The contractor must maintain specimens at environmentally controlled temperatures (20-25 degrees Celsius for specimens; 2-8 degrees Celsius for refrigerated prescriptions; 2-8 degrees Celsius and -5 to -15 degrees Celsius for refrigerated and frozen immunizations, respectively). Additional requirements include unscheduled runs (averaging 1-3 per month) and excess weight runs up to 500 pounds. The contractor must be certified/bonded to carry pharmaceuticals, lab/blood products, and dry ice; possess fluent English language skills including medical terminology; operate covered, secured vehicles with 200 cubic feet capacity and 46-inch height clearance; maintain functioning air conditioning; and ensure visibility during all pickups and drop-offs with location points of contact. Service delivery is required Monday through Friday, excluding Federal holidays, with items delivered the same day. Performance thresholds allow no more than one customer complaint per month across four service summary categories covering timely deliveries, temperature maintenance, full first-run deliveries, and communication standards.

PERFORMANCE WORK STATEMENT (PWS)

Medical Courier Service for MacDill Air Force Base 6th Medical Group

13 March 2026

1. Purpose: The purpose of this Performance Work Statement is to define the 6th Medical Groups courier service requirement to pick up and deliver medical supplies, medical records, mail, laboratory specimens, diagnostic imaging films, to and from our satellite clinic located in Brandon, FL.

2. DESCRIPTION OF SERVICES:

Contractor to furnish all labor, equipment, material, supervision, transportation and other items and services necessary to perform courier services for the 6th Medical Group, MacDill AFB, FL, and Sabal Park Clinic. These services shall include pick-up and delivery of pre-packaged clinical specimens, supplies, medical records, echoes, outgoing mail, prescriptions, and clinic x-rays from Sabal Park Clinic and deliver to the designated area at the 6th Medical Group. Three scheduled runs daily are needed, as well as unscheduled requests to pick-up or deliver items to or from the 6th Medical Group and any other facility requested. This will be a non-personal services contract.

This is a NON-INHERENTLY GOVERNMENTAL SERVICES contract. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PCO immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.

SECTION 1.1. SCHEDULED RUNS THE CONTRACTOR IS RESPONSIBLE FOR

1.1.1. Contractor shall provide courier service to the following locations:

a. MacDill AFB Clinic: Bldg. 1078, 3250 Zemke Ave, MacDill AFB, FL, 33621:

- Pharmacare Center – 7101 Kingfisher St, MacDill AFB, 33621

- Laboratory – 1st floor, 1J13

- Main Pharmacy – 1st floor, 1E21

- Hospital Mail Distro/Command Support Section (CSS) – 2nd floor, 2L26

- Radiology – 2nd floor, 2E33

- Medical Logistics – 1st floor, Warehouse 1L28

- Immunization Room – 1st floor, 1A34

b. Sabal Park Clinic: 9210 King Palm Dr. Tampa, FL 33619:

- Pharmacy – Room 202

- Laboratory – Room 233

- Immunization – Room 335

1.1.2. Make three daily runs between the 6th Medical Group, MacDill AFB Clinic and Sabal Park

Clinic with the last drop oƯ being at the 6th Medical Group, MacDill AFB Clinic. Deliveries to the Sabal Park Clinic and 6th Medical Group, MacDill AFB Clinic will be at specific drop sites (as identified above).

a. MacDill (0900) – Sabal (1030) – Macdill (1200) – Sabal (1330) – MacDill (1500)

– Sabal (1630) – MacDill (NLT 1800)

1.1.3. During the first run of the day, the courier will pick-up within the 6th Medical Group facility, Macdill AFB no later than 0900 Monday-Friday, and deliver items to the Sabal Park Clinic no later than (NLT) 1030 hours. The courier will pick-up items from Sabal Park Clinic and return to the 6th Medical Group facility NLT 1200 hours. The first run is to be delivered to the 6th Medical Group, MacDill AFB Clinic pharmacy, specifically, NLT 1200. The complete order from the previous day’s order it to be delivered in full during the first run.

Partial deliveries are unacceptable. The total transit time for Immunizations must not exceed two hours.

1.1.4. During the second run of the day, the courier will pick up from the 6th Medical Group, MacDill AFB Clinic no earlier than 1200 Monday-Friday, and deliver items to Sabal Park Clinic NLT 1330 hours. The courier will pick up items from Sabal Park Clinic and return to the 6th Medical Group facility NLT 1500 hours. Partial deliveries are unacceptable. The total transit time for Immunizations must not exceed two hours.

1.1.5. During the final run of the day, the courier will pick-up from the 6th Medical Group, MacDill AFB Clinic no earlier than 1500 Monday-Friday, and deliver items to the Sabal Park Clinic. The courier will pick up items from Sabal Park Clinic no earlier than 1630 hours and return to 6th Medical Group, MacDill AFB Clinic NLT 1800 hours. Partial deliveries are unacceptable. The total transit time for Immunizations must not exceed two hours.

1.1.5.1. Pick up all pre-packaged clinical specimens, supplies and correspondence from the Sabal Park Lab and drop oƯ to the MacDill Laboratory.

