Aircraft Wash Service Questions & Answers #1

1. Will the contractor be permitted to use government maintenance stands currently used to perform aircraft wash services? Yes

2. Will the contractor be permitted to request light cart services from AGE during night time aircraft washes? Yes

3. Will the Government provide a list of special qualifications needed to accomplish aircraft towing and parking operations? Line Badge, Phase II Flightline Security, Airfield Drivers certifications, Tow brake rider/Tow vehicle operator/Tow supervisor

4. Will the Government provide training for and a list of special qualification required to perform aircraft lube services? Government will provide orientation, but contractor is responsible for training their employees and maintaining records..

5. Will the government provide training during the transition period to qualify personnel in the skill sets, (Wing walker, Brake rider, Director, etc) required to tow aircraft to the wash rack and to the hangar? The Government will provide orientation, but the contractor is responsible for training.

6. Does hangar door operations require a special qualification?

There is no “special” qualification, Contractor should be readily available to demonstrate familiarity with Hangar door operations and any associated training.

The government will provide instruction during the orientation period.

7. Will the Government provide training/familiarization and qualification to operate hangar doors, charge or energize aircraft wash equipment and utilities associated with aircraft wash during transition period? No. The Government will provide orientation but the contractor is responsible for training.

8. Will the Government provide flight line driver training, testing and licensing for contractor personnel during transition? No, the contractor is responsible for training.

The contractor will coordinate with Airfield Management to receive official approval.

9. Will the contractor be assigned parking space and permitted to park contractor vehicles and support equipment used during wash evolutions on the ramp when not performing washes? Yes

10. Will the contractor be permitted to use the Governments Zamboni to clear Hangar 1 floor surface of water after completing an aircraft wash? No, a Zamboni is not required for this contract. The methods for cleaning the Hangar is up to the contractor.

11. Will the Government provide contractor Zamboni operator training and qualification?

No, a Zamboni is not required for this contract. The methods for cleaning the Hangar is up to the contractor.

12. Does the Government intend to certify Hangar 1 Fall Protection system prior to the contract start date? No.

13. Since contractor personnel will be required to board the aircraft to perform brake-rider duties during towing, will contract personnel be required to have a security clearance? What level?All employees will have, at a minimum, Tier 1 NACI Clearance. Instructions to obtain the clearances can be found in paragraphs 23.4 & 23.5.

14. The description for full wash (PWS 4.6.5) requires the complete cleaning of the exterior of the aircraft and landing gear components. In addition, PWS section 4.2.1 states that contractor personnel are not required to perform the interior cleaning work card. However, PWS section 4.6.7 discusses floorboards. Is it the government’s intent that the contractor will remove any panels and/or floorboards inside the plane?

The contractor will not be performing any repairs to the aircraft.

15. There does not appear to be a list of government furnished equipment in the PWS.

Will the government provide ground power units, maintenance stands, boom sling, wheel covers, spoiler locks, etc.? Reference Appendix C for items the contractor will have access to.

16. Are there any soaps on the Qualified Products List (QPL) that are not allowed to be used on base due to environmental concerns? Any of the MIL-PRF-87937- Type IV & MIL-PRF-85570-Type II soaps listed on the QPL are authorized. Products do fall off the QPL listing when companies fail to renew, so we check the QPL frequently

17. Is there an oil water separator at each wash location/facility? And if so, who is responsible for maintaining it? There are at both locations, the outdoor is operated by the control panel, which automatically turns on when the wash facility is turned

on. The indoor wash facility (Hangar 1) is activated automatically when water enters the drain system. Currently Civil Engineering maintains both locations, should there be any issues with them, contact the COR who will contact the building custodian/CE to correct the issue.

18. Does the government provide hot/cold water, compressed air and electrical power at each location/facility? No hot water-No compressed air at either location. Only the indoor wash facility (hangar 1) has electric.

19. Ref: PWS 2.2. states that Contractor employees shall comply with the corrosion inspections, prevention, control and repair work efforts to complete the scheduled task(s) requirements specified in the PWS pertaining to specified aircraft. Are we to assume that it is the government’s intent that the contractor will inspect for corrosion and perform necessary repairs of such corrosion? The contractor will not be performing any repairs to the aircraft.

20. The draft PWS stated in section 6.2 that “The contractor shall provide/use, a tow vehicle capable for towing over 90,000 pounds to fulfill the requirements of this contract”. However, in the new PWS, 6.2 has been removed.

Are we to assume that the tow vehicle will be provided by the government and not the contractor? The Government will make available a tow vehicle.

