Sheet1 Questions and Answers are due on 25 August 2021 at 1:00 PM, CST
| # | Type of Question | Name of Document | Questions | Answers |
| 1 | Request for Clarification | SF1442 | Bonding is required. Where do we include the bond documents? | Bond documents need to be included after award of contract. No bond documents are required with proposal submission. |
| 2 | Request for Clarification | FA481921R0009+001 | Can offerors submit PPQs in lieu of CPARS? | Yes |
| 3 | Request for Clarification | Attachment+2++APPENDIX+A++2+AUG+2021 | *The system will be designed for radio activation from both aircraft, the tower and airfield operations facility. The new system will include appropriate runway markings and lighting plus a lighted panel informing the pilot it is safe to proceed into the rinse area. | The panel will need to meet UFC and other regulations which govern airfield lighting. The specifics of the panel in terms of color, lumens, location, size, etc. will be determined during the design phase with end user input. |
| As we spoke about yesterday the system is to be designed to be activated from multiple locations including the aircraft so this tells us it needs to be a wireless activation. One thing we did not cover is the lighted panel. Is there any spec on the light size, color, lumens, etc.? | ||||
| 4 | Request for Clarification | Attachment+2++APPENDIX+A++2+AUG+2021 | *Task 2.0 - Demolish Existing Aircraft Clear Water Rinse Facility: Demolish and remove the existing rinse facility, supporting utility lines, and taxiway as determined by the design. The existing facility components will not be needed for the new facility | Correct. A further investigation will need to be conducted as part of the design to confirm the condition of the utilities leading to the system. The existing system will be demolished (removed) and replaced with the new system and will tie in to the utilities. |
| I know we spoke about replacing basically everything, but I think it was mentioned trying to reuse some of the underground and I read this as other than the incoming utilities we are to replace everything else to include trench drains, piping, conduit, etc. Basically, we tie into the main electrical feed, water main, and main drain, and replace everything else. based on task 2.0 by design, we are assuming supporting utilities – our preliminary design that those components (utilities line) we will replace from 5’ to our system. Anything beyond 5’ is usable condition. | ||||
| 5 | Request for Clarification | Attachment+5++Airfield+Utilities+Map | What power size do we have access to? | Refer to provided as builts; Must be confirmed by contractor during design phase |
| 6 | Request for Clarification | Attachment+5++Airfield+Utilities+Map | What is the incoming freshwater line diameter/size and static pressure? | Refer to provided as builts; Must be confirmed by contractor during design phase. A request has been made for the static pressure. However, the use of reservoir tank (as is currently in place) and pumps to pressurize the water going to the nozzles in the wash system should negate any concerns with the static pressure. |
| 7 | Request for Clarification | Attachment+5++Airfield+Utilities+Map | What Amperage is available? | Refer to provided as builts; Must be confirmed by contractor during design phase |
| 8 | Request for Clarification | Attachment+5++Airfield+Utilities+Map | Need to know what the power source is and type available. | Refer to provided as builts; Must be confirmed by contractor during design phase |
| 9 | Request for Clarification | FA481921R0009+001 | What will the operating procedure be? Will it be a “drive through” or “park and rinse”? What will be the specification on time? What sensors will we need? | The rinse will function as a drive through. The system should be adjustable from 10-40 seconds, but it is expected that it will run 20 seconds for each aircraft. The system should be activated via radio and run for the specified time. No sensors are expectd to installed at this time. |
| 10 | Request for Clarification | Attachment+4+++TO+1+1+691 | Do we have access to control wiring on the existing system? | Yes |
| 11 | Request for Clarification | Attachment+1+SOW+29+JUL+2021 | What is the designated “height limit” on equipment at the pump station? | Unless the design prohibits, the new system should not exceed the height of the existing system |
| 12 | Request for Clarification | General Question | Will the government consider that as-builts be provided for the existing design? | Yes; They have been provided |
| 13 | Request for Clarification | Attachment+4+++TO+1+1+691 | what is the degree of the slop on the tarmak? | The slope for that area is unavailable at this time. It will need to be determinded by the designer of record. |
| 14 | Request for Clarification | General Question | Will the government consider allowing a week extension, since it is due on 9/6; Labor Day 2021 | Yes there will be a proposal extension posted with amendment 0001. |
| 15 | Request for Clarification | Attachment+5++Airfield+Utilities+Map | The specifications dictate that the system must be capable of rinsing 12 aircraft per hour. Is it required that the system is capable of rinsing at this throughput continuously (24/7)? Or, should the system be capable of rinsing a specific number of aircraft continuously? Example, if the system requirements were such that it must be capable of rinsing 60 vehicles continuously at a rate of 12 per hour, the filter throughput and tank capacities required would differ materially. | The maximum throughput will be 12 aircraft per hour. This expected to occur no more that 2 times in a 24 hour period, once in the AM and once in the PM. It will be used throughout the day as needed, but should not include more than 4 aircraft an hour during the off peak times. |
| 16 | Request for Clarification | Section L, Page 50 of 62, para. B.1 states, “Provide an electronic copy via email of your proposal and all information required by this RFP to Contract Personnel.”; and Section L, Page 51 of 62, para. B.1 states, “Please submit your proposal via email.”; however, Section L, Page 52 of 62, para. 8 states, “Submission of one electronic copy of the initial proposal packages is required via email/DOD SAFE, mailed, or hand-delivered.” |
Please clarify if the Government is requiring proposals to be emailed to the listed contract personnel or submitted via DOD SAFE.
