Award will be made to the lowest priced technically acceptable offeror. Technical submissions must not exceed 15 pages and must address temperature-controlled transport methodology, chain of custody procedures, schedule management for routine and on-demand services, contract management and quality control, personnel recruitment and retention, and driver conduct and training requirements.

Amendment 2 Solicitation
This solicitation is for commercial services and is prepared in accordance with the format in Subpart 12.2. This announcement is exempt from a presolicitation notice; quotes are being requested and a separate written notice will not be issued.
Request for Quotation (RFQ) number FA481426Q0028 shall be used to reference any written quote provided under this Solicitation.
The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06; Effective 18 February 2026.
This is a 100% small business set-aside using NAICS code 492110 with a small business size standard of 1,500 employees
All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award.
The purpose of this solicitation is for 6th Medical Group courier service requirement, the contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform to pick up and deliver medical supplies, medical records, mail, laboratory specimens, diagnostic imaging films, to and from their locations listed in the Performance Work Statement (PWS).
Period of Performance Base period will be 12 months from date of award, with one (1) 6-month Option to Extend Services.
Place of Performance IAW attached Performance Work Statement dated 13 March 2026.
All questions regarding this solicitation must be submitted in writing to the Contracting Officer via email (andrew.grant.6@us.af.mil) no later than 23 March 2026 at 12:00 PM Eastern Time.
Quotes are due no later than 13 April 2026 at 9:00 am Eastern Time.

ADDENDUM TO 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services.
(a) Instructions, Conditions, and Notices to Quoters -
(i) Format: Offerors shall prepare their submission in two (2) volumes: Volume I Shall be submitted on 8.5 x 11-inch paper, single-spaced, using a legible font such as Times New Roman, 12-point, with 1-inch margins.
(ii) Page Limits: Volume I, Technical, shall not exceed 15 pages, Covers, Tables of Contents, and title pages do not count against the page limit.
(b) Quote Content -
(i) Volume I Technical: The Technical Capability shall not contain any pricing information. It must address your firm's technical approach and understanding of the PWS requirements.
(ii) Volume II Price: Offeror should submit price consist with the table below T-1.

ADDENDUM TO 52.212-2 Evaluation—Commercial Products and Commercial Services.
(a) Price Evaluation: Price will be evaluated first. The Government will rank all quotes by total evaluated price (sum of base and 6-month extension of services it will be calculated by taking the sum of the base year CLINS and reducing the amount be exactly half) from lowest to highest.
(b) Non-Price Evaluation: The Government will then evaluate the non-price factors of the lowest-priced quote. If the lowest-priced quote is found to be technically unacceptable, the Government will then evaluate the non-price factors of the next-lowest priced quoter, and this process will continue until the government has at least 2 two technically acceptable quotes and an award can be made.
(c) Factor 1 Price: The Government will evaluate the offeror’s proposed price for reasonableness in accordance with FAR 12.204(a). The price evaluation will determine if the overall proposed price is fair and reasonable. The Total Evaluated Price (TEP) will be calculated as the sum of the proposed prices for the base year and the 6-month extension.
(Evaluation of the 6-month extension shall not obligate the Government to exercise the extension.) The six-month extension of services is IAW FAR 52.217-8, "Option to Extend Services", and will only be utilized if necessary. The six-month extension of services is not to be considered part of any ordering period and will be a separate option exercised if it is utilized. Vendors will be required to submit pricing for a six-month extension of services. The Government will develop the TEP which will include this pricing, based on the contractor’s final ordering period pricing.
(d) Factor 2 Technical Capability: In accordance with FAR 12.203(a)(1),Technical. Evaluate technical based on how well the proposed products or services meet the Government’s requirement. Predetermined subfactors are not required.
The evaluation will assess whether the quotation demonstrates a sound and practical approach for satisfying the requirements stated in the Performance Work Statement (PWS).
(i) Technical and Quality Control Approach: The offeror shall provide a Narrative Technical and Quality Control Approach that demonstrates a clear and practicable methodology for executing all tasks outlined in the (PWS) and Management and Staffing Approach that details their plan to successfully execute all requirements of the (PWS). The approach must detail the offeror’s specific procedures for meeting or exceeding the Performance Thresholds identified in the PWS Services Summary.
(e) The narrative must address the following specific elements -
(i) Temperature-Controlled Transport Methodology: Describe the specific equipment, vehicles, and containers that will be used to transport items across the three required temperature ranges (frozen, refrigerated, and controlled room temperature) simultaneously. Detail the procedures for documenting temperatures throughout the transportation cycle to ensure the integrity of clinical specimens and pharmaceuticals.
(ii) Chain of Custody and Secure Handling: Describe the step-by-step procedures for ensuring the secure handling and positive control of all items, including sensitive medical records, lab/blood products, and high-value pharmaceuticals. Explain the process for documenting the chain of custody from pickup to delivery for all transported materials.
(iii) Schedule Management for Routine and On-Demand Services: Describe the dispatch and communication system that will be used to manage both scheduled runs and on demand/unscheduled requests. Explain the process for receiving an on-demand service request and ensuring a driver is dispatched to meet the PWS-required response times.
(iv) Contract Management and Quality Control: Describe the management structure for this contract, identifying key personnel responsible for oversight and client communication. Detail the Quality Control Plan (QCP) that will be used to monitor performance, ensure compliance with all PWS requirements (e.g., temperature logs, on-time performance), and implement corrective actions for any service deficiencies.
(v) Personnel Recruitment, Retention, and Replacement: Describe the offeror's strategy for recruiting qualified personnel who can meet all government requirements, including the ability to obtain any necessary base access or security credentials. Detail the plan for retaining skilled personnel to ensure continuity of service and minimize staff turnover. Provide a plan for surge or replacement staffing to guarantee that all services, including on-demand/unscheduled runs, are performed within the PWS-required timeframes, even in the event of unexpected staff absences.
(vi) Driver Conduct and Training: Describe the company's policies and initial/recurrent training programs for drivers related to professionalism, customer service, and specific protocols for operating on a military installation and within a medical environment. The training plan must address the PWS requirements for drivers to be neat, clean, and easily identifiable.
(f) Technical ratings are defined as follows in the table below T-2 -

Unacceptable The quote does not meet requirements and contains one or more deficiencies.

BASIS OF AWARD
Award will be made in accordance with RFO 12 procedures, to the Offeror whose quote results in the lowest price technically acceptable offeror. A contract may be awarded to the offeror who is deemed responsible IAW RFO 9, as supplemented, whose quote conforms to the RFQ requirements. And is judged, based on the evaluation factors, to represent the Lowest Priced Technically Acceptable Quote.
