FA480924Q0107 CARPET REPLACEMENT BUILDING 4534 AND 5015

Requests For Information (RFIs) and Responses

11-September 2024

QUESTION 01. *To ensure an accurate and competitive bid, we would like to request for additional drawings or schematic layouts with dimensions of the project area. The floor plan provided in the solicitation was too small to clearly identify the necessary details.

ANSWER 01. Additional floor plans for both buildings shall be added to the solicitation by amendment. It is the contractor’s responsibility to verify measurements prior to material purchase and/or installation.

QUESTION 02. *Who will move furniture before and after carpet installation?

ANSWER 02. The Government will move furniture both before and after carpet installation at both Building 4534 and 5015.

QUESTION 03. *The server room on the second floor of Building 5015 is not highlighted indicating that this area does not have carpet and/or does not require carpet replacement; however, at the Site Visit, it was discovered that this room is currently carpeted. Is the existing carpet in the server room located on the second floor of Building 5015 part of the work and require replacement?

ANSWER 03. No. The carpet within the server room on the second floor of Building 5015 is not part of the work. This contractor shall remove and replace carpet to the door and cut/seem/pull the carpet flush with existing carpet within the server room.

QUESTION 04. *Will the Contractor have access to the entire work area of each building, or will onsite work be phased – i.e., will all furniture be moved out of all identified rooms of the building at once allowing the Contractor to select order of work in each building, or will the project need to be performed room-by-room in an order identified by the Government?

ANSWER 04. Due to space limitations and ongoing mission requirements, this project will need to be phased. After award, the contractor may submit a desired schedule of work identifying the order of work for consideration. It is anticipated that one to two rooms per building may be feasibly emptied/available at a time. The contractors proposed schedule and order of work may include working both buildings simultaneously and/or alternating between buildings; however, time required for the Government to move furniture should be taken into consideration. The schedule, to include dates and order of work, shall be mutually agreed upon by both parties prior to initiation of onsite work.

QUESTION 05. *AT Building 4534, it is anticipated that the height of the new carpet may result in rubbing between the existing door(s) and new carpet, to include but may not be limited to, Rooms 18 and

19. What actions, if any, are expected by the contractor should this occur?

ANSWER 05. The contractor shall undercut the doors and remount or replace the metal kick plates as required to allow free door swing.

QUESTION 06. *At Building 4534, there are pre-existing metal transitions at Rooms 18 and 19; rubber transitions at Rooms 5, 6, and 7; and no transition at room 8. Do transitions need to be installed and/or replaced at Building 4534?

ANSWER 06. The contractor shall provide carpet to tile transition strips in rooms where carpet is replaced. The contractor shall match adjacent rooms type of strip material. The contractor shall provide transition strip at room 8.

QUESTION 07. *Are bid bonds required?

ANSWER 07. No. There is no requirement for bid bonds.

QUESTION 08. *Will asbestos abatement be accomplished prior to work? If not, what happens if asbestos is encountered at Building 4534?

ANSWER 08. No asbestos abatement is required by the contractor. Mastic is present below the floor tile and is not anticipated to be removed. Contact the government if the floor tiles are removed or if other suspected materials are found.

QUESTION 09. *Are there blueprints of what materials is being placed where? Or are we placing 1/7 options you provided throughout the areas highlighted on the floor plans?

ANSWER 09. Additional Floor Plans will be provided via Solicitation Amendment. The offeror shall select one of the seven choices identified by the Government. The same (one) carpet will be installed at both locations.
