About this file
This is a Questions and Answers document for federal contract solicitation FA480326Q0059 issued by the 20th Fighter Wing (ACC) at Shaw Air Force Base, South Carolina on 11 August 2026. The solicitation addresses the replacement of a wrong-way detection system that has experienced failures at three identical gate locations on the base.
The Government seeks an upgraded Commercial Off-The-Shelf (COTS) solution to improve reliability and reduce false alarms from the current approximately 6-year-old Tapco system. Contractors are not required to provide an exact replacement and may offer technically equivalent or superior detection architectures, including alternative technologies such as radar-based systems. The replacement must integrate with existing Gate House controls and wiring without modifications, retain all existing infrastructure (conduit, wiring pathways, power, communications, and mounting locations), and include a manual on/off switch. No trenching, excavation, new conduit, or system redesign is permitted. The Government confirmed that all existing infrastructure is serviceable and available for reuse, and that equipment is identical across all three gate locations. Contractors must be responsible for any required software programming or system configuration, demonstrate reliable detection of wrong-way entry by vehicles, pedestrians, and bicycles without false alarms during acceptance testing per SOW Section 5, and possess all necessary state licenses and professional authorizations. No bid guarantees, performance bonds, payment bonds, manufacturer certifications, South Carolina electrical/security licenses, cybersecurity documentation, or base-specific certifications are required for quotation submission. The replacement system will operate as a standalone unit with no Air Force network connectivity or cybersecurity requirements. Site visit attendance was not mandatory for quotation eligibility.

Wrong Way Sensor Replacement Questions and Answers
1. Was attendance at the July 28 site visit mandatory for quotation eligibility or technical acceptability, or may a contractor that did not attend still submit a responsive quotation?
Government Response: The site visit was not mandatory. Contractors that did not attend may still submit a quote.
2. If attendance was not mandatory, will the Government provide the site-visit questions, answers, photographs, equipment information, sign-in sheet, or other information furnished to attendees?
Government Response: Yes. Technical specifications, manuals, and system information are provided in Attachment 3 - Current System Specs and Manual.
3. Please identify the existing wrong-way detection system manufacturer, model, controller/interface, sensor type, communications method, power requirements, and quantities at each of the three gates, if available.
Government Response: Refer to Attachment 3 - Current System Specs and Manual.
4. Does the Government require an exact replacement product, compatibility with an existing manufacturer, or may the contractor offer a technically equivalent replacement architecture?
Government Response: An exact replacement is not required. The Government seeks an upgraded COTS solution to improve reliability and reduce false alarms.
5. Please confirm whether any manufacturer authorization, South Carolina electrical/security license, cybersecurity documentation, or base-specific certification must be submitted with the quotation.
Government Response: No separate certifications or licenses are required to be submitted with the quotation. However, the successful contractor must possess and maintain all necessary state licenses and professional authorizations to perform the work in accordance with SOW Section 1.3.
6. The SOW prohibits trenching, excavation, new conduit, and system redesign. Please confirm that all existing conduit, wiring pathways, power, communications, mounting locations, and infrastructure are serviceable and available for reuse.
Government Response: Yes.
7. Please confirm that no bid guarantee, performance bond, or payment bond is required.
Government Response: No bid guarantee, performance bond, or payment bond is required for this solicitation.
8. SOW states that we are to remove existing detection sensors and install upgraded replacements while retaining all existing infrastructure. Seeing that this is a Tapco system that has experienced issues since installed, is it acceptable to replace this system with a proven radar wrong way based system? This would include the removal of Tapco cameras and panel equipment. We should be able to replace the needed support equipment inside of the existing Tapco box and use all existing conduit and annunciators to support this upgraded system.
Government Response: Yes.
9. If we are forced to replace with Tapco branded items, is there a specification that Shaw AFB has in mind already?
Government Response: No, any Commercial Off-The-Shelf (COTS) system meeting the SOW functional requirements and incorporating an on/off switch is acceptable.
10. For Solicitation FA480326Q0059 – Wrong Way Sensor Replacement, to prepare an accurate proposal, provide the manufacturer and part numbers, or the technical specifications, for the new Wrong Way Detection System sensors to be installed.
Government Response: Refer to Attachment 3 - Current System Specs and Manual.
11. The manufacturer and model number of the existing wrong-way detection sensors.
Government Response: Refer to Attachment 3 - Current System Specs and Manual.
12. The manufacturer and model of the existing control panel or controller.
Government Response: Refer to Attachment 3 - Current System Specs and Manual.
13. Any equipment lists or inventories.
Government Response: Refer to Attachment 3 - Current System Specs and Manual.
14. As-built drawings, wiring diagrams, or installation drawings.
Government Response: Refer to Attachment 3 - Current System Specs and Manual.
15. Photos of the existing sensors, control cabinet, or equipment labels.
Government Response: Refer to Attachment 3 - Current System Specs and Manual.
16. Any known compatibility requirements or preferred replacement manufacturers.
Government Response: None. Any COTS brand is acceptable, provided it integrates with existing Gate House controls and wiring without modifications (per SOW Section 1). The system must reduce false alarms and include a manual on/off switch.
17. The approximate age of the current system.
Government Response: Approximately 6 years.
18. The reason the sensors are being replaced (end of life, failures, upgrades, etc.).
Government Response: System failures.
19. Whether all three gate locations utilize the same equipment or if they differ by location.
Government Response: Equipment is identical at all three locations.
20. Whether there have been any previous modifications or upgrades to the system.
Government Response: No.
21. Whether replacement sensors must match the existing manufacturer or if equivalent products will be considered.
Government Response: Sensors do not need to match the existing manufacturer. Any compatible COTS product is acceptable.
22. Whether there are any known issues with the existing wiring, conduit, or infrastructure.
Government Response: The Government is unaware of any existing issues with the infrastructure.
23. Whether any software programming or system configuration will be required after installation.
Government Response: The Contractor is responsible for any programming or configuration required for their proposed COTS system to function properly.
24. Whether there are any cybersecurity or network requirements for replacement equipment.
Government Response: No. The replacement equipment will operate as a standalone system and will not connect to the Air Force network.
25. Whether any special testing or acceptance procedures will be required after installation.
Government Response: Yes. In accordance with SOW Section 5, the contractor must demonstrate to Government personnel that the system reliably detects wrong-way entry (vehicles, pedestrians, and bicycles) and transmits alerts without false alarms.
