About this file

This is a Request for Information (RFI) Question and Answer document for solicitation FA481926Q0045, Physical Security System Maintenance at Eglin AFB, Florida. The document clarifies the scope of work across five Contract Line Items (CLINs): CLIN 0001/1001/2001/3001/4001/5001 for Quarterly Preventative Maintenance; CLIN 0002 for Annual Software Upgrades; CLIN 0003 for On-Call Remote Service and Support (24/7 call handling, dispatch, technical coordination, and response availability only on a monthly firm-fixed-price basis); CLIN 0004 for On-Call Non-Remote Labor at an hourly rate (50 hours per performance period, invoiced only when used, covering onsite diagnostic, repair, and installation labor); and CLIN 0005 for Parts and Replacement Hardware with a $5,000 annual funded amount (not a not-to-exceed limit, invoiced as necessary). The government will provide secure on-site storage for contractor diagnostic tools, spare parts, and loaner equipment for three specified Dongle IDs (49104, 132207, and 182142). The site-wide vulnerability assessment excludes cybersecurity Authorization to Operate (ATO) work and continuous monitoring. Loaner equipment remains contractor-owned while temporarily installed and must be inspected by both parties; the government assumes responsibility for its security during use. Travel, mobilization, and associated expenses for onsite calls are included in CLIN 0004 hourly rates; there are no separate after-hours expenses since service is 24/7. If parts requirements exceed funded amounts or individual parts exceed $15,000, the government must award a contract modification to add additional funding before work proceeds. The Total Evaluated Price comprises all CLINs within each performance period. CLIN 3004 quantity is confirmed as 50 hours, and CLIN 5001 quantity for the six-month extension period is confirmed as 2 (representing two quarterly periods). Section 10 of the SOW has been amended to clarify that Authorized Government Representatives may place calls only for products and services covered under the contract, with calls identified as either non-emergency or critical component (emergency).

RFI Question and Response Project: Eglin AFB, FL - Physical Security System Maintenance Solicitation: FA481926Q0045 Event: 2nd Post Site Visit RFI

No.
RFI Question
Government Response
1
Section 2.0.3 - Storage Area – Please confirm that The Government will provide secure on-site storage space or staging areas at Eglin AFB for the contractor to house diagnostic tools, spare parts, and loaner equipment for Dongle IDs 49104, 132207, and 182142.

Yes, the government will provide secure storage.

2
Under the Coverage section 1.2.1 – Please confirm that site-wide vulnerability assessment designed to identify gaps in the current electronic security protection scheme and a customer interview regarding needs analysis dose not includes any cybersecurity Authorization TO Operate (ATO) cyber assurance work or continuous monitoring of the ACS.

The site-wide vulnerability assessment does not include any cybersecurity ATO or continuous monitoring.

3
Please define the services that must be included in the monthly firm-fixed-price On-Call Service and Support CLIN 0003. Specifically, should CLIN 0003 cover 24/7 call handling, dispatch, technical coordination and response availability only, or must it also include onsite diagnostic, repair and installation labor?

CLIN 0003 covers 24/7 call handling, dispatch, technical coordination, and response availability only.

CLIN 0004: On-site diagnostic, repair, installation, and labor should be priced within the hourly labor rate CLIN 0005: All parts necessary for repair/replacement.

4
CLIN 0004 provides 50 hours of On-Call Non-Remote Labor at an hourly unit price; however, revised SOW §§1.1.2 and 1.1.2.0 state that diagnostic assessment, repair labor, hardware-installation labor and all non-remote maintenance/support labor are included under the firm-fixed-price maintenance CLINs at no additional charge. Please clarify:

0. What specific work is chargeable to CLIN 0004?

0. Are the 50 hours included in the evaluated price and paid regardless of usage, or invoiced only when actually used?

0. Do emergency response, diagnostic, repair and replacement-hardware installation hours count against the 50-hour quantity?

0. What procedure applies if the 50 hours are exhausted?

See response to question 3 for CLIN 0004 breakdown.

On-Call Service Agreement encompasses CLINS 0003-0005.

At no additional cost per section 1.1.2. and 1.1.2.0. refers to costs after the monthly amount is established and accepted at time of award for the On-Call Remote Service and Support CLIN 0003.

50 hours is the government’s estimated quantity and will be invoiced in accordance with section 1.1.2.1-1.1.2.3.

The emergency response, diagnostic, repair and replacement installation hours count against the 50-hour quantity. This does not work required IAW CLIN 0001 Quarterly Preventative Maintenance, CLIN 0002 Annual Software Upgrades, or CLIN 0003 On-Call Service and Support (Remote).

As stated in 1.1.2.2. if an invoice will exceed the remaining balance of the Parts or Labor CLINs (0004-0005) the contractor must notify the customer prior to initiating any work.

5
Please confirm whether travel, mobilization and after-hours expenses associated with onsite calls must be included in CLIN 0003, included in the CLIN 0004 hourly rate, or handled through another mechanism.

CLIN 0003 would cover any remote services.

CLIN 0004 would cover travel and mobilization.

Since the service requested is 24/7 then there are no separate after-hours expenses to consider.

6
Please confirm that replacement hardware and repair parts should be excluded from CLIN 0003 and procured only through the Government-controlled $5,000 Not-to-Exceed Parts CLIN 0005.

Replacement hardware and repair parts are excluded from CLIN 0003. The government has established a funded amount of $5,000 to cover expected parts related expenses due to on-site calls.

Note: CLIN 0005 is not a not to exceed CLIN as it will be invoiced as necessary and does not set a limit of $5,000 per call/utilization of the CLIN.