21. Will there be a phase in period for this contract. If so, how long? Contractor will be expected to begin performance NLT 30 September. Duration of Phase-in will depend on the date the award and task order are executed. The Government will ensure a minimum of 1 week.

22. Eight hours (0700-1500) to tow, prep, wash, lube, restore and tow a plane back out seems like a daunting task especially when you factor in potential tow vehicle/wash equipment failures, severe weather, etc. Will the government be flexible on a case by case basis when problems like this occur? Potential issues should be coordinated with the COR/CO as soon as identified. There will be an additional CLIN to account for unproductive time.

23. I just would like to know the length & width of plane, how many will there be & is there a daily time frame that we have to stop working?

Length: 136 feet, 3 inches (41.51m) Wingspan: 130 feet, 10 inches (39.87m) Number of Aircraft: 24 KC-135’s Hours of Operation: 0700 to 1500 unless pre-coordinated with the COR (4.2.2 in

PWS)

24. Mobilization CLIN: Can you please explain in detail, what is expected to be included under this section? Could this include all equipments to be purchase to be able to perform this contract successfully such as Man Power lifts, Tow tractor and bar, etc?

The mobilization CLIN is to be used to cover all initial contractor start-up costs

25. Equipment such as Engine covers, Pitot Static covers, leading edge covers, vent cover, etc will be provided by Government or Contractor? Reference Appendix C for items the contractor will have access to.

26. Will the contractor have access to other government equipment such as boots, safety glasses, etc? This equipment is currently located on wash rack buildings. No

27. Will the Contractor need to possess any Security Clearance pass to be able to perform contract as needed? If yes, how long will the contractor have to obtain this passes?

Currently wait time is over year. All employees will have, at a minimum, Tier 1

NACI Clearance. Instructions to obtain the clearances can be found in paragraphs

23.4 & 23.5.

28. If needed, will the contractor need to pay for this security clearance passes? The contractor is responsible for paying for any costs associated with granting access and/or clearances.

29. Wage Determination: Is the contractor obligated to maintain a pay scale equivalent to the positions listed under the PWS? Such as Aircraft Mechanic, Aircraft Inspector, and Aircraft worker. Contract is subject to the Service Contract Labor Standards, however, the contractor is not bound by the specific labor categories identified in FAR 52.222-42 and PWS. The contractor may determine the mix of labor necessary.

The positions provided in the PWS are for reference only.

30. Will the contractor be compensated for extra time needed to perform a service? For instance, Crew is ready but aircraft is not due to cancellations, weather restrictions, base restrictions, any other event. Potential issues should be coordinated with the

COR/CO as soon as identified. There will be an additional CLIN to account for unproductive time (reference PWS 4.4.1)

31. Aircraft that come from dessert missions normally come with a lot more dirt than other routine aircrafts. These aircraft generally require extra time to be cleaned. Will these aircrafts be charged separately from those that are routine washes? No. The

Government desires one price for a wash/job.

32. Normally, How long does a 55 gallon cleaner last? Approx. Aircraft qty. 1-55gal drum lasts around 6 months at a rate of 1 aircraft wash per day.

33. Is the Contractor to be trained by the government on the first aircraft? At least, to satisfy each requirement to government standards. The Government will provide an orientration/phase-in period. Reference PWS Sec. 19 for training requirements

34. Will it be required to possess a FAA certifications to fulfill this contract? The qualifications mentioned in PWS para 19.2 are accepted.

35. Are more than one aircraft wash to be require per day? We normally wash one per day, but it will be based on the Contractor’s plan and coordination/working with the Government to meet the monthly requirements

36. PWS indicates that washes will be perform only from Thursday to Sunday. How often is expected to perform washes on other days of the week? Also, PWS indicate there could be a max of 30 washes per month. This number will be based on a variety of factors, including the contractor’s performance plan and mission requirements. The operations tempo and number of aircraft deployed at one time causes a lot of variability.

37. Does the Government have a fair budget in place for this contract considering Contractor will need to provide every equipment needed and zero equipment will be provided by government? Reason is that cost might be considerable higher due to this specific requirement. Reference Appendix C for items the contractor will have access to.

38. How many copies are require to submit the proposal for this opportunity? Is one paper copy enough? The contractor must provide an original plus three paper copies, four total. One electronic/digital copy is required as well. We require multiple paper copies due to our evaluation procedures. (Section 3 in Clause 52.212-1 Instructions to Offerors).

39. Can this proposal be submitted through email? The proposal will not be accepted via email. The files are typically too large to send properly and technical failures can be problematic. A CD along with the paper copies is the most common method.

40. How often will invoices be submitted for payment? Daily, weekly or monthly? Upon receipt of Govt. acceptance invoices may be submitted at the contractor’s discretion.

