed or extended (e.g., an option is exercised) on or after January 30, 2022, Executive Order 14026 generally applies to the contract. The contractor must pay all covered workers at least $15.00 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on that contract in 2022.

If the contract was awarded on or between January 1, 2015 and January 29, 2022, and the contract is not renewed or extended on or after January 30, 2022, Executive Order 13658 generally applies to the contract. The contractor must pay all covered workers at least $11.25 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on that contract in 2022.

The applicable Executive Order minimum wage rate will be adjusted annually.

ALL OCCUPATIONS LISTED ABOVE RECEIVE THE FOLLOWING BENEFITS:

HEALTH & WELFARE: $4.60 per hour, up to 40 hours per week, or $184.00 per week or $797.33 per month

HEALTH & WELFARE EO 13706: $4.23 per hour, up to 40 hours per week, or $169.20 per week, or $733.20 per month*

*This rate is to be used only when compensating employees for performance on an SCA-covered contract also covered by EO 13706, Establishing Paid Sick Leave for Federal Contractors. A contractor may not receive credit toward its SCA obligations for any paid sick leave provided pursuant to EO 13706.

VACATION: 2 weeks paid vacation after 1 year of service with a contractor or successor; and 3 weeks after 10 years. Length of service includes the whole span of continuous service with the present contractor or successor, wherever employed, and with the predecessor contractors in the performance of similar work at the same Federal facility. HOLIDAYS: A minimum of twelve paid holidays per year: New Year's Day, Martin Luther King Jr's Birthday, Washington's Birthday, Good Friday, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved.) (See 29 CFR 4.174)

REQUEST FOR AUTHORIZATION OF ADDITIONAL CLASSIFICATION AND WAGE RATE

Standard Form 1444 (SF-1444)

Conformance Process:

The contracting officer shall require that any class of service employee which is not listed herein and which is to be employed under the contract (i.e., the work to be performed is not performed by any classification listed in the wage determination), be classified by the contractor so as to provide a reasonable relationship (i.e., appropriate level of skill comparison) between such unlisted classifications and the classifications listed in the wage determination. Such conformed classes of employees shall be paid the monetary wages and furnished the fringe benefits as are determined (See 29 CFR 4.6(b)(2)(i)). Such conforming procedures shall be initiated by the contractor prior to the performance of contract work by such unlisted class(es) of employees (See 29 CFR 4.6(b)(2)(ii)). The Wage and Hour Division shall make a final determination of conformed classification, wage rate, and/or fringe benefits which shall be retroactive to the commencement date of the contract (See 29 CFR 4.6(b)(2)(iv)(C)(vi)). When multiple wage determinations are included in a contract, a separate SF-1444 should be prepared for each wage determination to which a class(es) is to be conformed.

The process for preparing a conformance request is as follows:

1) When preparing the bid, the contractor identifies the need for a conformed occupation(s) and computes a proposed rate(s).

2) After contract award, the contractor prepares a written report listing in order the proposed classification title(s), a Federal grade equivalency (FGE) for each proposed classification(s), job description(s), and rationale for proposed wage rate(s), including information regarding the agreement or disagreement of the authorized representative of the employees involved, or where there is no authorized representative, the employees themselves. This report should be submitted to the contracting officer no later than 30 days after such unlisted class(es) of employees performs any contract work.

3) The contracting officer reviews the proposed action and promptly submits a report of the action, together with the agency's recommendations and pertinent information including the position of the contractor and the employees, to the Wage and Hour Division, U.S. Department of Labor, for review (See 29 CFR 4.6(b)(2)(ii)).

4) Within 30 days of receipt, the Wage and Hour Division approves, modifies, or disapproves the action via transmittal to the agency contracting officer, or notifies the contracting officer that additional time will be required to process the request.

5) The contracting officer transmits the Wage and Hour decision to the contractor.

6) The contractor informs the affected employees.

Information required by the Regulations must be submitted on SF-1444 or bond paper.

When preparing a conformance request, the "Service Contract Act Directory of Occupations" (the Directory) should be used to compare job definitions to ensure that duties requested are not performed by a classification already listed in the wage determination. Remember, it is not the job title, but the required tasks that determine whether a class is included in an established wage determination.

Conformances may not be used to artificially split, combine, or subdivide classifications listed in the wage determination.