| Proposals should be sent via email to the listed contracting personnel. Make sure you receive acknowledgement of receipt after sending. | ||
| 17 | Request for Clarification | Section L, Page 53 of 62, Volume 3 – Technical, para. iv.1 Archeologist states, “The archeologist must have a minimum professional qualifications in archeology and are a graduate degree in archeology, anthropology, or closely related field.” |
Please clarify if this is a grammatical/clerical error and if the intended sentence should read “archeologist must have minimum professional qualifications in archeology and/or a graduate degree in archeology, anthropology, or closely related field.”, or “archeologist must have minimum professional qualifications in archeology and a graduate degree in archeology, anthropology, or closely related field.”
| The intended sentence should read " “archeologist must have minimum professional qualifications in archeology and/or a graduate degree in archeology, anthropology, or closely related field.” | ||||
| 18 | Request for Clarification | The F-35 platform has been designed and developed after the T.O. 1-1-691 the UFC, and other defining materials were developed. The F-35 has many sensitive area’s as well as a large composite construction component. Is there specific mandates or requirements specific to the F-35 available so as to do no harm to the airframe. Most traditional rinse systems have pressures that exceed acceptable allowances and defining the target impingement pressure will be very important. | Not at this time. The system should be designed to have adjustable pressures. | |
| 19 | Request for Clarification | Is water recovery and recycling desired/required for this rinse system? | No. The new system should replicate the existing system in terms of waster water. Refer to provided as builts; Must be confirmed by contractor during design phase | |

(This will define the type of inlet water treatment needed to meet the T.O. requirements) | It will be provided during the design period. However, the water will be potable and does not need to filtered. | |
| 21 | Request for Clarification | Is there a target or maximum number of aircraft rinses per hour and per day? (has to do with the amount of water needed and stored) | Refer to the as builts to determine the size of the existing that should be replaced with a matching size of reservoir tank to meet the expected throughput. | |
| 22 | Request for Clarification | The solicitation requirements in Section L and Section M does not reference teaming arrangements. Will offerors be allowed to submit past performance for both the prime and teaming partner(s)? | Yes | |
| 23 | Request for Clarification | Given the cost of the F-35 and the fact there is not a great deal of data on the platform, has Lockheed Martin or the F-35 Program Office been consulted to determine what sensitive areas of the plane need special attention? Early discussions with LMCO engineers indicated there are a number of areas of concern that need to be factored into the design of a rinse system – has this discussion taken place? | Not at this time. The system should be designed to have adjustable pressures. | |
| 24 | Request for Clarification | Given the requirement of the ability to rinse 12 aircraft in a 60-minute time frame, is the rinse water to be recovered, filtered, and reused? | No. The new system should replicate the existing system in terms of waster water. Refer to the provided as builts | |
| 25 | Request for Clarification | Is there a water quality report for the water at the location of the connection for the rinse system? To meet T.O. 1-1-691, an inlet water pretreatment system will be needed and knowing to what extent this delivery water needs to be filtered will be required. | It will be provided during the design period.
