Q1. Are disposal costs a pass through cost to the government or must disposal costs be included in the unit costs (/CY for mulch and /ton for C&D)?

A1. All costs should be included within the unit prices.

Q2. Can we add additional line items or clarifications on our offer?

A2. All costs associated with each CLIN’s effort shall be included with the appropriate CLIN.

Q3. Is there a 1442 that needs to be signed? Reps and Certs? Past Performance? Etc. Or is this RFQ solely based on price and all that you would like to see within is the executed pricing sheet that you provided within the solicitation?

A3. Offeror’s shall address all requirements of the solicitation. As specified in the combine synopsis and solicitation, offeror’s shall submit a technical description of the items/services being offers that provides sufficient detail for the government to evaluate compliance with the Statement of Work. In this case, we have provided a Performance Work Statement as attachment 1 to the solicitation. The Government shall evaluate the technical capability of the service offered to meet the Government requirement as specified in the solicitation and attachments.

Q4. Are tipping fees going to be a pass-through expense or are they to be included in the CY and Ton rate?

A4. All tipping fees should be included within the Cubic Yard pricing.

Q5. How will the debris be quantified coming out of the base? i.e.: Tower and Tickets with load calls, portable scale?

A5. Please refer to the revised PWS dated 11 December 2018.

Q6 Who will do the monitoring, (ticket writing (CY for mulch and Weight for C&D) and load calls) A6. Please refer to the revised PWS dated 11 December 2018.

Q7. Is a bid bond required?

A7. This is not being considered a construction effort and therefore a Bid Bond is not required.

Q8. Are Performance and Payment Bonds required after award?

A8. This is not being considered a construction effort and therefore a these bond is not required.

Q9. What will be the base access requirements for operators on site?

A9. Please refer to the revised PWS dated 11 December 2018.

Q10. What will be the base access requirements for the truck drivers?

A10. Please refer to the revised PWS dated 11 December 2018.

Q11. How did the USAF quantify the 72,000 cyd of mulch?

A11. This is based on the Government’s estimation of the amount of debris current on-site.

Q12. Is the 72,000 cyd in one location? One pile?

A12. The specified quantity is staged in multiple locations for removal. At this time, there are three separate locations on base with the debris staged for removal.

Q13. How did the USAF quantify the 8,230 cyd of CD?

A13. This is based on the Government’s estimation of the amount of debris current on-site.

Q14. Is the 8,230 cyd in one location? One pile?

A14. The specified quantity is staged in multiple locations for removal. At this time, there are three separate locations on base with the debris staged for removal.

Q15. Will we have to sort out the recyclable metals from the CD pile?

A15. Recyclable metals should already be separated from the C&D piles. If during the loading process of the C&D debris recyclable metals are identified within the C&D piles, the contractor shall immediately notify the government additional direction.

Q16. What will be the operating hours?

A16. Please refer to the revised PWS dated 11 December 2018.

Q17. What is the condition of the haul road and access?

A17. The staged debris is accessable via paved base roads.

Q18. Will a truck measure certificate be required?

A18. Yes. Please refer to the revised PWS dated 11 December 2018.

Q19. Will someone on base be doing load calls? Or will it be a lump sum removal with load tickets?

A19. Load Tickets in accordance with the revised PWS dated 11 December 2018.

Q20. Is there any asbestos among the C&D debris?

A20. No asbestos survey has been accomplished on the debris that has been accumulated. The contractor shall be knowledgable to identify possible hazardous materials within the debris piles and take appropriate actions as necessary.

Q21. Will the USAF publish the list of Site Visit attendees?

A21. A list of the attendees will not be provided.

Q22. Will the debris removal Contractor be responsible for segregating the recyclable metals from the C&D debris?

A22. Recyclable metals should already be separated from the C&D piles. If during the loading process of the C&D debris recyclable metals are identified as included in the C&D piles, the Government shall provide additional direction to the contractor at that time.

Q23. What hours will the Contractor be allowed to work on Base? What about weekends? Federal holidays?

A23. The contractor debris trucks will be allowed base access through the commercial gate from 0600 to 1800 Sunday through Saturday. Work may be approved by the CO to be conducted outside of these hours, however base access will be restricted to the Airey Gate which is limited to POVs. It has not been determined if the commercial gate will be opened on federal holidays and therefore should not be relied upon when proposing.

Q24. What will be the limitation of worker hours under the SCA?

A24. Contractor proposals and performance shall adhere to the SCA requirements, however the Government is not directing that the contractor cannot utilize overtime or multiple shifts of personnel to accomplish the work. Please note that this requirement is being awarded based on the Lowest Price Technically Acceptable proposal.

Q25. Will the Contractor be paid via WAWF?

A25. Yes. The award document will include the related WAWF invoice instructions and necessary information.

Q26. The Emergency Order that was posted with the Solicitation documents expires on December 6, 2018. Has this date been extended?

A26. The Emergency Order has been extended through 3 February 2019. Please see the updated Attachment 3.

Q27. If there is more than 72k CY of mulch will that still be hauled?

