Final Questions and Answers Q1. Will you /are you snapping a few pics at your site visit for the record?
A1. We anticipate provide at least one picture of the main staged Vegetative debris pile and one of the main staged C&D pile.
Q2. Any special requirements for the "3rd party' ?
A2. Please refer to the PWS as well as FEMA 327 or newer revision.
Q3. Is work hrs Mon-Sun with Air Force personal already in place or must a request be made ?
A3. Access through the commercial gate for debris hauling trucks will be limited to 0600 to 1800 7 Days a week, excluding federal holidays. Due to the requirement for the contractor to coordinate an independent third party to conduct, verify, and record load tickets, the Contractor is not required to have Air Force personnel present during the work.
Q4. How many weather days delays are allowed in the SOW for the month of January and February based on Winter conditions?
A4. No number of weather days are currently allocated. The contractor is responsible for coordinating their workforce to complete the effort within the period of performance. FAR clause 52.212-4 is applicable to this requirement and shall be adhered to in performance of the contract.
Q5. Will there be time allowed for base pass and background checks from post award or can escorts be used till passes are issued ?
A5. The Government does not intend to alter the Period of Performance. The contractor receiving award is responsible for coordinating the required effort in accordance with the PWS.
Q6. Please define ' mobilization' ; Start of contract signing or Onsite placement or ?
A6. The intent of the mobilization CLIN is to separate costs the contractor incurs to mobilize their workforce, equipment, vehicles, materials, etc. required to perform the required debris removal service.
Q7. Due to the adjustment in the POP to start right before Christmas would it be possible to start after the holidays or maybe adjust the POP to be starting after the holidays? Maybe Jan 2nd?
A7. The Government’s intent is to have the work completed by the end of the two month period specified in the solicitation. The Government will not adjust the POP end date based on the date the contractor starts work.
Q8. I was at the site visit today and heard another company ask about starting after the holidays because many trucks are from out of town and break for the holiday. Will this go bad on the report card if performance is started after the 1st?
A8. No, as long as performance is completed by the POP end date specified in the solicitation.
Q9. Can the debris be disposed of outside of Bay County?
A9. Unless otherwise restricted by federal, state, or local statues or regulations.
Q10. Is C&D debris required to be disposed of in a Class 1 landfill.
A10. As the C&D debris has previously been seperated at a staging area, it may be managed at a permitted construction and demolition debris disposal or recycling facility, in accordance with the PWS and applicable documents.
