Repair/Renovate Cleveland Commercial Gate, Tyndall AFB, FL Solicitation No. FA481920R0009
RFI’s
General Government Comment: Please note that this Design-Build project is intended to restore and improve the operational capacity of the existing Cleveland Commercial Gate. The UFC 4-022-01 Entry Control Facilities Access Control Points is referenced in the Statement of Work to provide the Design-Build Team with general guidance and details related to gate facilities. Not all details from the UFC will apply as this is an existing gate.
1. What are on-site supervision requirements for this project (Superintendent/QCM/SSHO) to include number / positions required and experience requirements?
On-site minimum requirements for supervision, quality control, safety/health are defined in the SOW sections 3.10, 4.5, 4.6, 9.1 and the respective referenced documents therein. In general, the government understands that means and methods of achieving compliance with the requirements will vary from contractor to contractor.
2. Are architectural / any drawings available in dwg for the successful offeror?
AutoCAD documents for the concept drawings can be provided upon request to the successful offeror. Note that the base does not have as-builts for all infrastructure/buildings on base and that the digital format (when available) may be in PDF, TIFF, DWG, or other formats. All Government furnished reference drawings shall be considered approximate and the accuracy of the content is not guaranteed. The awarded bidder is responsible for verification of actual conditions.
3. Can the Design Review Meetings be conducted remotely / virtually with the exception of the Post Award Kickoff / Site Investigations?
Virtual attendance where all attendees are remote is considered on a case by case basis dependent upon conditions at the time of the meeting. Note that partial in-person/virtual is generally accepted. As an example, it is not uncommon for select members of the design team to attend virtually while the contractor(s) attend in person at the Tyndall AFB Conference room.
4. Can you quantify existing utility relocation?
No, that will be fully dependent upon the final design which is the responsibility of the awarded design-build contractor. The government anticipates that a portion of the existing storm water elements located at the gate entrance will likely need to be addressed by this contract.
5. What are the locations/quantity/sizes required for conduits to be provided for future use?
The Government anticipates installation of the future structures from Expeditionary Building Systems (EBS) listed in the table below. The Guard Shack will require power and network utility and the shelters will require power. Design-Build contractor shall design/specify/install the utility required to support the structures listed below. Contractor coordination with EBS is
RFI’s anticipated for determination of connection requirements and locations.

6. Are any USACE/DEP/DOT, etc. permits required and if so, what are they?
The Government anticipates that stormwater permitting will be required.
This project is not anticipated to make significant operational changes to the Polk Ave section within the right-of-way. The planned work will generally be rehabilitation within this area. For this reason, no permit is required. If the project requires a HWY 98 lane closure, advance coordination with FDOT will be required.
TAFB Work Request/Dig permit (AF103) will be required per SOW Section 8.5.
Actual permitting requirements will be dependent upon the awarded bidder’s design of this design-build project. Please reference SOW Section 2.3 for additional permitting details.
7. Are traffic markings to be thermoplastic?
Designer of record shall specify the pavement marking type for his/her design. Marking type is not specified in the SOW to allow the designer of record to specify a pavement marking type appropriate for his/her design that meets the requirements of MUTCD/ DoD Supplement to the MUTCD, SDDCTEA Pamphlets 55-15 and Pamphlet 55-17 as well as applicable state, local, and OCONUS requirements.

8. Is there a Basis of Design or Base Standard for the drop arms?
Government is not aware of formal guidance specific to drop arms published by the Department of Defense and for the purposes of this project, drop arms are not required to be crash rated. Drop arms shall be specified by the designer of record. Entry Control Facility guidance is provided in UFC 4-022-01 Entry Control Facilities Access Control Points.
https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc/ufc-4-022-01
9. Are there requirements for final refusal and vehicle crash wedges like M-30 or M-50?
Final denial barriers are features that already exist in this entry control facility and therefore not part of this contract. Passive barriers currently consist of Jersey Barriers that contain vehicle movement within the Entry Control Point (ECP). Drop arms for this project are not crash rated.
Please see UFC 4-022-01 Entry Control Facilities Access Control Points as this is the basis for ECP design and the guiding document for the renovation of Cleveland Gate.

10. This proposal consists of a Lump Sum price with a supporting Pricing Schedule. Under what circumstances would the pricing schedule be utilized to adjust the contract amount.
The price schedule will be used for the following purposes
- Support of the lump sum price provided in proposal
- Review document for the Government to confirm adequate competition, technical acceptability, and enhance project intent understanding
- Government project records
11. Utilities shown on concept plan C-7 are assumed to be existing. What, if any removals are required?
The Composite Utility System plan is provided for design-build contractor reference. If the final design provided by the design-build contractor requires removal/relocation/modification of an existing utility component, that effort should be captured in the bid and the final design documents.
