BASE LINEN QUESTIONS

1. Will any existing linens be used or will all linens be new and provided by the contractor?

A: The Contractor will provide all linen except: bedspreads/comforters which will be supplied by the Government.

2. Is this contract subject to the Service Contract Act?

A: Yes

2a. If so, pursuant to EO13658, does this contract require a minimum wage of at least $10.20/hour?

A: Yes. Offerors are reminded to read the wage determination and pay particular attention to it and FAR 52.222-55.

2b. If so, the EO13658 specifies, among other things, a $10.20 minimum wage. WD 15-4571 states that "[t]he EO minimum wage rate will be adjusted annually." At what rate or percentage will the minimum wage rate be adjusted and what is the annual adjustment date?

A: Offerors are reminded of the requirements of and adjustment mechanism found in both FAR 52.222-43 and 52.222-55. The contracting officer will revise the wage determination at intervals specified in FAR 22.1007.

3. Is there a specific format or style used for the delivery tickets described in Section 2.4.1 ?

A: Contractor delivery form needs to list date, tracking number, each linen item, and quantity delivered

4. Is there a specific format or style used for the order forms described in Section 2.2.1 or 4.2.1?

A: Order form sample provided as part of Appendix E to the PWS.

5. How many laundry carts are needed for the 6th Medical Group as referenced in Section 3.0?

A: 2 Carts are needed for Medical Group. Reference Section 3.4.2.8 of PWS

6. Is the number of laundry carts specified the total number of carts needed for the cart exchange as referenced in Section 1.15 Cart Exchange Service, or is the total number of carts needed twice what is specified for each service in order to facilitate the Cart Exchange Service? For example:

The PWS states that 8 carts are needed for the Lodging Service. Is that 8 carts total with 4 clean with Lodging and 4 clean with the Contractor or are 16 carts needed with 8 clean with Lodging and 8 clean with the Contractor?

A: Between the clean linen being dropped off, the dirty linen that is being taken, and the carts that are left for additional dirty linen is anywhere from 22 – 30 carts on any given day

7. Are there any specific requirements on size or functionality of the laundry carts, such as covered lids, colors etc?

A: No preference on size or color of the carts. The clean linens need to be protected from the elements between delivery points. All linens should be bundled and wrapped.

8. What is the minimum/maximum order value for all orders issues against the contract?

A: Minimum and maximum quantities are stated in terms of units per month (i.e. IDIQ Minimum:

12 months and IDIQ Maximum: 60 months) order level min and max are 1 month and 12 months.

9. What is the minimum/maximum contract value for the contract?

A: Minimum and maximum quantities are stated in terms of units per month (i.e. IDIQ Minimum:

12 months and IDIQ Maximum: 60 months)

10. Are there linen specifications/colors for the scrubs as described in Section 3.6? If so, please provide.

A: Currently we are using ADI style# ALS1001PC for tops and style# ALS1002WPC for bottoms the current color is Ceil Blue. Brand name or equal

11. Are there linen specifications/colors for the bath towels as described in Section 3.6? If so, please provide.

A: 20”x40” ADI style# 115516S Brand name or equal

12. Are there linen specifications/sizes for the lab coats as described in Section 3.6? If so, please provide.

A: Medline style# MDT12WH Brand name or equal. Sizes should be medium, large, and xtra-large

13. Is it acceptable to reuse hangers which remain in reusable condition?

A: Yes

14. Are there linen specifications for the bedspreads/comforters described in Section 2.5? If so, please provide.

A: The Government will supply bedspreads/comforters.

15. Are there linen specifications for the bath mats described in Section 2.5?

A: White 22”x34” 100% Cotton

16. Please confirm that there are no king sized linens needed in those linens outlined in Section 2.5.

A: There are no King size requirements

17. The pillows, pillow protectors and pillow cases referenced in Section 2.5 are listed as standard size. However, in Appendix D, Linen Specifications, pillows, pillow protectors and pillow cases refer to both standard and king sizes. Please confirm if only standard pillows, pillow protectors and pillow cases are contemplated by this contract. If king size pillows, pillow protectors and pillow cases are contemplated by this contract, please specify the quantities needed.

A: There are no King size requirements

18. Is there a reason why the contract is itemized by month rather than by lbs or number of pieces?

A: The base has no way to verify the weights and tracking by piece requires too many Govt. man hours.

19. What is the estimated contract award date?

A: September 2017 with a performance start date of October 1.

20. What are the current contractor per item prices for the three locations, Hotel Linens, Medical

Group and the Uscentcom Flag Mess?

A: Contract totals (Not item prices) can be made available via submission of a FOIA request.

21. In the Performance Work Statement document mentions king size availability, but in the table

2.5 work load estimates is only twin, full and queen sizes. Please confirm if its required quote for king size sheets, blanket, mattress protector and bedspread.

A: There are no king size requirements

22. The 6th Medical Group, 3.6, what is the bedspread size and color? In the same Monthly workload estimates is the quantity per weekly basis?

A: Bedspread size is full. Color is white. Monthly

23. UscentCom Flag Mess, 4.5, monthly workload estimates, the quantity is per weekly basis?

A: Monthly

24. Are you able to confirm when Proposals are due? The Solicitation shows 12AM ET on May 31.

However FBO shows 11:59 PM Et on May 31. Can you confirm when Proposals are due?

A: Proposals will be due on 13 June by 1:00pm EST
