Aircraft Wash Service Questions Round 2

1) Will DFARS 252.228-7001 Ground and flight risk apply to this contract? This is important for bidding the correct insurance rates.

DFARS 252.228-7001 Ground and flight risk will be included in the solicitation and contract.

There are numerous panels that require depaneling / repaneling to complete the post wash lubrication.

For instance, the lower stabilizer coffin panels, Inboard Aileron lower hinged equipment bay panel, Cargo Door panels, the inboard and outboard emergency flap bypass handles removal and installation and the floor board that covers the access to them and the safety-wired caps on both sides of the nose landing gear to gain access to the lubrication points that need to be removed and installed.

All of the above post wash lubrication items mentioned have a history of being extremely difficult depaneling/repaneling because of stuck screws and broken nut plates.

2) Question: Who will be responsible for removing stuck screws and replacing any broken nut plates? The Contractor will provide personnel to remove stuck screws. For broken nut plates see PWS paragraph 4.9.

3) Question: Will we be able to charge UPT for time lost waiting on the removal of stuck screws or nut plate replacements? No, there are other tasks that can be done while waiting on government response. The Government has a standby crew available should the event occur on a weekend.

Should Government fail to respond, UPT may be charged.

4) Appendix C does not list a Tow Bar. Will the Government provide a joint use tow bar for aircraft towing operations? Yes.

5) During the site survey the Government stated that the tow bar for the KC-135 is unique to that aircraft. If the Government does not intend to provide a joint use tow bar for towing operations, will the Government provide tow bar specifications? KC-135 Tow bar will be available.

6) Will resumes be included in the page count for the technical proposal? Are resumes limited to a page count? For example: Each resume shall be limited to two (2) pages. The resumes will count towards the number of pages. However, there is no requirement for the minimum or maximum number of resumes the contractor may submit. All technical approaches for employee qualifications will be assessed based on the contractor’s demonstration of their understanding of the required employee qualifications. Individual resumes are not limited to a page count.

7) Can the contractor use ATV or Golf Car on flight line? Yes, the contractor must follow the process in PWS para 7.

8) Can the government define unpreventable circumstances? Unpreventable circumstances are situations in which neither the government, nor the contractor, are at fault for a delay in contract performance. Examples: Inclement Weather, Installation Emergency, Acts of God. Situations are be subjective and may be resolved with the COR and CO if necessary.

9) Can the contractor invoice CLIN 0003 for towing problems due to tire pressure low, strut distances and other maintenance issues that occur etc.? Preventative maintenance should be practiced to ensure these events do not occur. When they do, the contractor will report the issue to the COR and eligibility for invoicing will be determined by the Contracting Officer.

10) Will the government provide wash rack foamers? No.

11) Will the contractor employees work a 40 hour work week? The number of hours worked per employee is at the discretion of the contractor.

12) Will the government provide the JLG Lift? No.

13) Will the government allow the contractor to invoice if contractor personnel report for duty and the aircraft wash is cancelled? Cancellations within the 24 hour notification period may be chargeable as unproductive time. However, there are often planes available to wash so cancellations are highly unlikely.

14) Will the government provide a tow bar? Yes.

15) Historically, what has been the least amount of aircraft washed on a monthly basis? 12 (based on

4 months data due to recent aircraft increase).

16) Will the government provide the -86 Power unit per Para 27.3. Yes, a power unit will be available.

17) Will the government provide the oil/grease? No.

18) Will the government provide grease guns? No.

19) Will the government provide grease fittings? No.

20) Will the government provide a list of the AGE Equipment IAW PWS Para 27.3? Yes. Please reference Appendix C of the PWS.

Reference Previous Q&A: Question was asked if Gov't would certify the Hgr 1 fall protection prior to contract start date. Government Response: Answer was no.

21) Question: Is the fall protection not certified at all? Was certified, but just requires re-cert?

Hangar 1 SRLs are certified by qualified person at 15,000LBS max arresting force (MAF) – non-certified anchorage 5,000LBS MAF x 3 workers. Due to chemicals and other concerns, JLGs should be utilized to prolong PFAS service life

22) Does the outdoor wash facility have overhead fall protection capability? No.

23) Would another CLIN be created to capture the costs of mobile fall protection equipment? Typically, units already have the infrastructure in place to where the contractor would only have to provide it's employees with harnesses to attach to already existing overhead reels or lanyard cables. No.

Please clarify question 14 on previous Q&A. The question asks if the contractor will remove panels but the answer states that the contractor is not required to perform any repairs.

24) Will the contractor be required to remove/install panels for aircraft wash purposes both interior and exterior of the aircraft? Yes, for the lubrication process.

25) Can the Gov't provide a Gov't employee (crew chief or the corrosion manager) to take care of forms documentation, G081, danger tags, etc. This could alleviate improper forms documentation, G081 input, etc. and ensure continuity of the entire wash process in this regard. Contractor will be responsible for forms/documentation. The Government will provide training and support during the orientation period.

26) As asked before, 8 hrs to accomplish all required will be a daunting task. Will there be opportunity to adjust the time (amend the PWS requirement) after award if trends show that more time is continually needed? Yes. However, the 8 hours is based on the Government’s time to complete a tow, wash and lube.

27) With this being such a robust contract, would the Gov't provide TCMax for the contractor to use?

Maintenance CTK support is available but should be coordinated in advance with the Government.