A27. The contractor will only be required to haul away the specified Not To Exceed amount in the solicitation.

Q28. Is there any sort of chip facility that you are aware of for recycling or should this be taken to landfill?

A28. The contractor is responsible for proposing the method and location for disposal of the debris in accordance with the PWS.

Q29. Price should include tipping fees?

A29. Yes Q30. Who will monitor the load out and ticketing?

A30. Please refer to the revised PWS dated 11 December 2018.

Q31. Are the three (3) items below all you require to be emailed to both of you before 4:00 PM Central time today, December 4th, 2018?

1. Price Sheet with prices

2. Technical capability of the service

3. And a copy of FAR 52.212-3 f A. From our SAM's registration?

B. Or a new one filled out?

"Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer."

A31. Please refer to the revised Combined Synopsis/Solicitation and PWS dated 11 December 2018.

Q32. As for the FAR 52.212-3 that is registered on our SAMs' is that what you would like for us to include or a new form?

A32. Offerors shall submit the completed documentation in accordance with FAR 52.212-3.

Q33. Must we use yardage for mulch and tonnage for C&D? Or do we have the ability to use yardage for the C&D as well?

A33. Please refer to the revised PWS dated 11 December 2018.

Q34. Will there be monitors used and if so who will be responsible for supplying the towers to make load calls and who will be responsible for reporting the quantities?

A34. Please refer to the revised PWS dated 11 December 2018.

Q35. Who will be responsible for restoring the sites after haul out is complete? I saw that the contractor would be responsible for any damages caused but to what level of cleanliness/restoration are we responsible for? I.e. are we to spread a layer of mulch or spread seed for grass or just smooth everything out with our equipment?

A35. The contractor shall be responsible for restoring the site to the condition it was found in, minus the debris to be removed. For example, if in the process of removing the debris, holes are created while picking up the debris for loading, the contractor shall fill these holes and smooth the ground. Additionally, if damage is caused to any surrounding areas during the performance of this requirement, the contractor shall be responsible for restoring the damaged area to its previous condition.

Q36. What are we to do if we encounter white goods, dirty goods, e-waste, or any hazardous materials mixed within the pile as we are loading it up to be hauled because all of these are disposed of differently from regular C&D. White goods are refrigerators and appliances, Dirty goods are white goods that are contaminated by food left inside of them, e-waste are electronic goods such as tv’s, and as far as hazardous materials as concerned we are more concerned with asbestos. This base was built back in the day when it was used a lot and we have already cleaned some debris with asbestos on base so would we be required to clean that or just pick all these items out of the way and make a separate pile?

A36. If foreign debris is identified within the staged vegetative and C&D piles for removal under this requirement, the contractor shall immediately notify the Government for direction on how it should be handled. Work shall continue to the maximum extent possible on other areas of the staged debris piles until direction is provided and the foreign debris is addressed.

Q37. Must the mulch be disposed of at a landfill? Sometimes there are options to sell the mulch in order to reduce the cost of disposal. Would this be something that we could do?

A37. The vegetative debris, mulch, may be handled in the most appropriate manner determined by the contractor and in accordance with the PWS. This manner SHALL be clearly described in the proposal for review by the Government.

Q38. Could you please clarify if the hours of operations would be 0700-1700 Monday-Friday? These are the hours of operation for the Cleveland gate.

A38. Paragraph 4.0.2 specifies commercial gate access times.

Q39. Finally, since the piles are ever growing, in the event that there is more debris than the estimated NTE numbers is there a possibility for extension to make sure everything is disposed of?

A39. The contractor will only be required to remove debris not to exceed the amount specified in the solicitation.

Q40. Has there been a designated landfill for this contract or is it the responsibility of the contractor to obtain the proper disposal facility?

A40. The contractor shall identify in their proposal the disposal methods and locations being utilized.

Q41. The closest incinerator is being repaired From Panama City. Is another incinerator site near base?

A41. It is the responsibility of the contractor to determine and propose their methods and locations for debris disposal in accordance with the PWS.

Q42. Can the wood chipper be used on site?

A42. The Contractor is required to provide the equipment necessary to fulfill the requirement as identified in their proposal and in accordance with the PWS.

Q43. Closest land fill?

A43. It is the responsibility of the contractor to determine the disposal methods and locations.

Q44. List of contractors who attended site visit?

A44. A Listing of the site visit attendees will not be provided.

Q45. On the C&D removal CLIN 0002, the unit of measure is in tons. If we choose to haul materials to a landfill that charges by the yard what is the conversion factor you want to use?

A45. Please refer to the revised PWS dated 11 December 2018.

Q46. Will the project be available to be invoiced through “fast pay” and with progress payments based on actual amounts hauled on a frequent basis?

A46. Invoicing will be permitted on the basis of not more than once per two weeks based on the amount of debris removed and verified.

Q47. Are vegetative debris and the C&D waste are at the same location? If not, will you please give specific locations of each and the distance between?

A47. There are three staging locations each of which has vegetative and C&D debris. The main staging area is located near the heritage building roughly 1 mile inside the Airey Avenue base entrance, while the second staging area is roughly half a mile to the east. The third is further east on highway 98 roughly 10 miles from the Airey Avenue base entrance.

