The contractor shall provide a Stormwater Pollution Prevention Plan (SWPPP) which will be reviewed by base environmental first and upon concurrence, the contractor will apply for a Construction Generic Permit (CGP) with the Florida Department of Environmental Protection (FDEP). |
| 28 | In reviewing "Attachment+_APPENDIX+B+-+CONCEPT+ONLY+...NCO+BASE+BOARDWALK+XLWU25-4009" number 6 and 7, it appears we are to have no activity on existing healthy dunes during any time of the year except as needed to repair the walkover/boardwalk (number 6) and that if dune restoration is needed for this project we are to contact USFWS, etc. (number 7). In reviewing conditions on site, it appears that we will construct the new walkover/boardwalk through and over existing healthy dunes. Number 6 notes that we cannot have any activity on existing healthy dunes unless it is for repair to the walkover/boardwalk. Would repair and construction be considered the same thing? Additionally, what will warrant dune restoration and what remediations will need to take place if restoration is warranted? | In accordance with the completed Environmental Assessment, no work shall take place in the dunes, to include driving and equipment storage. Extension of the boardwalk does not require any work to the dunes. |
| 29 | In reviewing "Attachment+_APPENDIX+B+-+CONCEPT+ONLY+...NCO+BASE+BOARDWALK+XLWU25-4009" conceptual drawings it appears we are to provide turtle safe walkway lighting but number 9 calls out for no lighting to be utilized on the dune walkover. In reviewing the existing conditions on site, it appears there were no turtle safe walkway lighting. Please advise if we are to provide turtle safe walkway lighting. Additionally, the existing walkway precast concrete panels as found at the site visit were not slotted. Per 4/T2, we are to provide precast concrete panels with 3/8" slots. Please advise if we are to provide slotted or unslotted precast concrete panels. Furthermore, the existing walkway was 6' wide precast concrete panels and 7' total width and 4/T2 calls out for precast concrete panels to be 15' wide with the out to out being 17'-8" wide per 6/T2. In reviewing the conceptual drawings, 2/T2, it appears the top of precast varies in height and number 1 calls out they should be a minimum of three feet above grade. | 31 | Please advise for where we are to tie into the existing walkway/boardwalk. It appears documents given on sam.gov do not show but do call for the new walkway/boardwalk to be 600' in length. Are we to tie into the existing boardwalk at the bottom of the ramp near beach level or are we to tie into the boardwalk before the ramp begins to slope down? If we are to tie into the boardwalk before the ramp begins to slope down, please provide a location and distance of what will be required to demolish the existing boardwalk to make the tie in. | See SOW 1.0 SCOPE; Section 1.1 PURPOSE ( A) |

Is this required or recommended? Number 3 notes that it should be utilized but not that it is required. Can we utilize equipment on the access road and/or ground beneath the boardwalk footprint during construction? | Top down method is required. Access road can be use to move equipment and material. Do not block access road. |
| 34 | In reviewing "Attachment+_APPENDIX+B+-+CONCEPT+ONLY+...NCO+BASE+BOARDWALK+XLWU25-4009" 7/T2, it appears benches (min of 2) are required at observations areas, either side of pier entrance to observation areas, and others distributed down the pier walk area. Please confirm where observations areas are to be located within the 600' extension and if any other benches are to be distributed down the pier walk area. | No obervation area on boardwalk extention. Benches are required . |
| 35 | In reviewing "Attachment+5_NCO+Beach+Boardwalk-FINAL+ENVIRONMENTAL+ASSESSMENT", pages 3-52 it appears that the southern portion of the LOD for the extension of the NCO Beach Boardwalk has not been surveyed for archaeological resources. Are bidders to include a survey for this southern portion of the LOD to confirm if archaeological resources are present? | The bidders are not required to perform surveys in the southern portion of the LOD. |
| 36 | It was mentioned during the 7/16/2024 site visit that the design review process could be lessened to one submission. However, "Attachment+2_Appendix+A+-+Additional+Requiements" lays out a 35%, 65%, 95% and 100% submittal process. | In reviewing "Attachment+5_NCO+Beach+Boardwalk-FINAL+ENVIRONMENTAL+ASSESSMENT", there are several references to backfilling the area washed out by storm activity (approximately 190 cubic yards) with a clean sand material similar to the native surficial sands. Is this required and if so where are we to backfill 190 CY as it appears no area is shown on the conceptual drawings or other documents? Is this area what is shown in the newly issued attachment 14? | Not part of this project. | |
| 39 | In reviewing "Attachment+5_NCO+Beach+Boardwalk-FINAL+ENVIRONMENTAL+ASSESSMENT" it appears that a draft EA has been completed and approved by the SHPO and Native American Tribes but please advise the final EA has been approved. Per A-62 and A-63 it appears the draft EA was approved but the Native American Tribe wants bidders to have archaeological monitors in place. Please confirm what archaeological monitors are to be put in place. It is mentioned that a Phase I Archaeological Survey was completed by the Air Force but will a Phase II survey be required? | The Final EA was completed March 2024, and does not require monitoring for the NCO Beach Boardwalk Project. |
