General Instructions:

a. This solicitation is set-aside exclusively for small business concerns.

c. Questions regarding this solicitation are due to the Contracting Officer by September 1st, 2020 at 12:00pm (CST), proposals are due to the Contracting Officer by September 17th, 2020 at 12:00pm (CST). Recommend all offerors confirm receipt of all emailed proposals and revisions. Ensure all amendments are acknowledged in your proposal (if applicable).

d. DISCLOSURE OF MAGNITUDE: In accordance with Federal Acquisition Regulation (FAR) 36.204(f), the disclosure of magnitude for this construction project is between $1,000,000 and $5,000,000.

e. Site Visit: A site visit will be held on Friday, August 28th, 2020 at 9:00 AM (CST) at the Beacon Beach Marina on Tyndall AFB. If vendors do not have prior access to Tyndall AFB, please send a base access request to SrA Garret Parker via email at garret.parker@us.af.mil and 325CONS.Construction@us.af.mil no later than 12:00 PM (CST) on Wednesday, August 26th, 2020. The base access request shall consist of all of the names of the personnel desiring to attend the site visit from your company. Only two (2) personnel from each company are permitted to attend the site visit, if more than 2 names are submitted, only 2 members will be escorted on the installation. Contractors requiring base access shall meet at the Tyndall AFB Visitor's Center NLT 8:15 AM (CST) the morning of the site visit.

L-1 PROPOSAL PREPARATION INSTRUCTIONS:

Volume I - Price Proposal

a. Complete blocks 14 (to include CAGE Code), 15, 16, 17, 19 (if applicable), and 20A-C of the SF 1442, Solicitation, Offer, and Award. An authorized official of the firm must sign and date the SF 1442 in Block 20A- C. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract.

b. Complete the necessary fill-ins and certifications in Sections I through K. For Sections C through I, the Offeror shall submit only those pages that require a fill-in. Section K shall be submitted in its entirety.

c. Acknowledge all amendments issued to the solicitation.

Volume II - Technical Proposal

a. Offerors must meet a standard in all sub-factors of the Technical Factor in order for their technical proposal to be determined "technically acceptable." The standards are defined in Section M for each sub-factor.

b. Technical and Management Approaches: The Offeror shall provide a narrative detailing its management approach to include mobilization, safety, quality control, and resolution of potential issues and challenges; its design approach to include an understanding of the construction effort required and environmental compliance as detailed in the Statement of Work.

c. Proposed Schedule: The Offeror shall provide a proposed schedule capturing all SOW requirements, execution timelines and critical path items; and demonstrates coordination of work activities, phasing, and potential weather considerations.
