About this file
This is a Statement of Work (SOW) for Wrong Way Detection Sensor Replacement at Shaw Air Force Base, prepared by the 20th Security Force Squadron on 12 March 2026.
The contractor shall replace existing wrong-way detection system sensors at three Access Control Points (Main Gate, 441 Gate, and Sumter Gate) with upgraded Commercial Off-The-Shelf (COTS) replacement sensors compatible with the current system. The work includes removing existing sensors, installing replacements using existing infrastructure, ensuring compatibility with existing control systems and annunciation equipment, performing functional testing, and providing manufacturer documentation and basic operation guidance. The Government will retain all existing infrastructure including conduit, wiring, mounting locations, control systems, and annunciation interfaces. The system must maintain current operational capability to detect wrong-way entry (vehicle, pedestrian, or bicycle) and transmit signals to activate visual and audible alerts in the Gate House. Integration with Android Team Awareness Kit (ATAK) may be supported but is not required. Work must comply with the National Electrical Code (NEC) and National Electrical Safety Code (NESC) standards.
The contractor shall provide all labor, materials, tools, and equipment while adhering to constraints that prohibit trenching, excavation, new conduit installation, system redesign, and engineering modifications. Work shall be performed Monday through Friday, 0730–1630, excluding Federal holidays, with coordination required for site access and system interruptions to minimize disruption to gate operations. The period of performance is 60 days after receipt of order. Deliverables include manufacturer cut sheets, system operation instructions, and warranty documentation. The contractor must provide a minimum one-year warranty on all materials and workmanship. Acceptance is based on successful installation, verified system functionality, and completion of required documentation.