Please coordinate with the Resource Advisor and the Contracting Officer Representative prior to submitting invoices.

41. If hangar is used to perform a wash, Will the government provide a zamboni scrubber to clean floor or will contractor need to provide such equipment? No, a Zamboni is not required for this contract. The methods for cleaning the Hangar is up to the contractor.

42. If a water hose need to be changed, who will provide such equipment? Upon determination that the hose(s) need to be replaced, the Government will

43. How much time will the new Contractor be given to begin fulfilling the contract? The contractor is required to begin performance prior to 30 September 2018.

44. If corrosion is found during a wash, does the contractor be obligated to repair such discrepancy? The contractor will not be performing any repairs to the aircraft.

45. Does the contractor require to have a liability insurance? What will be the minimum required? Reference Addendum to 52.228-5

46. With the use of the outdoor wash rack, there is a high probability for work stoppage due to weather such as lightning or the aircraft skin does not meet temperature requirements. Loss of electricity and water may affect both locations inside and outside. Other delays by Government may result in delay to start the wash at the predetermined start time. Will the Government establish a manhour CLIN for unproductive time for situations that result in a work stoppage due to acts of God or lack of Government services, such as sheltering the work force for severe weather for more than 30 minutes, as allowed at other AFMC locations? Yes. The Government will be providing a CLIN for unproductive time quantified by the hour.

47. At other AFMC wash services, cancellations of washes by the Government inside the 24 hour notification results in payment to the contractor for the cancelled wash. How does the Government propose to pay for the costs of contractor pre-wash services when the cancellation is made inside the 24 hour notification period? Cancellations within the 24 hour notification period may be chargable as unproductive time.

However, there are often planes available to wash so cancellations are highly unlikely.

48. Will the Government provide an indoor hangar wash rack on most days to reduce the amount of downtime due to adverse weather conditions? Hangar 1 is the indoor wash rack and it’s availability is based on priority maintenance requirements and other Hangar usage. The contractor may coordinate with the AMXS/MXS Production Superintendent/COR for approval.

49. Will the Government provide an estimated number of hours experienced due to the situations cited? No. We do not keep track of this data.

50. Does the eight (8) hours include time for tow, pre/post joint inspections of the aircraft and wash rack clean up? Yes, unless pre-coordinated with the COR.

51. Will the Government identify 24 hours in advance of the location of the aircraft for wash i.e outdoor wash rack or hangar? There are weekly meetings in place to schedule washes and coordinate their locations. The Government will make every effort to ensure 24 hours notification is provided. Mission/maintenance requirements could change this, but it will not be a common occurrence.

52. When will the pre\post joint inspection of the aircraft be performed i.e. if towed by the contractor at the aircraft parking spot or if towed by the Government at the wash site? Any discrepancies with the aircraft (not already identified in the forms) should be noted and reported to the Government before tow and after. The Government is not responsible for towing.

53. Reference: During the site visit it was brought to the attention of the attendees that the government requires the CFT to provide Tow Tractor, power unit, lifts, stands, and all expendable materials for the wash.

Discussion: With this requirement, the cost of the contract will be greatly increased when the equipment assets are currently available as GFE and could be managed by the CFT as joint use, bringing added cost benefits to the government. The contractor could supply all expendable supplies. Reference Appendix C for items the contractor will have access to (Joint Use).

54. PWS 4.2.2 The Contractor shall tow the designated aircraft requiring wash to the assigned wash facility to not disrupt airfield activity.

Discussion: The Contractor has little control over the priority of the tow relative to other day to day airfield events. Tasking the contractor to “not disrupt airfield activity” would require the contractor to coordinate the tow activity with several Government offices and would place the contractor in the role of policy/decision making that is inherently Government functions. Also, with the stringent requirements proposed for completion of the wash and lube cycle, the potential for delayed completion of requirements is greatly increased and increased cost to the Government. The Contractor can coordinate with AMXS/MXS Production Superintendents to help prevent these disruptions.

55. Will the Government consider Government personnel tow the aircraft to the designated wash facility and back out after wash completion? This action will greatly reduce the cost of contractor service and avoid the confusion in the decision making of the appropriate tow time, allowing the Government to maintain the wash schedule that fits their maintenance and airfield needs. The contractor will be responsible for towing the aircraft before and after the wash.

56. Reference: PWS 4.2.2 The performance of all aircraft washes, regardless of hours of operation, shall be completed within eight (8) hours.

Q 9 Please clarify if the tow is it considered part of the 8 hour wash time? Yes. The contractor will coordinate with the COR if the job performance is expected to exceed the 8 hour wash time.

