About this file
This is a Questions and Answers document for RFQ FA481926Q0058 regarding Vehicle Wash Racks. The document addresses 29 inquiries from potential contractors seeking clarification on the Statement of Work (SOW) requirements for designing and installing a vehicle wash system with interior and exterior wash bays.
Key technical requirements clarified include: equipment quantities are required for each interior wash bay individually; each wash bay must include eight wash positions with six specified functions (tire cleaner, presoak, detergent/soap, foam brush, wax, and high-pressure rinse), with two remaining positions to be assigned by the contractor subject to Government approval; Riveer InterClean is the basis of design with equal products meeting SOW performance requirements acceptable; freeze protection for exposed components must be included as part of the complete wash system; and the Government-furnished water supply is 3/4-inch copper with the contractor responsible for verifying existing field conditions. The contractor must provide shop drawings, product submittals, operations and maintenance manuals, as-built drawings, and warranty documentation using the manufacturer's standard warranty. Final commissioning shall be performed by the contractor with Government witnessing and acceptance, and the contractor must provide basic operator orientation covering system operation, routine maintenance, and safe operating procedures. All startup chemicals (30 gallons of each required chemical) must comply with applicable environmental regulations, be compatible with the facility's oil-water separator, and require Environmental Safety Data Sheet approval prior to use. Structural modifications are excluded unless Government-approved; the contractor is responsible for identifying any required modifications. Buy American Act compliance applies in accordance with applicable FAR regulations. This is a brand-new contract with no incumbent service provider.

tire cleaner, presoak, detergent/soap, foam brush, wax, and high-pressure rinse. Please identify the remaining two selector functions.
Each wash bay shall include eight (8) wash positions.
The remaining selector positions may be assigned by the contractor to support system operation or future expansion, subject to Government Approval.
03 Please confirm whether the Government requires shop drawings, product submittals, O&M manuals, as-built drawings, and warranty documentation.
The Contractor shall provide shop drawings, product submittals, O&M; manuals, as-built drawings, and warranty documentation.
04 Please confirm the required warranty period.
Warranty shall be the manufacturer's standard warranty unless otherwise required by the contract.
05 Please provide the referenced facility drawings showing:
building layout and dimensions, wash bay dimensions, equipment room, utility locations
Available facility layout drawings will be provided by the Government upon request. Contractor shall verify field conditions prior to installation.
06 Please provide reflected ceiling plans showing:
boom mounting locations, wall construction, ceiling elevations
Reflected ceiling plans are not available. Contractor shall field verify dimensions during site visit.
07 Please provide structural details verifying wall capacity for mounting: articulating booms, festoon systems, foam brush booms
Structural details are not available. Contractor shall identify any required structural support. Any structural modifications require Government approval.
08 Please provide electrical drawings identifying:
panel locations, breaker sizes, conduit routing, disconnects
Electrical drawings will be provided if available.
Contractor shall verify field conditions before installation.
09 Please identify acceptable manufacturers.
Is this intended to be Riveer InterClean equal or performance specification only?
Riveer InterClean is the basis of design. Equal products meeting or exceeding all SOW performance requirements will be considered
10 Is Buy American Act compliance required for all major equipment?
Buy American Act requirements apply in accordance with applicable FAR.
11 Who performs final commissioning?
Manufacturer? Installer? Government? Joint?
Final commissioning shall be performed by the Contractor with Government witnessing and final acceptance.
12 Please define the required operator training duration. 1 hour? 4 hours? Full day?
Contractor shall provide basic operator orientation covering system operation, routine maintenance, and safe operating procedures.
13 Please provide the list of required startup chemicals.
The SOW says: 30 gallons of each required
Contractor shall provide all startup chemicals, including 30 gallons of each required chemical for initial startup.
All chemicals shall comply with applicable chemical.
Please identify: detergent, presoak, wax, tire cleaner, foam concentrate, or any other required consumables.

14 Please clarify whether freeze protection consists solely of factory-installed equipment or whether field-installed heat tracing, insulation, or additional controls are required.
Freeze protection shall be included as part of the complete wash system for exposed components.
15 Please provide the maximum vehicle dimensions the wash bays are intended to accommodate.
Vehicle dimensions shall accommodate the intended Government fleet, including larger vehicles utilizing the exterior wash bay.
16 Please identify any specified water flow (GPM) and operating pressure (PSI) performance requirements.
Government-furnished water supply is 3/4-inch copper.
Contractor shall ensure equipment meets manufacturer operating requirements
17 The SOW excludes structural modifications.
Please confirm that all required blocking, embeds, and structural reinforcement for wall-mounted equipment will be provided by the Government.
Structural modifications are excluded unless specifically approved by the Government. Contractor shall identify any required modifications.
18 The SOW references "facility layout drawings."
These drawings were not included with the solicitation package received. Please provide all referenced drawings and details.

25 Please provide As-Builts for this building. As-built drawings will be provided if available.

Sign in sheet will not be posted.
27 If the Government has any existing drawings for Building 36276 — a floor plan, reflected ceiling plan, or overhead dimensions — we would appreciate whatever is readily available.
We are not requesting a full drawing package;
even a partial sheet with bay and overhead dimensions would let us refine the festoon-track layout and pricing. We can fill any gaps from our site measurements.
Available facility drawings will be provided if available.
Contractor shall field verify dimensions.
28 Air Compressor Sizing — Intended Use. The SOW specifies an air compressor as part of the wash system. Beyond the pneumatic demand of the wash equipment itself, does the Government intend to use compressed air at the wash positions to blow dirt and debris from vehicles as part of the cleaning process? If so, please specify: (a) the number of air/blow-off outlet points required, and whether a dedicated air drop is needed at each wash position; (b) the number of positions expected to operate simultaneously; and (c) any required CFM per point. This determines the correct compressor CFM, horsepower, and receiver-tank sizing, and we want to size the system to the Government's operational intent rather than the wash-system minimum alone, just n case the gov wants to add any addtional capability.
Yes. The SOW requires an air compressor system to support wash rack operations. Contractor shall size the compressor based on the proposed system.
29 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