** OCCUPATIONS NOT INCLUDED IN THE SCA DIRECTORY OF OCCUPATIONS **

Current Operations Scheduler (COS)

The unit COS shall schedule, manage, and track all aspects of the 347 RQG Flying Hour Program (FHP). Because of the extremely important and dynamic nature of squadron combat flying training and wartime operational sorties, the COS shall perform duties including, but are not limited to the following: (1) manage the RQG flying hour program (FHP); (2) coordinate the RQG Consolidated Planning Schedule;

(3) schedule necessary air and ground resources; (4) obtain aircraft diplomatic clearances; (5) input flight-related information into scheduling databases and archives; and (6) attend/coordinate all required meetings related to these functions.

In addition, the COS shall coordinate (7) Notices to Airmen (8) familiarization;

(9) orientation and incentive flights; (10) aerial demonstration requests; and (11) airfield operating hours extensions/weekend airfield operations requests, as necessary. In addition, the COS shall coordinate all individual aviation takers related to the 347 RQG. Contractor must have a "Secret" security clearance, military experience or experience directly related to unit scheduling responsibilities and be competent with computer systems. Knowledge of AF operational principles, policies, procedures, training requirements, aircraft/aircrew scheduling computer systems and products and reporting procedures is essential. Also required is a familiarity with DOD and FAA agencies, regulations, and publications. Individual shall have a minimum of one-(1) year experience as a scheduler or equivalent military experience directly related to unit current operations and scheduling responsibilities.

FAA Master Parachute Rigger

Contractor FAA Master Riggers Performs inspection, packing, training, fabrication and repair work on Military Javelin/Vector, SOV-III, RA-1, TS-14/15 Tandem, MC1-1D, MC-6, T-11R, G-12 Cargo, G-11 Cargo, T-10 Cargo, Military Tandem Tethered Bundle Butler, 15Ft Extraction, J-1 Spotter and Commercial Off the Shelf (COTS) Parachute systems assemblies and related subcomponents. Contractor FAA Master Riggers shall inspect, repair, assemble, pack, and certify for airworthiness the military free fall, static line, cargo and any mission related parachutes. Additionally, FAA Master Riggers will perform inspection, maintenance, and repairs on parachutist oxygen equipment, survival kits, life preservers and night vision devices.

Contractor FAA Master Riggers shall perform air drop rigging procedures on Rigged Alternate Method Zodiac (RAMZ), Alternate Terrain Vehicles (ATV), and Military Razor vehicles (MRZRs) in accordance with all applicable technical orders. To include inspection, rigging, and maintenance on all airdrop delivery supplies and equipment.

Additionally, complete Shipper's Declaration for Dangerous Goods forms for airdrop and cargo equipment. Contractor FAA Master Riggers shall operate commercial grade and light duty sewing machines, installs grommets and snaps, and uses other equipment and tools in connection with cutting, assembling, fitting, basting, stitching, and installing. Operations may be performed under field conditions.

Contractor FAA Master Riggers shall perform critical structural repairs on ram-air parachutes, harnesses, container assemblies, and certified emergency reserve parachutes utilizing FAA/manufactured specific techniques and procedures utilizing approved materials. Manufactures and replaces critical component parts, including suspension lines, control lines, pilot chutes, and bridles. Review all technical data to determine all repairs are correct and complete. Contractor FAA Master Riggers shall be physically able to operate unit's forklift. Additionally, shall be able to load and transport military equipment. Contractor FAA Master Riggers shall perform the complete overhaul, repair, and calibration on unit specific automatic parachute activation devices. Inspects and evaluates condition of units for proper operation. Troubleshoot, overhaul, and repair units IAW applicable technical orders and/or COTS manuals. Tests, adjusts, and calibrates units for precise tolerances. Review all technical data to determine all repairs are correct and complete. Contractor FAA Master Riggers shall routinely set up and operate a variety of altimeter test chambers to insure correct bench marks of both speed and altitude are maintained during the testing process. Contractor FAA Master Riggers shall perform Drop Zone Control and Safety Officer (DZCO/DZSO) duties for unit jump training operations in accordance with AFI 13-317. Escort unit personnel on and off

Valdosta Regional Airport (VLD) drop zone to ensure proper driving safety on the runaway during unit jump operations. Contractor FAA Master Riggers shall document all equipment inspections in Flight Equipment Records Management System or any similar databases in accordance with AFI 11-301v1 ACC Sup. Contractor FAA Master

Riggers shall perform and document In Process Inspections (IPI) on all military freefall, static line and cargo parachutes in accordance with AFI 11-301v1 ACC Sup.