12. If required for Polk Ave widening/reconstruction, can the existing sanitary be cut and capped, or is relocation required?
Yes, the laterals crossing Polk Avenue are no longer in use. They previously serviced the housing that was located south of Polk Avenue.
13. There are several valves associated with the potable water system located in areas where proposed swales will need to be installed. Can you confirm the depth of the waterlines in these areas? Specifically, around the buildings on the southside of the site.
Water lines are reported to be minimum 30” below existing grade by the TAFB Utilities personnel. Swale areas in the Concept Drawings are shown as potential storm water management system element locations. The final design may not require the entire area shown; avoiding valve conflict.
14. The work includes connections to US Highway 98. Per the Bay County Property appraiser’s website, it appears that connection to Polk Avenue is located outside of the FDOT right-of-way.
At the pre-proposal meeting, Kevin Sharky stated that it is anticipated that no FDOT permitting will be anticipated for this project. Typically, any connections to the FDOT right-of-way, even if it includes a mill-and-overlay would require an FDOT permit. Please confirm that an FDOT permit is not required for the anticipated work.
This project is not anticipated to make significant operational changes to the Polk Ave section within the right-of-way. The planned work will generally be rehabilitation within this area. For this reason, no permit is required. If the project requires a HWY 98 lane closure, advance coordination with FDOT will be required.
RFI’s
15. The future guard shack located on Polk Ave does not show utilities. At a minimum, we would anticipate water and sewer needing to be provided. Can you confirm the utilities anticipated for this shack?
The future guard shack will be an 8’ x 40’ Mobile Checkpoint and Visitor Center (model # EBS-
CKPT40-A000) provided by Expeditionary Building Systems (EBS). The unit will require connection to power and network. No water or sewer will be required. Please refer to Appendix B for the guard shack layout.
16. Can Commercial Traffic be diverted to Airy Gate if needed for single work period tasks?
Construction phasing should be employed to limit disruption of gate operation during the open hours of the commercial gate to the greatest extent practicable. Note that the Cleveland gate is not a 24/7 gate.
Portions of the planned work may require performance outside of normal working hours. If a gate closure cannot be avoided, justification and advanced notice shall be submitted to the Contracting Officer for consideration. If approved, Cleveland may be temporarily closed with traffic diverted to an alternate gate.
17. Is there a designated lay down area for this project?
The Government has not designated a laydown area for this project. Awarded Contractor will submit a proposed location.
18. Is there a topo available?
Lidar data is provided in Appendix A Concept Drawings of the solicitation. No other topographical data is available at this time.
19. Is the 180 day POP for construction after NTP for approved design?
The period of performance is anticipated to require 90 days for design and 90 days for construction.
Please write in the period of performance that your team will require to complete the design-build work on the pricing sheet submitted with your bid.
20. Has the base had an environmental assessment performed that they can provide? If not, will the contractor be required to provide an environmental assessment?
Yes, the EA which addresses the Jackson Street and Cleveland Ave portion has been covered by a previous EA and will be provided by 325 Contracting Squadron. The Polk Ave portion of the work is currently being assessed by Base Environmental by the 813 process. The Jackson Street and Cleveland Ave portion has been covered by a previous EA.
21. Is there a current wetland delineation of the site? If not, will the contractor be required to provide a wetland delineation?
No site specific wetland delineation has been completed by TAFB. The contractor is required to perform all efforts necessary to accomplish the intent of the project in compliance with the permitting authorities.
22. Will the base provide CAD files of their concept drawings?
AutoCAD files for the concept drawings can be provided upon request to the successful offeror. Note that the base does not have as-builts for all infrastructure/buildings on base and that the digital format (when available) may be in PDF, TIFF, DWG, or other formats. All
RFI’s
Government furnished reference drawings shall be considered approximate and the accuracy of the content is not guaranteed. The awarded bidder is responsible for verification of actual conditions.
23. Confirm that the existing utilities are adequately sized and have the capacity to support the proposed improvements.
Future vertical structure related utilities are limited to power and network. For the purposes of the bid, assume that network will tie in at building 2600 and that existing transformer(s) have adequate capacity for the planned improvements.
24. Confirm that no DOT permitting will be required as part of the project.
This project is not anticipated to make significant operational changes to the Polk Avenue section within the right-of-way. The planned work will generally be rehabilitation within this area. For this reason, no permit is required. If the project requires a HWY 98 lane closure, advance coordination with FDOT will be required.
25. Does the base have information on the existing ROW along US Hwy 98? If not, is the contractor to assume that all work associated with this project is outside of the DOT ROW with the only exclusion being the roadway ties to Hwy 98?
