About this file
This is a Determination & Findings document issued by the 6th Air Refueling Wing at MacDill Air Force Base, Florida, dated August 5, 2026, authorizing brand-name procurement under restricted competition.
The contracting activity (6 CONS/PKA) is procuring executive chairs for the Davis Conference Center to support high-profile senior leader summits, including the CORONA South and PHOENIX Rally conferences. The procurement requires twenty-two (22) Global Auburn executive chairs for the CORONA Room and twenty-three (23) SitOnIt Prava executive chairs for the Auditorium Pit. The justification for brand-name restriction centers on the need for exact matching with existing chair inventories already in place within those specific rooms. Procuring equivalent alternatives would create visual and functional mismatches, including contrasting leather versus vinyl textures, different armrest configurations (fixed loop versus 6-way adjustable plastic), and dissimilar frame profiles. These inconsistencies would compromise the professional uniformity required for four-star general officer engagements. The contracting officer determined that replacing entire existing inventories with a single new brand to avoid brand-name restrictions would cost the Government significantly more, making procurement of the exact matching models the most fiscally responsible and technically acceptable solution. The determination was approved under authority RFO 12.102(a) and signed by Nelson J. Vargas, TSgt, USAF, Contracting Officer, with approval from Ramon Jimenez, Civ, USAF, Flight Chief, Base Support Flight.

DEPARTMENT OF THE AIR FORCE
6th AIR REFUELING WING (AMC)
MACDILL AIR FORCE BASE, FLORIDA
People, Partners, Airpower
5 Aug 2026
DETERMINATION & FINDINGS
Authority to Restrict Competition
1. Agency and Contracting Activity: 6 CONS/PKA
2. Nature and/or Description of the Action: Davis Conference Center (DCC) Chairs
3. Citation to the Appropriate Regulation:
Authority to Pursue One Source:
RFO 12.102(a) RFO 538.7104-3(a) RFO 16.507-6(b)
(1) The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.
(2) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
(3) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
(4) It is necessary to place an order to satisfy a minimum guarantee.
(5) For orders exceeding the SAT, a statute expressly authorizes or requires that the purchase be made from a specified source.
(6) For DoD, NASA, and the Coast Guard, the order satisfies one of the exceptions permitting the use of other than full and open competition listed in part 6.103 (10 U.S.C. 3406(c)(5)). The public interest exception must not be used unless Congress is notified in accordance with 10 U.S.C. 3204(a)(7).
Authority to Restrict Competition to One Brand-Name:
RFO 12.102(a) RFO 538.7104-4(b) RFO 16.507-7(b)
Authority to use Brand-Name or Equal Descriptions:
R-DFAR 212.102-70(b)
4. Findings:
The Davis Conference Center (DCC) at MacDill AFB requires the brand-name procurement of twenty-two (22) Global Auburn executive chairs for the CORONA Room and twenty-three (23) SitOnIt Prava executive chairs for the Auditorium Pit to support high-profile senior leader summits, including the CORONA South and PHOENIX Rally conferences. These chairs are not a standalone furniture suite; they are being procured to directly augment and physically integrate into existing, matching chair inventories within those specific rooms. Procuring "or equal" alternatives would result in immediate, glaring visual and functional mismatches, such as contrasting leather versus vinyl textures, fixed loop versus 6-way adjustable plastic armrests, and different frame profiles side-by-side, which compromises the professional uniformity required for four-star general officer engagements. Replacing the entire existing inventories with a single new brand to avoid a brand-name restriction would cost the Government significantly more, making the procurement of these exact matching models the most fiscally responsible and technically acceptable solution.
5. Determination: Based on the findings above, the proposed sole source, brand name, or band name or equal action is justified under the applicable regulation.
6. Signature Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix, the Contracting Officer is the approval authority for these determinations).
Nelson J. Vargas, TSgt, USAF Contracting Officer, Base Support Flight
Approved:
RAMON JIMENEZ, Civ, USAF Flight Chief, Base Support Flight