57. Reference: PWS 10.0 Wash Rack Buildings. The outdoor wash rack is the primary wash rack and includes an equipment storage area. Hangar 1 is a multi-use hangar and requires pre-approval by the Government for use.

Will the contractor have storage made available for PPE and supplies at both locations? The contractor will have exclusive access storage space in the entire outdoor facility, the office/storage space on the side of Hangar 1, and the small cages in the hangar. The current wash team does not have problems with storage capacity in these areas. These areas were identified in the site visit.

58. Reference: PWS 9.0 Facilities, properties and Services, The Contractor shall also clean the hangar floor, removing all visible dirt, debris, etc after each wash.

If the CFT uses hangar 1 will they be will they be able to joint use the government floor machine to clean the floor? No, a Zamboni is not required for this contract. The methods for cleaning the Hangar is up to the contractor.

59. Will the government clarify the pre-approval process for use of the hangar and provide a 24 hour notice to the contractor for employee work notifications to be made? Yes, coordinate with AMXS/MXS Production Superintendent/COR for approval. There are weekly meetings in place to schedule washes and coordinate their locations.

60. Reference: PWS 10.0 Wash Rack Buildings/Hangars. Equipment Storage: The

Contractor shall be responsible for ensuring that all storage equipment, when not in use is properly stored and secured.

Will the government provide a location close to the wash facility for any CFT provided vehicles and support equipment stands to be parked? Yes

61. Reference: PWS 22.0 Contractor Team Complement.

Is it the intention of the government to have all of the DOL Occupation Codes listed here as “Mandatory” use in performance of this contract or since this is a performance based contract is the contractor allowed to determine the mix of labor necessary to meet the performance requirements and these are provided as informational? The contractor may determine the mix of labor necessary. The positions provided in the PWS are for reference only.

62. Reference: 23.5 Obtaining NACI/Secret Clearance:

Will the government clarify that all CFT employees will require a SECRET Clearance to work on the contract. If so a DD254 will be required for this contract along with the VGSA outlined in PWS 23.6 Employees are not required to have a secret clearance. Qualified contractor employees, at all times, must escort all employees that do not possess a valid AF Entry Control Card/equiv. All employees should able to obtain a favorable National Agency Check. The contractor shall provide an adequate number of aircraft wash contract personnel eligible to access the Government unclassified automated information systems. All employees will have, at a minimum, Tier 1 NACI Clearance. Instructions to obtain the clearances can be found in paragraph 23.5.

63. Reference: Appendix A: Regulations, Operating Instructions, Forms, Technical

Orders:

NOTE: All Technical Orders and Operating Instructions are located online and are available to the contractors once they have obtained the required training and clearance for CAC enabled LAN access.

Will the government provide computers or tuff books with printers to access the LAN for viewing the technical orders in ETIMS and access to fill out the wash in GO81 or IMDS as outlined in PWS 12.0? The Government will provide tuff books (with Wi-Fi access) for CTK check-out. However, no printers will be provided.

64. Contractors will provide equipment and transportation for the tow operation and subsequent wash. My question is, does this equipment requirement also include Ground Power Units? AGE equipment will be available for Contractor use.

65. Flight line and taxiway procedures: will The Air Force provide specific training for the rules, regulations, and procedures to safely tow aircraft to and from the wash station? The Government will provide orientation during a phase-in period. The contractor will be responsible for administering their own training to employees.

Training methods and status of individual employees must be documented. These documents may be requested by the COR.

66. The PWS states that the lube is to be completed within 4 hours of the wash. Does the lube need to be completed within the 8 hour wash window or can it be done when the plane is returned to its original spot? Yes, lube needs to be completed within the 8 hour window.

67. Please provide the list of attendees for the site visit held on, July 17, 2018.

68. PWS Section 2.2 states “The Contractor employees shall comply with the corrosion inspections, prevention, control and repair work efforts to complete the scheduled task(s)…” Similarly, PWS Section 4.2 states “The Contractor shall provide corrosion control treatment, prevention and repair maintenance to all scheduled aircraft.”

Please clarify if any repairs are to be performed by the contractor. The contractor will not be performing any repairs to the aircraft.

69. PWS Section 4.6.1 references transporting the required wash stands to the designated wash facility. Are the wash stands GFE? If so, please state the size and quantity of wash stands which will be available for the contractor. B1 (1ea), B4 (1ea), B5 stand (1 ea). Reference Appendix C for items the contractor will have access to (Joint Use).

