FA4819-22-R0037, Design-Build Car Wash – Questions and Answers

1. Considering the scope for this project, is a Commissioning Agent required or can we perform testing with a QA for the final acceptance of equipment?

Answer:

No. Needs to be certified, experienced, proficient third-party professional

2. Is the building to be tied to the EMCS?

Answer: Yes. the base needs to be able to monitor the energy consumption at the carwash

3. Based on limited landscaping on this project, is a Landscape Architect required for this project?

Answer: Yes. So that we meet all requirements

4. Gas is listed as the preferred hot water heat source, but no gas service is shown in the area. Confirm hot water heater is to be electric/

Answer: Yes. since there is no current gas in the aera and the cost would be to great to have installed. Electric will be utility choice

See page 29 of Appendix A.

5. RFP requires sustainability requirements. Water reclamation is not shown on the preliminary plans. Is Water Reclamation a requirement for this project?

Answer: Yes. See section 5.2 Oil water separator for these requirements.

6. This RFI is in regards to the masonry construction of the proposed car wash.

REQUEST 1: RFP Appendix A Description of Work indicates in 9.0 E that, “CMU will be composed of alternating bands of split-face and smooth-face/ground-face finishes matching the Tyndall AFB IFS color schemes.” Ground-face CMU typically require a post-installation sealer and the recommended sealer poses significant hazards to health; please review the attached product & safety data. Due to the hazards associated with the sealer, we recommend utilizing smooth-face CMU in lieu of ground-face CMU. Please confirm this is acceptable with the CO.

Answer: The carwash is a part of this project. Follow the outlined required produces and used what is called out in the reequipments.

7. RFP Appendix A Description of Work indicates in 9.0 E that, “Rigid insulation (R-5.7 min. Continuous) and a self- adhering vapor impermeable air barrier layer with a perm rating of 0.05 adhered to ½-inch thick fiberglass mat faced exterior sheathing over “z” furring shall be provided. All joints and openings in the rigid insulation shall be filled with urethane foam and taped to create a complete wall vapor barrier system. A minimum 2-inch open clear drainable cavity shall be provided between the waterproofing and the CMU veneer.” We recommend utilizing 2” DuPont™ Styrofoam™ Brand Scoreboard XPS Foam Insulation (ASTM C578, Type IV, R-10) over a fluid applied air/moisture barrier system. The recommended insulation would be friction fit between the pintles (hooks) and eyes of the Series 800 Ladder Level-Eye (Hook & Eye) continuous joint reinforcement; therefore, no adhesive should be required. The seams would be taped with a 2” wide red Polyethylene Film Tape. We also recommend #4150 Copper Fabric Flashing with a #4210 Stainless Steel Termination Bar, WIREBOND

® Flashing Mastic, 3” wide #4165 Drip Edge Flashing, 2” #3611D Cavity Net DT™, and jumbo clear #3601 Cell Vents at the base of the wall and around masonry openings as needed. Please clarify if the CO will accept this change. Product data for all recommended products has been attached.

Answer: Yes. we agree with your recommendation.

8. RFP Appendix A Description of Work indicates in 9.0F that, “Masonry mortar shall contain a water repellant admixture, which is added to the mortar during on-site mixing. All mortar will be uniform in color with no staining for minimum 1 year after the date of beneficial occupancy. Mortar color shall match the adjacent masonry.” It would be a significant cost impact if the interior masonry required CMU with integral water repellant and water repellant admixture for mortar.

Please confirm with the CO this requirement only applies to the exterior masonry walls.

Answer: Yes. That is correct for the exterior of the building not the interior

9. RFP Appendix A Description of Work indicates in 9.1 to, “Provide a mock-up panel, for the exterior masonry insulated cavity wall type, to establish that proposed materials and construction techniques provide acceptable visual effect.

Materials used for mock-up should be those proposed for actual construction;

retain samples of cement and aggregates used” Section 9.1B further states, “Mock-up panel may be included as part of the final construction once approved by the Government.” Constructing a separate mock-up panel would be a significant cost and schedule impact. It is our interpretation the mock-up panel will be constructed as part of the final structure and approved in phases, one trade/feature at a time. Please confirm

Answer: Yes. This part of the contract and is required and the size of this wall is 4X4ft this makes life so much easier and out of the way.

10. Unified Facilities Guide Specifications (UFGS) Section 04 20 00 Paragraph 1.2 Submittals requires submission of Cut CMU Drawings (SD-02 Shop Drawings).

UFGS Section 04 20 00 Paragraph 3.3.1.2 Cutting and Fitting states to, “Use full units of the proper size wherever possible, in lieu of cut units. Locate cut units where they would have the least impact on the architectural aesthetic goals of the facility. Perform cutting and fitting, including that required to accommodate the work of others, by masonry mechanics using power masonry saws.

Concrete masonry units may be wet or dry cut. Before being placed in the work, dry wet-cut units to the same surface-dry appearance as uncut units being laid in the wall. Provide cut edges that are clean, true and sharp.” UFGS Section 04 20 00 Paragraph 3.3.1.2 Cutting and Fitting subparagraph “b” further states, “Do not reduce masonry units in size by more than one third in height and one-half in length. Do not locate cut products at ends of walls, corners, and other openings.”

We request the building and masonry openings be designed with these specifications in consideration. Please confirm the Designed of Record (DOR) architect/engineer will be responsible for CUT CMU Drawings. UFGS Section 04 20 00 has been attached for review.

Answer: That is correct drawing will be completed as required to meet the requirements of CUT CMU per UFGS section 4.20.00 so follow UFGS
