3. I would like to know if there are any pre-bid meetings, site visits, or clarification deadlines associated with this solicitation.
The deadline for clarifications has passed answers to all questions will be posted in 1 amendment by the government. It is not currently planned to have any post-award meetings but coordination for a meeting can be made after award.
4. Please confirm whether there will be any transition period or phase-in period between award and the start of performance.
There will be a 2-week transition period as outlined in the PWS.
5. Please confirm whether the Government expects a single dedicated driver and vehicle for all scheduled runs, or whether the contractor may use multiple qualified drivers and vehicles so long as all PWS requirements are met.
This contract is for non-personal courier services. The government does not dictate how services are performed as long as the requirements are addressed within the evaluation factors and the requirements of the PWS are met.
6. Please confirm whether subcontracted performance is permitted under this solicitation, provided the prime contractor remains fully responsible for contract performance and compliance.
Sub-Contracting is not prohibited.

19. Please confirm whether there are any page limits, formatting restrictions, or preferred file naming conventions for quote submission beyond those stated in the solicitation.

20. Please confirm whether proof of certification and/or bonding to transport pharmaceuticals, lab/blood products, and dry ice is required at quote submission or only prior to start of performance. The PWS requires that capability, but the solicitation does not clearly say when proof is due.

24. Certification and Bonding Specifics: PWS Paragraph 1.1.6 states the Contractor must be "certified and/or bonded" to carry pharmaceuticals and lab/blood products. Could the Government please specify the exact certification or license required (e.g., Florida Department of Health COOP, specific Pharmacy Wholesale/Distributor license, or a specific commercial bond value)?

Government-Furnished Equipment (Containers): While PWS Paragraph 3.1 states the Government will provide refrigerant packs, it is unclear who provides the primary temperature-controlled transport containers (coolers/boxes) required to maintain the three distinct temperature ranges specified in PWS 1.1.10–1.1.12. Please clarify if the Contractor is expected to provide these specialized containers or if they are Government-furnished.

28. Pricing Instruction Contradiction: The RFQ Addendum (b)(ii) states that CLINs 1001 and 1002 (6-Month Option) will be "fill out by the Government after Quotes are received". However, Factor 1 Price evaluation instructions state "Vendors will be required to submit pricing for a six-month extension of services". Please clarify if offerors should leave these CLINs blank or provide pricing in the Volume II submission.
Yes, the vendor will provide pricing for CLINs 0001 – 0002 the CLINs 1001- 1002 will be evaluated by the government as half the pricing giving in the base year. The cumulative total of all CLINs is what will be evaluated by the government.
29. Staff Immunization Requirements: The RFQ Addendum (e)(v) mentions "immunizations" as a requirement for personnel qualifications. Could the Government provide a specific list of required immunizations (e.g., Influenza, Hep B, MMR, COVID-19) to ensure these costs are accurately captured in our staffing plan?
This will be removed in our amendment.
30. Transit Time Constraints: PWS Paragraphs 1.1.3–1.1.5 specify that total transit time for immunizations must not exceed two hours. Does this two-hour window include the pickup time across the multiple on-base locations identified in Section 1.1.1, or does it apply strictly to the drive time between the MacDill AFB Clinic and Sabal Park Clinic?

34. Are the three daily scheduled runs intended to be completed as a continuous loop by a single driver throughout the day, or as separate dispatches requiring multiple drivers at different times?
This is a commercial services contract. The government does not specify how the requirements are met. As long as the requirements in the PWS are met, the contractor can choose how to meet them.
35. Can the Government confirm the expected average daily volume to ensure appropriate vehicle capacity planning?

Can the Government confirm if the insulated medical transport containers (coolers) are provided by the Government, or is the contractor required to furnish specialized medical-grade totes?