Additionally, FAA Master Rigger shall perform, document, and track negative trends on Quality Control Inspections in accordance with AFI 11-301v1 ACC and 347th OSS Quality Assurance Operating Instruction.

FAA Senior Parachute Rigger

Contractor FAA Senior Riggers Performs inspection, packing, training, fabrication and repair work on Military Javelin/Vector, SOV-III, RA-1, TS-14/15 Tandem, MC1-1D, MC-6, T-11R, G-12 Cargo, G-11 Cargo, T-10 Cargo, Military Tandem Tethered Bundle Butler, 15Ft Extraction, J-1 Spotter and Commercial Off the Shelf (COTS) Parachute systems assemblies and related subcomponents. Mobility Deployment Manager (MDM)

The unit UDM shall be responsible for the readiness of unit personnel and equipment, this is critical to the successful execution of unit and 347 RQG deployments. The MDM shall ensure mobility requirements, scheduling, programming, and United Type Code (UTC) equipment and supplies are prepared and ready for immediate deployments.

Effective checklist usage and record-keeping are essential to providing the required continuity in a dynamic work environment. The Contractor MDM shall attend all meetings at the unit, group, and wing level, to include, but is not limited to:

weekly Commander's staff meetings and development working group meetings. The Contractor MDM shall supervise unit personnel and equipment processing through the Personnel Deployment Function (PDF) and Cargo Deployment Function (CDF). Contractor

MDM shall oversee the in-processing/out-processing, temporary deployment (TDY) and leave coordination for the mobility shop, to include the mobility information verification and personnel availability. Contractor MDM shall maintain applicable unit recall rosters. Contractor MDM shall ensure Squadron personnel meet world-wide mobility training and records requirements, to include but is not limited to:

individual security clearances, Law of Armed Conflict (LOAC) weapons qualifications, immunizations, Force Protection (FP), Information Assurance (IA). Contractor MDM shall provide a monthly report on the status of the individual's mobility status to the unit commander and respective flight commanders. Contractor MDM shall monitor and track personnel mobility folders for all unit and attached personnel.

The mobility folders shall be maintained for completeness and accuracy in accordance with a unit-provided example. Discrepancies will be identified and resolved as soon as possible. Additionally, the MDM shall ensure all mobility folders receive 180-day inspections (at a minimum). Contractor must have a "Secret" security clearance experience as a logistics planner or other military experience directly related to unit mobility responsibilities, be competent with computer systems, and be capable of operating a forklift. Knowledge of principles, policies, and procedures of Air Force mobility programs, training requirements, mobility computer systems and products, reporting procedures, TPFDD requirements, and the build-up and marshalling of equipment to the CDF is essential. Individual shall have a minimum of on-(1)-year experience as a unit deployment manager or equivalent military experience directly related to unit mobility responsibilities. Completed of a military Logistics Planner course is preferred.

Standardization Evaluation Administrative Assistant (SEAA)

Responsible for the management, tracking and monitoring of all administrative aspects of the unit Aircrew Standardization and Evaluation (Stan/Eval) program.

Ensures that required documentation, coordination, and filing of Stan/Eval forms are completed in accordance with Air Force instructions and other applicable unit and regulatory guidance. Produces periodic reports on the Stan/Eval program and attend all meetings related to Stan/Eval functions. Effective checklist usage, record-keeping and a high level of attention to detail are essential to success in this dynamic and fluid work environment. Monitor all administrative aspects of the Squadron Stan/Eval program and interface and coordinate with other agencies and MAJCOMS as required. Manage and monitor processing, tracking and documentation of all Stan/Eval forms to include in and out-processing of all aircrew members and their Stan/Eval records. Manage Flight evaluation folders (FEF) to ensure compliance with directives and periodically review fighter squadron's folders to ensure accuracy and correctly document any errors noted during review. Manage Checkride in Progress (CIP) folders, as well as input information from completed evaluations into the appropriate forms and databases and maintain PEX databases. Ensure Stan/Eval programs and documentation is ready for inspection during Staff Assistance Visits and Unit Compliance Inspections and both the group and squadron level. Prepare slides for the Fighter Group Commander's weekly staff weekly staff meeting.