7
If approved parts requirements exhaust the $5,000 annual NTE amount, will the Government increase the applicable parts CLIN through a funded contract modification before additional parts are procured? Please also confirm that the $15,000 price-comparison threshold in SOW §1.1.2.1 applies only if sufficient additional funding is first added to the parts CLIN.

If the government requires funding in excess of the amount currently obligated the work cannot be completed until a modification has been awarded to add additional funding.

The price threshold remains, regardless of the amount funded. If a part manages to exceed $15,000 it will require proof price comparison prior to customer approval or adding funds.

8
Site Visit Follow-Up

Were any questions, answers, clarifications, observations, Government responses, or other information provided during or resulting from the site visit that could affect pricing or technical approach? If so, will that information be incorporated into an amendment or otherwise distributed to all offerors before the due date?

If a site-visit summary, minutes, or follow-up Q&A exists, we would appreciate a copy.

“Were any questions, answers, clarifications, observations, Government responses, or other information provided during or resulting from the site visit that could affect pricing or technical approach?”

No, only submitted questions and subsequently posted responses hold any impact on this requirement or associated costs.

All questions were to be submitted prior to the deadline.

This questions and answers is available to all interested offerors.

9
Total Evaluated Price

The solicitation's Evaluation Factors for Award provision states that Total Evaluated Price is the total proposed for CLINs 0001, 1001, 2001, 3001, 4001, and 5001. The Updated CLIN Structure issued with Amendment 0007 now contains multiple CLINs within each performance period.

Please confirm whether Total Evaluated Price will be calculated as the sum of all applicable CLINs within each performance period, or literally from only CLINs 0001, 1001, 2001, 3001, 4001, and 5001.

All CLINS identified on the revised CLIN structure will be evaluated for award.

10
CLIN 3004 Quantity

CLIN 3004, On-Call Non-Remote Labor for Option Year 3, does not specify a quantity. The corresponding labor CLINs for the other full performance years specify 50 hours. Left unresolved, offerors may reasonably assume different values for this line, which would affect comparability of quotes.

Please confirm whether the intended quantity for CLIN 3004 is 50 hours.

The intended quantity for CLIN 3004 is 50 hours.

11
CLIN 5001 Quantity

CLIN 5001 specifies a quantity of 4 for Quarterly Preventative Maintenance during the six-month FAR 52.217-8 extension period. SOW §1.2.2 defines a quarter as a three-month period, which would indicate two quarterly periods during a six-month extension.

Please confirm whether the intended quantity for CLIN 5001 is 4 or 2.

The intended quantity for CLIN 5001 is 2.

12
On-Call Non-Remote Labor CLIN Scope

SOW §§1.1.2 and 1.1.2.0 state that diagnostic assessment, repair labor, and hardware installation labor are included under the firm-fixed-price requirement at no additional charge. SOW §§1.1.2.1 through 1.1.2.3 separately describe an invoiced labor rate with a trackable remaining balance.

Our interpretation is that the On-Call Non-Remote Labor CLIN applies to labor associated with service calls that also require procurement of replacement parts under the NTE Parts CLIN, while other covered diagnostic, maintenance, repair, and installation labor remains included in the applicable FFP service CLIN.

Please confirm whether that interpretation is correct. If not, please clarify the work intended to be charged to the On-Call Non-Remote Labor CLIN.

Based on my read of the question, your assumption may not be fully accurate. Please refer to government response on questions 4-6.,

13
Loaner Equipment – SOW §1.1.3

SOW §1.1.3 states that loaner equipment is provided during the repair or replacement of parts, and the revised requirement identifies the minimum required loaner inventory. The Government has also previously confirmed that secure on-site storage will be provided.

Please clarify the remaining treatment of contractor-provided loaner equipment:

· Does loaner equipment remain contractor-owned while temporarily installed and return to the contractor's inventory once the Government-owned component is repaired or a permanent replacement is installed?

· Is loaner equipment ever intended to become the permanent replacement? If so, please identify the applicable process and CLIN.

· If contractor-owned loaner equipment is damaged, lost, fails, or becomes unsuitable for reuse while installed in support of the Government system, who bears the cost of replacement or replenishment?

· Please confirm whether the cost of establishing, maintaining, and replenishing the required loaner inventory is intended to be included in the applicable FFP service pricing, rather than invoiced against the NTE Parts CLIN.

See response to question 1 regarding storage.

Loaner equipment remains contractor-owned while temporarily installed and returned to the contractor’s inventory.

Loaner equipment is intended to be temporary.

Government will be responsible for security of any contractor provided loaner equipment. Loaner equipment must be inspected by both parties prior to implementation to record its condition prior to and after use.

The cost of loaner equipment will be priced as contractor’s determine appropriate in their offer.

14
Established Price List – SOW §10.0

SOW §10.0 states that Authorized Government Representatives may place calls only for products and services listed on an established Price List and that items not pre-established on the Price List are not authorized. The revised SOW and Updated CLIN Structure also establish NTE Parts and On-Call Non-Remote Labor CLINs.

Please clarify whether a separate contractor Price List remains required under the revised solicitation. If so:

· Is the Price List required with the offer or after award?

· What products and services must be included?

· How is Price List pricing intended to interact with the NTE Parts and On-Call Non-Remote Labor CLINs?

Section 10 is amended to read as follows:

The Point of contacts attached to their associated dongle number are authorized to place call orders to the contractor for only the products and services covered under this contract. Authorized callers may also be called Authorized Government Representatives (AGRs) hereafter in this document. Calls are either non-emergency or critical component (emergency) and identified as such to the contractor with each service call.