Q48. Will the vegetative debris be located a single pick up site or multiple sites?

A48. There are currently three debris sites with vegetative debris to be removed under this solicitation.

Q49. Will we need to provide machines to load the trucks?

A49. Yes.

Q50. Will the trucks have a special access gate to avoid traffic at the main gate?

A50. With the exception of contractor owned POV, access shall be through the Commercial gate in accordance with the PWS.

Q51. How many sites will the demolition debris be located at?

A51. There are currently three staging sites for debris to be removed under this requirement.

Q52. What is the end performance date now that the solicitation has been extended?

A52. 21 February 2019 Q53. Are there penalties for not completing the work by the end date?

A53. In accordance with 52.212-4 The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.

Q54. How many days are allowed for weather days?

A54. Please refer to 52.212-4(f).

Q55. Once the NTE amount has been reached (if it has) do we stop hauling even if there is debris remaining?

A55. Yes.

Q56. When/how often can we invoice the government for payment?

A56. Invoicing will be permitted on the basis of not more than once per two weeks based on the amount of debris removed and verified.

Q57. Once an invoice is issued, how long does the government have to pay it?

A57. Typical timeframe for invoice payment is 30 days once the invoice is submitted.

Q58. Are there any hazardous materials that will need to be worked with mixed in the demolition debris?

A58. The contractor currently staging the debris for future removal is separating it into multiple piles based on the type of debris. While there should not be any hazardous material within the debris piles to be removed under this contract, if such material is identified the contractor shall immediately bring it to the Government’s attention and continue loading debris away from the identified hazardous material.

Q59. My PM was not able to be at the walk through on 12/3. Is there a way he can come on base to evaluate the work?

A59. Please refer to amendment 1 which provides details on another site visit.

Q60. The demolition debris will be easy to track using the landfill invoices to confirm weights. However, how will the cubic yardage for the vegetative debris be measured? Will there be a monitor that checks each truck for size, then credits each truck with X number of yards of debris in the load?

A60. Please refer to the revised PWS dated 11 December 2018.

Q61. If trucks are to be certified for the purpose of establishing hauling capacity, what will be the process and or formula for establishing certified capacities from truck to truck for cubic yardage?

A61. Please refer to the revised PWS dated 11 December 2018.

Q62. What will be the process for tracking, billing, and reconciling hauled quantities for each line item (both vegetative mulch and C&D)?

A62. Please refer to the revised Combined Synopsis/Solicitation and PWS dated 11 December 2018.

Q63. Will there be any unprocessed or unground vegetative storm debris which will be included to be hauled as C&D?

A63. Storm debris has been sorted based on vegetative, metals and construction debris using heavy equipment. Some debris may be mixed but have generally been dropped as accumulations in those categories.

Q64. Will trucks have to re-enter the base using the commercial gate?

A64. Yes Q65. What is the estimated time for non-productive hours for each trucks wait to re-enter the base at the commercial gate for the purpose of calculating cost?

A65. Traffic times vary based on the time of day. Early staging before the gate opens can generate a wait time up to one hour. Re-entry mid-day does not typically have as long of a wait time. Wait times can lengthen without notice due to changing force conditions and security postures.

Q66. What will be the normal hours of operation for this project?

A66. Please refer to the revised PWS dated 11 December 2018.

Q67. Will it be possible to work this project non-standard hours to include weekends?

A67. Hours of operations are specified in Paragraph 4.3. For activities not requiring entry access controls or government oversight, non-standard work hours may be approved on a case by case basis by the CO.

Q68. Are there any asbestos containing materials, hazardous wastes, hazardous materials testing, or surveys which have been conducted on any of materials at any of the sites for this project?

A68. No testing has been accomplished. Refer to Paragraph 3.1 for debris disposal requirements.

Q69. Is a best value methodology acceptable for the contractor to submit a line item cost proposal for hauling out both the vegetative bulk mulch and C&D materials based on the individual contractors operational plan and expertise which will help the government better verify, track, and control quantities and cost?

A69. Award will be made to the offeror submitting the lowest price technically acceptable proposal.

Q70. Previous hauling on and off Tyndall, AFB has been difficult and expensive due to the vehicle search requirements and distance to travel for disposal. With that, many haulers could only average 2 to 3 loads per day. Are these requirements still in effect and will the government be able to move our people and vehicles on and off the base in a timely manner?

A70. All trucks hauling debris are required to enter and exit through the commercial gate in accordance with the PWS.

Q71. Can the debris transport semi-trucks position over night on base while not hauling?

A71. Yes.

Q72. If so, can the debris transport semi-trucks be loaded after the commercial gate is closed such that the trucks are full of debris ready for transportation to the disposal locations?

A72. For activities not requiring entry access controls or government oversight, non-standard work hours may be approved on a case by case basis by the CO.

Q73. What is the requirement for the final inspection on land clearing/ cleanliness?

A73. The grounds shall be cleared and swept or raked to return back to bare soil, normal vegetative ground cover or pavement.
