About this file
This file is a Questions and Answers document addressing contractor inquiries regarding Solicitation FA481926Q0001 for Clutch Repair Kits issued by Tyndall Air Force Base under Air Combat Command. The government's responses establish a strict build-to-print requirement with no acceptance of contractor-proposed alternatives, deviations, or substitute materials. All components must conform exactly to Drawing 200037006, which specifies Friction Products Co as the approved vendor and part number 2H125 for friction material. The government will not share legacy performance data, accept new friction materials, approve alternative rivets or manufacturing methods, or document approved alternates for future procurements. Third-party testing will evaluate fit, form, and function relevant to the kit, with test standards and acceptance criteria to be determined by the contracting officer at the time of testing if required. The government will not consider equitable adjustments for repeat testing required for reasons other than nonconformance, nor will it approve any alternates through First Article Testing. These responses underscore the government's commitment to exact specification compliance and eliminate flexibility in design, material selection, and manufacturing processes for this procurement.

Clutch Repair Kits Questions
1. Is this procurement strictly build-to-print, or will contractor-proposed alternates that preserve form, fit, function, and overall stack thickness be considered during First Article Testing?
A: Build to print. No alternatives are being requested or accepted.
1. Would the Government consider allowing redistribution of thickness between steel plates and friction material, provided total assembly thickness and final drawing requirements (flatness, parallelism, finish) are met?
A: No, deviations from drawing package are not allowed. Build to print
1. The TDP does not specify friction material performance (COF, thermal limits, wear). Does the Government have legacy performance requirements or test data that can be shared?
A: Legacy performance and test data will not be shared. Drawing 200037006 provides the approved vendor (Friction Products Co) and part number (2H125).
1. In the absence of defined friction material performance criteria, will acceptance be based on functional equivalency demonstrated during First Article Testing rather than material identity?
A: No new friction materials are being accepted. Refer to Drawing 200037006 provides the approved vendor (Friction Products Co) and part number (2H125).
1. Would the Government consider an industry-standard rivet, provided clamp load, strength, clearance, fatigue, and thermal performance are equivalent to the legacy rivet?
A: No deviations from Drawing 2000037006 are being accepted. Build to print.
1. Can contractor-proposed alternates that preserve form, fit, and function be validated through First Article Testing rather than strict adherence to legacy manufacturing methods?
A: No alternatives are being considered. Build to print.
1. Will third-party testing focus on functional performance, material composition (e.g., friction material), or both?
A: The government will consider all fit, form and function relevant to the kit.
1. If third-party testing is required, can the Government define test standards, methods, and acceptance criteria in advance?
A: This information will be determined by the contracting officer and requirement holder when/if instance occurs.
1. If repeat testing is required for reasons other than nonconformance, would the Government consider a defined test scope or equitable adjustment to manage cost and schedule risk?
A: No
1. If alternates are approved at First Article, would the Government document them for future procurements to reduce cost, lead time, and supply chain risk?
A: The government will not be approving alternates with this solicitation. Refer to Drawing 200037006