Base Real Property has suggested that the work along HWY 98 is outside the right-of-way with exception to the connection to HWY 98.
26. Confirm that the existing “deceleration lanes” off of US Hwy 98 are on base property and not within the ROW.
Base Real Property has suggested that the work along HWY 98 is outside the right-of-way with exception to the connection to HWY 98.
27. The project duration only 180 days. Per the SOW, design itself will take up to 90 days. Is the 180 day duration enough time for all the design, and then also for phased demolition and construction?
The period of performance is anticipated to require 90 days for design and 90 days for construction.
Please write in the period of performance that your team will require to complete the design-build work on the pricing sheet submitted with your bid.
28. Do the lane control / closure barriers need to be able to stop a tractor trailer that’s trying to ram the gate, or is that level of security/protection not required for this project?
Crash rating is not required for the lane control and closure barriers. Crash rated barriers/fencing currently exists beyond the vehicle processing area that is addressed by this project.
29. The light pole behind building 2610 is crooked. Are such issues to be corrected under this project?
Existing light poles are owned and operated by the utility purveyor. Work to correct damage to their existing components is not part of this contract. If the design requires alteration/modification, such items would be accounted for by this project and coordinated with the utility owner execution of said work.
RFI’s
30. Could you provide specification information on the required Traffic Control Devices, specifically the Powered Traffic Control Devices and Powered Drop Bars shown on the Concept Site Plan drawing?
Government is not aware of formal guidance specific to drop arms published by the Department of Defense. For the purposes of this project, drop arms are not required to be crash rated. Drop arms and/ or other traffic control devices shall be specified by the designer of record. Entry Control Facility guidance is provided in UFC 4-022-01 Entry Control Facilities Access Control Points. https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc/ufc-4- 022-01
31. The Contractor Pricing Sheet includes: “2.1.3.E Traffic Control Devices - All costs associated with installing traffic control devices such as powered drop bars, jersey barriers & bollards in accordance with the Construction Documents.” There does not appear to be any requirements for jersey barriers and/or bollards. Could you please confirm that the project does not include jersey barriers and/or bollards?
The concept drawings are provided as an aid to the statement of work to communicate the general intent/extent of the project. Location, application and type of traffic control devices will be defined by the Contractor’s design team.
- Bollards may be used by the design team as a traffic control device
- Jersey barriers are currently used on site as passive barriers and traffic control devices. The existing jersey barriers may be relocated as necessary to accommodate the planned improvements. If more are needed, they shall be provided by this project.
- Drop bars are currently/previously used on site to close Jackson St. when the gate is closed, control lane vehicles use to enter Jackson St., and control exiting vehicles.
Existing drop bars may be reused. If design requires additional units, they shall be provided by this project.
32. Jersey barrier is located within the construction limits. Will the Contractor be able to move these about freely, or will they need to be set back up daily for security purposes?
The SOW requires that the work be phased to accommodate continued operation of the gate and that coordination of the work be maintained during the construction effort. Jersey barriers may be moved with appropriate coordination and sustainment of vehicle processing function. This site is fenced around the perimeter and both lanes are covered by the final denial barrier. We should be ok with barrier movement to accommodate the work.
33. Is milling operations expected under B2609? Upon site visit there were large metal bars or angle cut flush with asphalt. The metal appears to be imbedded. Can you identify the material and how deep it may be?
I am expecting that this area could be overlay or mill and overlay. Really depends on the stormwater management and pavement design that the awarded contractor comes up with. I do intend for this area to be rehabilitated. I do not know what the metal bars are that are cut flush with the pavement surface. The contractor should be able to deal with this without much problem.
RFI’s
34. Should final striping be paint or thermoplastic?
Good question. I did not specify a pavement marking type to leave the option open to the designer of record. That would be a premium marking that I would not turn down if it is used by the designer.
35. Should anything be protected within the concrete demo area?
Nothing in the concrete pavement area is intended to be salvaged. I am not against the drop bars being salvaged if they are in good operating condition and appropriate for the new gate design (not sure if you were referring to them specifically).
36. Quantities are shown on the bid sheet. Should these be used for bidding purposes?
For some projects we have left them in and others we took them out. In this case, I feel like it would be useful due to the fact that the shapes are irregular and there is no good way to provide reliable dimensions. We cover ourselves in the statement of work with paragraph 9.2 and the concept drawing notes state that the contractor shall verify existing conditions prior to bidding. I am open to whichever way you want to go on this one.
37. Do you have examples of the signage that will need to be installed for Task 3?
The sign design and details will fall under the MUTCD and UFC 3-120-01 requirements referenced in paragraph 2.0. Examples may be found in the reference documents.