1.1.5.2. Pick up any outgoing mail from the Sabal Park Clinic and deliver to the 6th Medical Group mailroom 2nd floor.

1.1.5.3. Pick-up required pharmaceuticals from the Sabal Park Clinic and deliver to any of the MacDill on-base pharmacies.

1.1.5.4. Pick-up clinic x-rays from the Sabal Park Clinic and deliver to the 6th Medical Group Radiology Section, 2nd floor.

1.1.5.5. Pick-up all empty containers/coolers from the delivery site and return to the specific clinic location at their next scheduled pick-up date.

1.1.6. Contractor must be certified and/or bonded to carry pharmaceuticals, lab/blood products, and dry ice.

1.1.7. Contractor vehicles must be covered and secured, vehicle must be capable of storing pre-packaged supplies of 200 cubic feet and 46 inches in height, and the vehicle must be equipped with functioning air condition

1.1.8. Required service days are Monday through Friday of each week, excluding all Federal holidays.

1.1.9. Items picked up from the clinics must be delivered on the same day.

1.1.10. During transportation, specimens shall be maintained in their respective shipping boxes with refrigerant packs (supplied and packaged by the Government). All shipping boxes will be maintained at an environmentally controlled temperature (i.e., room temperature 20-25 degrees Celsius) during transit.

1.1.11. During transportation, refrigerated prescriptions shall maintain a temperature between 2-8 degrees Celsius (36-36 degrees Fahrenheit) with the use of adequate refrigerant packs (to be supplied by the Government).

1.1.12. During transportation, refrigerated and frozen immunizations shall maintain at a temperature between 2-8 degrees Celsius and (-5) -(-15) degrees Celsius, respectively, in their designated shipping boxes.

1.1.13. Contractor must be fluent in speaking and understanding the English language to include basic medical terminology.

1.1.14. Picking-up and dropping-oƯ must be done so with the acknowledgement of the particular location’s point of contact (POC). There must be visibility of the items during this process.

SECTION 1.2. UNSCHEDULED RUNS THE CONTRACTOR IS RESPONSIBLE FOR:

1.2.1. Contractor shall provide unscheduled courier service to the following clinics:

a. Sabal Park Clinic: 9210 King Palm Dr. Tampa, FL 33619:

- Pharmacy – Room 202

- Laboratory – Room 233

- Immunizations – Room 335

b. MacDill AFB Clinic: Bldg. 1078, 3250 Zemke Ave, MacDill AFB, FL, 33621

- Pharmacare Center – 7101 Kingfisher St., MacDill AFB

- Laboratory – 1st floor, 1J13

- Main Pharmacy – 1st floor, 1E21

- Hospital Mail Distro – 2nd floor,2L26

- Radiology – 2nd floor, 2E33

- Medical Logistics – 1st floor, Warehouse 1L28

- Immunization Room – 1st floor, 1A34

c. Outreaching Community Partnership Clinics: Limited to local Tampa areas to include, but not limited to, Tampa General Hospital: 2 Columbia Dr. Tampa, FL 33606.

1.2.2. Upon notification by the Government, the contractor shall perform unscheduled courier service between the MacDill AFB Clinic and Sabal Park Clinic between the hours of 0900 and 1730 hours, Monday through Friday. Deliveries to the 6th Medical Group or Sabal Park clinic will be at specific drop sites (identified above). Unscheduled runs are in addition to the timely scheduled runs.

1.2.3. The number of unscheduled runs per month may vary, but historical data reflects an average of 1to 3 unscheduled runs per month.

1.2.4. Contractor shall provide a reliable notification process to ensure compliance with all unscheduled courier requests within two hours of initial notification by the Government.

SECTION 1.3. EXCESS WEIGHT PER RUN (up to 500 lbs.) between MacDill AFB, Sabal Park Clinic: The contractor is required to notify the Government when quantities under subject CLIN reaches 80% of the NTE amount.

1.3.1. Contractor shall provide courier service to the following outlying clinics:

a. Sabal Park Clinic: 9210 King Palm Dr. Tampa, FL 33619:

- Pharmacy – Room 202

- Laboratory – Room 233

- Immunizations – Room 335

b. MacDill AFB Clinic: Bldg. 1078, 3250 Zemke Ave, MacDill AFB, FL 33621:

- Pharmacare Center – 7101 Kingfisher St, MacDill AFB, 33621

- Laboratory – 1st floor, 1J13

- Main Pharmacy – 1st floor, 1E21

- Housekeeping Room – 1st floor, 1L10

- Hospital Mail Distro – 2nd floor, 2L26

- Radiology – 2nd floor, 2E33

- Medical Logistics -1st floor, Warehouse 1L28

- Immunization Room – 1st floor, 1A34

c. Outreaching Community Partnership Clinics: Limited to local Tampa areas to include, but not limited to, Tampa General Hospital: 2 Columbia Dr. Tampa, FL 33606

SECTION 2.0. SERVICES SUMMARY. The service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes those minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success.

SECTION 3.0 GOVERNMENT PROVIDED.

3.1 Supplies. The government will provide the necessary refrigerant packs with the pre-packaged delivery items to store specimen for transportation

3.2 Pickup Times. The government will have all necessary pickups ready within five (5) minutes of the contractor’s arrival for each respective pickup