70. Please provide a list all GFE (chocks, wheel covers, engine covers, leading edge locks, spoiler locks, boom sling, etc.). More specifically, Is the contractor expected to provide the following tooling that is unique to the KC-135; 1X boom sling, 8X spoiler locks, and 8X leading edge locks? Reference Appendix C for items the contractor will have access to (Joint Use).

71. Due to the extreme variability between starting conditions between a scheduled 30-day wash vs. a “Desert return,” will a separate CLIN be created for the outliers, or do we need to build that into contingency? No separate CLIN will be created. The Govt.

is seeking one per wash price.

72. PWS Section 7.0 Please confirm the contractor is to provide tow vehicle(s) and tow bar(s) at contractor’s expense, as well as a means to provide a backup for each in the event of a failure? Reference Appendix C for items the contractor will have access to (Joint Use).

73. PWS Section 10 Wash Rack Buildings/Hangars – How much exclusive access storage space will the contractor be provided? The contractor will have exclusive access storage space in the entire outdoor facility, the office/storage space on the side of Hangar 1, and the small cages in the hangar. The current wash team does not have problems with storage capacity in these areas.

74. PWS Section 11.0 Contractor Liability – Please state the required insurance liability limits for the contractor, and whether Hangar Keeper’s insurance coverage is required to conduct tow operations? Reference 1449 Addendum to 52.228-5

75. PWS Section 12.0 - Will government computers be installed in both contractor office locations (wash rack and hangar 1) to perform the G081 tasks, which cannot be accomplished on contractor-owned computers? Will provide tuff books (with Wi-Fi access) for Gov’t CTK checkout-out. However, no printers will be provided.

76. PWS Section 23.1 Access and Security – Is the contractor or the government to initiate and process the employee AF 2586’s and SF 85’s? Combined coordination.

77. PWS Section 4.2.2. Aircraft towing, number of pushbacks required and does contractor provide personnel to ride the brakes? Number of pushbacks is dependent of the number of washes. Contractor will need to provide personnel to ride the brakes.

78. PWS Section 8.0 Chemical Listing. Can you provide a list of approved wash chemicals? Any of the MIL-PRF-87937- Type IV & MIL-PRF-85570-Type II soaps listed on the QPL are authorized. Products do fall off the QPL listing when companies fail to renew, so we check the QPL frequently

79. Can you provide the actual work cards for the pre-wash covering, wash, de-mask and re-lube process? Yes, once the contract is awarded.

80. PWS Section 10.0 Equipment Storage. Is any storage space provided for contractor equipment and supply storage? The contractor will have exclusive access storage space in the entire outdoor facility, the office/storage space on the side of Hangar 1, and the small cages in the hangar. The current wash team does not have problems with storage capacity in these areas. These areas were identified in the site visit.

81. PWS Section 4.2 states; The contractor shall provide corrosion control treatment, prevention and repair maintenance to all scheduled aircraft. What repair maintenance is the contractor responsible for? The contractor will not be performing any repairs to the aircraft.

82. Is there a specified amount of certified mechanics to be on duty on each shift? No.

The number and type of employees on-site is at the contractor’s discretion as long as it is IAW the T.O.’s and AFI’s.

83. Are there established times standard for the wash services, if so please provide time standards? Please refer to PWS paragraph 4.2.2 and 4.3. Work should be completed within 8 hrs.

84. Is there ever an occasion that two are need to be washes at the same time? This will be dependent on the contractor’s plan to meet the PWS requirements. However, it is not standard practice for the Government to perform two washes at once.

85. Are any maintenance stands provided at the hangar and outdoor wash pads?

Reference Appendix C for items the contractor will have access to (Joint Use).

86. PWS Section 19.0. Contract Personnel Qualifications/Training. Is there any

Government provided training, or is all required training provided by the contractor?

If the government provides any training please include the course and required hours of training. Training is the responsibility of the contractor. The Government will provide an orientation during the phase-in period. The contractor will be responsible for administering their own training to employees. Training methods and status of individual employees must be documented. These documents may be requested by the

COR.

87. PWS Section 22.3 Supply Technician. Is the current Supply Technician a separate dedicated full-time seperate from the wash crew? Contract is subject to the Service Contract Labor Standards, however, the contractor is not bound by the specific labor categories identified in FAR 52.222-42 and PWS. The contractor may determine the mix of labor necessary. The positions provided in the PWS are for reference only.

88. PWS Section 23.5 Obtaining NACI/Secret Clearance. Are all contractor employees required to obtain a secret clearance? No. All employees will have, at a minimum, Tier 1 NACI Clearance. Instructions to obtain the clearances can be found in paragraph 23.5.Qualified contractor employees, at all times, must escort all employees that do not possess a valid AF Entry Control Card/equiv.
