18TechnicalPWS 2.5.1 Air Traffic Control Instructor Qualifications, AND Paragraph 2.5.5 Education/Certification Requirements.Para 2.5.1 states that the contractor shall provide Air Traffic Control (ATC) instructors with current Air Traffic Oversight (AOV) credential (with Tower, RAPCON, and GCA ratings) as well as an associate degree at minimum. Para 2.5.5 sub para (2) states that the Minimum requiremen is Operational Air Traffic Controller experience, Federal Aviation Administration (FAA) Air Traffic Oversight (AOV) credentialed, ATC operators (Air Force, Army, Navy, Marine, or Civilian) with a Tower Rating. // Question – There is a difference in requirements between these two paragraphs regarding ratings. The initial para (2.5.1) calls out minimum requirements of Tower, RAPCON, ad GCA ratings, while paragraph 2.5.5 calls out for only a Tower rating. Does the government intend that the minimum required rating or experience for an instructor is only a Tower rating? Also, as the USAF cancels ratings upon PCS or reassignment to another base, this means only current personnel serving will have “current” ratings. Does the government mean experience or previous rating in Tower, RAPCON and/or GCA ratings?Previous rating in Tower is the only requirement. They do not need to be current. Ideally contractors are familiar with AOV credential system as we look to input our graduates into the system