Monitor the progress and ensure compliance with the No-Notice program. Maintains the

Fighter Group publications/FCIF library in accordance with applicable regulations and assists with inputting FCIF and FG SIIs into PEX as needed.

Supply Manager (SM)

1.1.4 The Contractor Supply Manager (SM) is responsible for the unit's supply system. Prerequisite for SM must have experience as a Supply Custodian/Manager or have other military experience directly related to supply manager duties/responsibilities. Contractor SM shall assist RQSs by providing management of unit's supply program. Contractor SM shall receive, store, and issue equipment, materials, supplies and tools. SM compiles stock records of items in squadron's stockroom, ISUs, or other storage areas. Contractor SM, stores articles in bins, on floor or on shelves, according to identifying information, such as style, size or type of material. SM fills orders or issues supplies from stock prepares periodic, special or perpetual inventory of stock, and requisitions articles to fill incoming orders. Contractor SM shall ensure unit's supply program meets the needs of unit's individual equipment requirements and provide a quarterly report on the status of individual equipment shortfalls to the Unit Commander. Contractor SM shall be responsible for the research and inventory of various individual/team personnel recovery equipment. Contractor SM shall maintain an individual equipment issue computer database and report adjustment of inventory counts and stock records, damage to equipment and location changes. SM shall provide a quarterly report on the status of equipment on order, as well as equipment purchased over the last quarter. Contractor SM shall distribute equipment among squadron members and keep records of material issued. SM shall be available to issue and receive individual and team equipment during standard duty hours. SM Specialty Qualification.

Knowledge. Knowledge is mandatory of principles, policies, and procedures of Air Force supply programs, training requirements, and supply computer software systems.

Education. For entry into this position, completion of high school or general educational development equivalency is mandatory. Competence with computer system is essential. Training. For entry into position, completion of a military supply custodian/manager course is preferred or, as a minimum, the understanding of supply systems and Government purchasing programs. Experience. Individual shall have a minimum of one-(1)-year experience directly relating to supply custodian/manager duties.

Vehicle Control Manager (VCM)

1.1.5 The Contractor Vehicle Control Manager (VCM) is responsible for the unit's vehicle program. Prerequisite for VCM must have experience with small engines or have other military experience directly related to vehicle maintenance, control, or manager duties/responsibilities. Contractor VCM shall assist RQSs by providing management of unit's vehicle program to include: GSA contract vehicles, military vehicles, All Terrain Vehicles (ATV), and Low-Speed Vehicles (LSV). Contractor VCM shall repair, rebuild, or overhaul major assemblies of internal combustion engines to include squadron vehicles listed above by diagnosing the source of trouble and determining the extent of repairs required. Contractor VCM shall ensure vehicle program meets regulatory guidance concerning accountability and maintenance of unit's vehicle program. Contractor VCM shall be the focal point for issue and return of vehicles and shall develop a Vehicle Accountability Database or spreadsheet to track vehicle utilization. Contractor VCM shall inspect all unit vehicles and work directly with either base transportation or local vehicle maintenance for the repair and or replacement of the unit's vehicles. Contractor VCM shall be responsible for ensuring all vehicles are clean and have a full tank of gasoline at all times. Cleanliness is defined as loose trash is removed from inside of cabin and bed of trucks. Loose dirt is removed from interior and exterior of the vehicle. Contractor VCM shall be forklift certified and be physically able rto operate unit's forklift. Contractor VCM will provide a quarterly report on the status of unit's vehicle fleet. VCM Specialty Qualifications. Knowledge.

Knowledge is mandatory of vehicle management and accountability programs. Knowledge of small engine repair and general vehicle characteristics to include: four-wheel drive and all terrain vehicles; and knowledge of safety regulations and procedures.

Ability to perform light, medium maintenance, using tools and equipment such as pliers, wrenches, screwdrivers, knives, ratchets, lifts, and other related tools.

Education. For entry into this position, completion of high school or general educational development equivalency is mandatory. Completion and or direct experience with all terrain vehicles and/or small engines are preferred. Training.

For entry into this position, completion of a small engine repair course is preferred and or direct experience as a vehicle control officer/manager.

Specialized training will be provided through the unit and its resources.

Experience. Individual should have a minimum of six (6) months experience as a vehicle custodian or equivalent and have experience usually acquired through a formal apprenticeship or equivalent. Individual shall be able to complete forklift qualifications and be capable of obtaining All Terrain Vehicle (ATV) qualification.
